HUGO PLANNING COMMISSION
April 24, 2014
Call to Order
Chairman Gwynn called the meeting to order at 7:00 pm.
PRESENT: Arcand, Gwynn, Kleissler, McRoberts, & Lessard
ABSENT: Rosenquist & Knauss
ALSO PRESENT: Rachel Juba, Planner

Approval of Minutes
Arcand made motion, McRoberts seconded, to approve the Planning Commission minutes of
March 13, 2014.
All Ayes, motion carried.
Hugo Senior Housing Community — Site Plan
Planner Rachel Juba, presented on the site plan for Hugo Senior Housing Community facility
developed by National Senor Housing Services, LLC. The applicant is requesting approval of a
site plan for a 100 unit, three story, and 99,200 square foot senior housing facility on a 5 acre
parcel. The proposed site plan is located on a proposed lot within the plat for LaValle Fields. The
property is located west of Lions Parks with access off of Finale Avenue across from 146th
Street. The applicant is showing future phases on the site plan. Each addition will be required to
formally apply for site plan approval for consideration by the Planning Commission and City
Council. The proposed site is zoned Planned Unit Development (PUD).
Juba presented on topics regarding building setbacks, height, coverage, parking, landscaping,
lighting, fencing and screening, streets and access, trails, building architecture, signage, draining
and grading, utilities, wetlands, and park dedication.
Juba mentioned the City Code only has requirements for nursing homes and does not provide
guidance for parking requirements for a senior housing facility that has various levels of care.
The applicant is proposing to satisfy the parking requirements with a combination of above
ground and below ground parking. Staff was comfortable with the way the applicant calculated
the parking.
The proposed monument and wall sign details were not provided in the site plan. The City will
ensure that they comply with the sign ordinance.

Juba explained the applicant will be planning for the installation of an irrigation system that is to
be connected to the large stormwater pond planned north of the property as part of Phase 2 of the
Lavalle Fields PUD. Staff will continue to work with the applicant on the design and installation
of the irrigation system to ensure it can be connected easily. Staff has added a condition that the
system be converted to stormwater at the time the large stormwater ponds is constructed.
Juba concluded that the applicant has done a good job with the overall site plan. Staff will
continue to work with the application on the recommended revisions. Staff finds that the
proposal meets all the requirements necessary for the City to approve a site plan as outlined in
the City Code, if the conditions are met in the resolution.
Commissioner Arcand asked about the legality of filling in an artificially created wetland that
will serve as the stormwater pond in Phase 1 of development when the larger irrigation system in
Phase 2 gets installed. City Staff will look into this.
Commissioner Arcand asked if employee parking was planned for. Tom Kelly said employee
parking was taken into account within the planned 89 planned parking spots.
Chairman Gwynn asked Tom Kelly if there are plans to add a nursing home in future
development. Tom Kelly said that is not a current focus.
McRoberts made a motion, Kleisser seconded, to approve the site plan for the Hugo Senior
Housing Community as presented.
