PRESENT: Barnes, Goiffon, LaValle. Leroux. Miron City Administrator, Robert MuseUS City Attorney, Greg Galler City Engineer, Tom Angus City Clerk, Mary Ann Creager ADDITIONS TO AGENDA: Discussion on extension of utilities/blacktop road in Peloquin Ind Parti: Letter to May Township Grant Application for Flood Hazard Council's calendar for December and January Update on River City Asphalt Disciplinary action (Fire Dept) Leroux made motion, Goiffon seconded, to adopt the following Consent Agenda: Minutes for the City Council meeting of December 4, 1995 Minutes for the City Council meeting of December 7, 1995 Minutes for the City Council meeting of December 12, 1995 Minutes for the City Council meeting of December 13, 1995 Claims for December 18. 1995 Letter to Brown's Creek Area Residents Re: Flood Issues 1996 Business Licenses (see attached) Reduction in Letter of Credit (Rice Lake Meadows end Addition) The foregoing Consent Aqenda was adopted unanimously. PELOQUIN INDUSTRIAL PARK Jim Kellison, representing Jim Olson, owner of Imperial Tool, addressed the Council requesting that the City extend City utilities and blacktop roads in the Peloquin Industrial Parti:.. Mr. Olson would like to keep his business in Hugo, but would consider leaving if these improvements are not constructed. Miron made motion, Lerou;; seconded, directing City staff to make improvements in the Peloquin Industrial Parti; an "A" priority, and schedUlF a public hearing for January 16, 1995 at 7:05 PM for consideration of the feasibility report to extend City utilities and blacktop roads in the Peloquin Industrial Parti:.. All aye. Motion Carried. ANIMAL_ CONTROL CONTRACT At the City Council meeting of December 4, 1995, the Council expressed concerns regarding typographic mistakes in the document, and requested that they be corrected prior to the City's approval of the agreement. A revised Contract was submitted to the Council for their approval. Council member Barnes asked that the Contract be amended to include a reference to licensing requirements prior to release of the animal. City Council minutes for December 18, 1995 Page 2 Leroux: made motion, Barnes seconded, to approve the Animal Control Contract between the City of Hugo and Animal Control Services, Inc., as amended. All aye. Motion Carried. JOINT POWERS AGREEMENT WITH MAY TOWNSHIP The Council reviewed the Joint Powers Agreement between the City of Hugo and May Township to establish a storm sewer improvement tax district encompassing the Brown's Creek watershed area in the two communities, under Minnesota Statutes, Chapter 444. The purpose of this Agreement is for the City and Township to work: cooperatively to resolve the flooding issues in this area by conducting necessary studies, and potentially constructing storm water drainage improvements. A proposed ordinance to be adopted by both municipalities following a public hearing to officially establish the district was also considered. Miron made motion, Lerou;: seconded, to schedule a public hearing for January 2, 1996, at 7:.30 PM, Withrow Elementary School, to consider adoption of an ordinance establishinq a storm sewer improvement tax district within the meaning of Minnesota Statute 444.16 et. seq. Motion Carried. l._erou:; made motion, Miron seconded, to approve the Joint Powers Agreement between May Township and the City of Hugo to work cooperatively to resolve the floodinq issues in the Brown's Creek: watershed area. A11 aye. Motion Carried. Miron made motion, LaValle seconded, to approve letter to May Township regarding cooperative efforts to resolve the Brown's Creek floodinq problems. All aye. Motion Carried. FIRE HALL NEEDS REPORT At the Council meeting of November 20, 1995, the Council received the report of the Citizens' Committee, established to review the need for a new Fire Hall in the community. In order to provide the opportunity for comment by members of the Committee, as well as the general public, discussion of the report was tabled until this eveninq's meetinq. Greg Burmeister, Committee member, reviewed the "firemen's" report that was submitted to the Council. Committee members Wally Stolt man and Dan Davis asked for an extension of time for them to submit their comments in writinq. Miron made motion, Leroux seconded, to table this matter until the City Council meeting of January 2, 1996. All aye. Motion Carried. City Council meeting of December 18, 1995 Page 3 BUDGET RESOLUTIONS Barnes made motion, Miron seconded, to adopt RESOLUTION 1995-22, A RESOLUTION APPROVING THE GENERAL FUND BUDGET FOR THE 1996 FISCAL YEAR. VOTING AYE: Barnes, Goiffon LaValle. Leroux„ Miron Motion Carried. LaValle made motion. Goiffon seconded, to adopt RESOLUTION 1995-23, A RESOLUTION APPROVING PAYABLE 1996 LEVY CERTIFICATION. VOTING AYE: Barnes. Goiffon, LaValle, Leroux, Miron Motion Carried. DOWNTOWN REDEVELOPMENT PLANNING CONTRACT The Council considered for approval a contract between the City of Hugo and Hoisington Kegler Group, Inc., for the preparation of a plan for the redevelopment of the City's downtown area, at a cost not to exceed $36..5(--)(--). 00. Miron made motion, Barnes seconded, to approve the Contract for a Downtown Redevelopment Plan and Strategy, between Hoisington Koealer Group, Inc., and the City of Hugo, for professional planning services authorized to assist the City with the formulation of a Downtown Redevelopment Strategy and Plan. All aye. Motion Carried. FINDING OF FAC'1"_(kOENEFI'S BOATS R, BAIT) Miron made motion, Leroux: seconded, to approve the Findings of Fact for denial of the request of Robert McElmury for an Amended Special Use Permit. All aye. Motion Carried. EQUIPMENT SHARING COST STUDY Administrators and managers of municipalities in Washington County have been discussing the potential for sharing low -use capital equipment among municipalities as a cost-saving measure. Such equipment could include fire vehicles, generators, road repair equipment, and other items. Washington County and the City of Cottage Grove have proposed to conduct a study on the types of equipment that could be shared, and agreements necessary to implement such a program. The City has been requested to contribute $751► to help fund the project. Leroux: made motion, Miron seconded, that the City of Hugo expend $751► to help fund the Equipment Sharing Cost Study. All aye. Motion Carried. City Council meeting of December 18, 1995 Page 4 CORRESPONDENCE The Council reviewed numerous letters received by the City that required no formal action. The Council received a salary -review request from the Deputy Clerk. Miron made motion, Leroux; seconded, directing the City Administrator to conduct a comparable worth comparison and report his findings to the Council. All aye. Motion Carried. MISCELLANEOUS Attorney Galler updated the Council on the River City Asphalt permitting process. Miron made motion, LerOUX seconded, to accept the list of Council liaisons for Planning Commission meetings. All aye. Motion Carried. The City Administrator reviewed the Council's calendar for the balance of December and January, 1996 for meeting dates. Miron made motion, LaValle seconded, to place the report from the Fire Chief regarding attendance of a fire fighter on the agenda for January f, 1996. All aye. Motion Carried. Barnes made motion.
