PRESENT: Arcand, Gwynn, Kleissler, Rosenquist ABSENT: Knauss, McRoberts ALSO PRESENT: Bryan Bear, City Administrator Liz Hanson, Community Development Intern Approval of Minutes Rosenquist made motion, Kleissler seconded, to approve the Planning Commission minutes of August 9, 2012, with revisions. All Ayes, motion carried. LaValle Properties — Concept Plan Community Development Intern, Liz Hanson, presented to the Planning Commission the Concept Plan submitted by Bill Lentsch. She presented the topics of general layout, road construction and access, Lions Park expansion, drainage options, and housing types that the Concept Plan was proposing. She stated that the applicant is looking for feedback from the Planning Commission on these topics. Chairman Gwynn asked the applicant if he wished to add anything to Liz Hanson's presentation. The applicant, Bill Lentsch, came up to the podium. Bill stated that he had a couple things to clarify. One being, that the proposed 244 units is the total amount at the completion of the entire development. They are still trying to determine if the storm water pond is an adequate source of storm water management. He still intends to dedicate parkland in lieu of the park dedication fee. His preference for road access to the site would be off of the extension of Finale Avenue connecting with Frenchman Road. Bryan stated that this is just a sketch plan that is being reviewed and therefore staff is looking for feedback from the Planning Commission. They do not need to take any action for this Concept Plan. The plan expects to change as it gets closer to reality. He also stated that the pond system Planning Commission Minutes — September 13, 2012 Page 2 is not typically an option for park dedication. It is up to the Parks Commission to decide if there is ways to make it acceptable. There are other ideas and ways in the area to provide storm water management for this development. He stated that staff would like feedback on the possibilities for road access. Corey Brunton, the architect, was invited up to the podium. His intentions behind the design was to blur the lines between park and private development. The location of the pond was done to provide an amenity as well as storm water management. The architecture can be designed to show a theme throughout the residential development and park. Rosenquist asked what the difference between the three buildings is in terms of use. Bill Lentsch stated there was a difference in the services offered. The Assisted Living facility is a memory care, the Congregate Care center is an independent living, and the CommonBond building is an affordable apartment. Corey Brunton added that the size and architecture of these buildings are fairly similar. Arcand asked if the investors for the buildings had their own architectural influence. Bill stated that they do have their own ideas, although the developer will have the control over the overall look. The colors and elements will intend to match and conform to the design guidelines. Rosenquist stated that there is a difference between the development plan and the parks plan in terms of the road access on Fitzgerald Avenue and Finale Avenue. Corey stated that there is a disconnect between both plans because there has not been much collaboration. There are plans to accommodate the road access that is chosen. Bryan stated that is convenient that these plans are coming in at the same time. Things will be worked out to show compatibility between both plans. Arcand asked if there needed to be land acquired to accommodate the proposed extension of Finale Avenue. Bryan stated that the City would need to acquire land. Finale Avenue would need to be improved. Phasing of improvements and phasing of construction are things that need to be thought out through this process. Gwynn stated that 147th Street extension to Oneka Parkway should remain a high priority throughout the review process. Bryan added that 147th Street is planned to extend all the way out to Festival Foods according to the Comprehensive Transportation plan. It is an important piece that is part of the plan. Planning Commission Minutes — September 13, 2012 Page 3 Corey added that 147th Street is important to provide access to the site if Finale Avenue plans to be eliminated. Bill stated that he wanted feedback on the overall plan for the site. Arcand stated that the general layout looks good. Rosenquist stated that the idea for a Senior Housing facility is a great idea that is needed in the City. Arcand stated that the extension of Finale Avenue to Frenchman Road is a great idea for access due to the amount of traffic along this road. Gwynn stated that the extension of Finale Avenue would make sense for this proposed development and the proposed development occurring on the Old Lumber Yard site. Rosenquist asked if they cannot have underground parking what they would do with it. Corey responded in saying that he would do some studying to see if it would be possible to lift up the buildings so that they are not within the presence of groundwater. Arcand asked if there are anticipated objections to the proposal from other sources. Bill stated that he has not had any obvious objections yet. He believes that what he is proposing is needed and will offer an affordable option for seniors. Bryan mentioned that there are three different types of housing in this development proposal. Staff would like comments concerning these three different projects. Arcand asked if the CommonBond building will be Section 8 housing. Bill stated that it will not be Section 8 housing. Arcand asked if there was a deal breaker that would end this development proposal. Bill responded in saying that the cost of the project could be a deal breaker. Road construction and park dedication fees could ultimately be too expensive. He would like to receive some financial help from the City if possible. Gwynn asked what the age range will be inhabiting the CommonBond building. Bill stated that it will be a variety in age. Gwynn concluded the conversation by saying that this development will be a great provision for the community, and that the Concept Plan is a great start. Once a definite plan has been established the other issues, such as drainage, will be addressed appropriately by City staff. The Planning Commission Minutes — September 13, 2012 Page 4 Parks Commission will also provide meaningful feedback that will help guide the next steps in the design process and concept plan. Updates Bryan elaborated about a few updates occurring in the City. He stated that the Citywide Bus Tour will be occurring on September 29 and the Planning Commission is welcome to sign up. He also stated the outcome of the LCDA grant that the City applied for earlier. He notified them that the application did not get chosen for the second round of reviews.
