October 9, 2014
Call to Order
Chairman Gwynn called the meeting to order at 7:00 pm.
PRESENT: Arcand, Gwynn, Kleissler, & Rosenquist
ABSENT: Knauss, McRoberts, Lessard
ALSO PRESENT: Rachel Juba, Planner

Approval of Minutes
Rosenquist made motion, Arcand seconded, to approve the Planning Commission minutes of
June 26, 2014.
Ayes: Arcand, Gwynn, & Rosenquist
Abstentions: Kleissler
Motion carried.
Patrick Rooney - Minor Subdivision for 12548 Keller Avenue North
Community Development Intern, Connor Schaefer, presented on the Patrick Rooney's minor
subdivision application.
The applicant is requesting approval for a minor subdivision to subdivide a 20 acre parcel into
two 10 acre parcels for his property located at 12548 Keller Avenue North. The property is
located in the Agricultural (AG) zoning district and is guided Agricultural in the 2030
Comprehensive Plan. The site is flat and the Brown's Creek Watershed District stated that they
do not have any information that would indicate the need for a wetland, lake, or stream buffer on
the property.
Schaefer presented on the application based on the following subjects: Lot Size, Shoreland,
Utilities, Grading, Street Access, and Park Dedication. The applicant's proposal complies with
the Agricultural zoning district lot size requirements and the proposed building sites and septic
areas would comply with the shoreland ordinance. Staff recommends approval of the minor
subdivision for the property located at 12548 Keller Avenue North, subject to the conditions
listed in the draft resolution to the Planning Commission.
The applicant, Patrick Rooney of 13033 McKusick Rd N, Stillwater, addressed the Commission.
He asked for further explanation on the City's park dedication fee requirement for subdivisions.
The applicant also asked if he was responsible for grading and applying for a building permit,
even if he just intends to sell Parcel A. Planner Juba answered by saying that the park dedication
fee is stated in the City Code as a per unit fee required for minor subdivisions. She answered the
applicant's second question by saying that prior to building on Parcel A, the property owner,
whomever that may be at the time the building is proposed, shall demonstrate the building sites
will comply with the City's regulations regarding building elevation related to groundwater.
Chairman Gwynn opened the public hearing. No one from the public commented. Chairman
Gwynn closed the public hearing.
Arcand made a motion, Kleissler seconded, to recommend approval for a minor subdivision for
the property located at 12548 Keller Avenue North.
All Ayes. Motion carried.

Arcand motioned, Kleissler seconded, to adjourn at 7:11 pm.
