HUGO PLANNING COMMISSION
January 8, 2015
Call to Order/Potluck
Chairman Kleissler called the meeting to order at 6:00 pm.
PRESENT: Arcand, Kleissler, McRoberts, & Rosenquist
ABSENT: Gwynn, Lessard, Knauss
ALSO PRESENT: Rachel Juba, Planner

Review of PlanningBuilding Annual Report
Community Development Intern Connor Schaefer presented the 2014 Hugo Building Report.
The report reviewed City projects and data on planning applications, building permits,
inspections, lots available, and foreclosures.
Review of 2030 Comprehensive Plan
Planner Rachel Juba presented on the 2030 Comprehensive Plan. The report summarized the
City's Comprehensive Plan Hugo adopted in 2010. The report included suggestions for the
Planning Commission to look at for 2015.
Discussion on 2015 Goal Setting
The Planning Commission had a discussion on their goals for 2015. The goals included:
Resolution of 2030 Comprehensive Plan, Zoning Ordinance text amendments, and initiating
discussion on the 2040 Comprehensive Plan.
Resolution of the 2030 Comprehensive Plan includes reviewing and providing recommendations
on the Storm water Management Plan and evaluating next steps with the Eastern Hugo Study.
The Zoning Ordinance text amendments goal has many sub -categories that include scheduling
regular Ordinance Review Committee (ORC) meetings, cleaning up ordinances that are
inconsistent within the City Code, and evaluating and revising the parking, landscaping,
subdivision, and PUD sections of the City Code. Last, the Planning Commission will reach its
goal of initiating discussion on the 2040 Comprehensive Plan through reviewing and
commenting on the Met Council System Statements and reviewing the Policy Plan section of the
2030 Comprehensive Plan.
