PRESENT: Arcand, Gwynn, Kleissler, McRoberts, Lessard, & Rosenquist ABSENT: Kleisser ALSO PRESENT: Rachel Juba, Planner Connor Schaefer, Community Development Intern Approval of Minutes Arcand proposed a correction that changed "Chairman Arcand" to "Comissioner Arcand" in the April 24, 2014 Minutes. Arcand made motion, McRoberts seconded, to approve the Planning Commission minutes of April 24, 2014, with correction. All Ayes, motion carried. New Life Church — Site Plan and CUP Amendment Planner Rachel Juba, presented on the site plan and the conditional use permit amendment for a New Life Church building addition. The applicant is requesting approval of a site plan for a 4,560 square foot building addition to the north side of the 5,965 square foot church on the 6.36 acre parcel. The conditional use permit is required for a place of worship in the Central Residential (CR -3) zoning district. This site is located at 6000 1481h Street North. Juba first presented on the applicant's conditional use amendment proposal. The property currently has a conditional use for the church use, plus three additional conditional use permits. The applicant's desire is to remove these uses and have the proposed conditional use amendment supersede them. Juba presented on the criteria the City uses to review conditional use permit amendments. Juba stated that staff believes the applicant meets this criteria for the City to approve the conditional use permit amendment. Juba then presented on the applicant's site plan proposal for a 4,560 square foot addition. Juba presented on topics regarding building setback, building and impervious surface ratio, building height, parking, access and screening and fencing. The proposed site plan meets these requirements. The applicant has not submitted a formal landscape plan. Staff will continue to work with the applicant on the plan prior to the issuance of a building permit. Staff will also continue to work with the applicant on a few minor revisions to the utilities and stormwater management plan that shall be approved by staff prior to the issuance of a building permit. It's in staff's opinion that the proposal meets all the necessary requirements to approve the site plan with the conditions stated in the resolution. Commissioner McRoberts asked if the location of the required overstory trees matters on a property. Juba answered stating that there is not specified locations of trees as long as the applicant meets the appropriate total number outlined in the City code. There is a requirement for a parking lot landscape and shading. Peter Nafzger, pastor of the New Life Church, addressed the Commission presenting on the proposed addition and how it would assist the church in their mission to serve the community. Chairman Gwynn opened the public hearing. No one from the public commented. Chairman Gwynn closed the public hearing. Commissioner Knauss asked for clarification on the combining of the three existing conditional use permits. Juba answered stating that the conditional uses would not be combined, but the proposed conditional use amendment would supersede the existing. McRoberts made a motion, Knauss seconded, to recommend approval to the City Council the site plan and conditional use amendment for the proposed New Life Church building addition at 6000 148th Street North. All Ayes. Motion carried. Vint — CUP for Indoor Riding Arena Community Development Intern Connor Schaefer presented on a proposed conditional use permit for an indoor riding arena. The proposed conditional use permit is for a 6,600 square foot horse riding arena for the property located at 13961 Elmcrest Avenue North. The applicant's property was previously zoned Agricultural (AG) and the use of the property has remained agricultural in nature. The property is zoned Single Family Detached Residential (R-3) and is 12.11 acres in size. Schaefer presented on the topics regarding the spirit and intent, character of area, and screening and buffering. Staff believes that the proposed use meets the spirit and intent of the ordinance, it would not alter the character of the area, and it would not be easily seen from Elmcrest Avenue North. Staff recommends approval of the conditional use permit for a 6,600 square foot indoor horse riding arena for the property located at 13961 Elmcrest Avenue North. Commissioner McRoberts asked the applicant, Christina Vint, about Elmcrest Avenue North and if there would be visitors using this arena that would bring multiple trips to the residence. Vint answered saying the road is paved and that the proposed indoor riding arena would be primarily used by her and her family. Chairman Gwynn opened the public hearing. No one from the public commented. Chairman Gwynn closed the public hearing. Lessard made a motion, McRoberts seconded, to recommend approval for the conditional use permit for an indoor riding arena at 13961 Elmcrest Avenue North. All Ayes. Motion carried.
