The meeting was called to order by Mayor. Fran Miron at 7:oO PM.

The purpose of this meeting was for discussion of the proposed Oak Shore
Pari: public improvement project with representatives of the Oak Shore Park
subdivision. Present representing the Association were Jim Metry, Becky
Petryk, John Good, George Anderson, and Pete Pedersen. Previous to this
meetinq the members of the Oak Shore Park Homeowners' Association (OSPHA)
had received copies and reviewed the feasibility report for the project,
as prepared by the City Engineer. The OSPHA had a number of concerns to
be discussed including:
1. Road standards. They were concerned that the road constructed throuqh
the development would be high quality and last longer than the roads«
constructed in the subdivision to their east. They were informed by
the Council that the City, within the last year, had increased the
road standards, and that all the roads constructed as part of the
proposed improvements would be to a 9 -ton standard, and that soil
borings would be taken prior to final design to insure the quality of
these roads.
2. The OSHA expressed concern regarding the necessity and location of the
NURP ponds as they would take up a substantial portion of the front
yards of the lots in which they are to be located. The City Engineer
stated that he was meeting next week with representatives of the RCWD
to discuss the NURP ponds. He should have more information available
for the meeting scheduled for January 4, 1995.
3. The Council questioned how homeowners would had previously paid SAC,
WAC, or REC charges would be credited for such payments at the time
they hooked up to municipal utilities. They were informed that if
the./ had already paid such a charge, they would receive credit, and
would not be required to pay the fee again as they hooked up.
4. OUtlot J was brought to the Council's attention. and there was limited
di-•CLISSion whether this outlot would be used for future City road
purposes.
5. The Council was queried whether all homes would be required to hook up
to municipal sewer as they became available to the lots. Councilman
LaValle stated that City ordinance required that connection to the
municipal sewer system be made at the time it became available to the
homeowner.
6. There was discussion regarding the retaining wall that may be
necessary for Lots 10 and 11, if Ethan Avenue was widened or moved
within its easement. The City Engineer stated this would be
undertaken as part of the public improvement project.
7. The homeowners stated that they wished to keep their parking lot on
the marina located on Bald Eagle Lake.

8. The homeowners reiterated their desire to see the drainage ditches
within their subdivision removed as a part of this project.
9. There was some discussion as to whether 126th Street would meet the
definition of a collector street, and thus be eligible for additional
City assistance.
10. The homeowners stated that they had a developer look at the 10 acres
currently used as the homeowners' park. Based on the assumption that
eight lots could be obtained on the parcel, with the value of $45,000
each, the value of the land to the OSHA was $288,000. Mr. Anderson
told the Council that the homeowners wish to see their final cost for
the project under $20,000 per lot, to include connecting the services
to the homes, payment of all necessary REC, WAC, and SAC charges, and
the City's purchase of the park. He also stated that the homeowners
desire that the assessments be made for as long as a time period as
possible, preferably 2i► years.
Discussion was also held regarding the impact of the project on property
values and taxes, and what annual assessment cost would be expected from
the project. The City Administrator was directed to request that the City
Assessor be available for the meeting of January 4th to discuss property
tax issues, and have an estimated schedule of payments for the project
developed.
The performance review for the City Administrator had also been scheduled
for this meeting_. As the consolidated comments of the Council were not
yet ready, this was delayed to another time.
LerOUX made motion. Goiffon seconded. to recess the meeting_ at 10:3() PM
until 9:30 AM on December 28. 1995.
