HUGO PLANNING COMMISSION
November 8, 2012
Call to Order
Chairman Gwynn called the meeting to order at 7:00 pm.
PRESENT: Arcand, Gwynn, Lessard, Kleissler, Knauss, Rosenquist
ABSENT: McRoberts
ALSO PRESENT: Rachel Juba, Planner
Liz Hanson, Community Development Intern
Oath of Office
Corky Lessard read and signed his Oath of Office to become a member of the Planning
Commission.
Approval of Minutes
Arcand made motion, Rosenquist seconded, to approve the Planning Commission minutes of
September 13, 2012, with revisions.
All Ayes, motion carried.
Site Plan — Xcel Energy
Planner, Rachel Juba, presented to the Planning Commission the Site Plan for Xcel Energy
Building addition located at 13620 Fenway Boulevard North. The applicant is requesting a site
plan approval for a 5,000 square foot warehouse addition.
Juba presented the topics of layout, landscaping, and building architecture. She concluded in
saying that the applicant meets all the requirements necessary to approve a site plan, with the
conditions in the resolution. She stated that staff recommends approval of the site plan
application for Xcel Energy.
Chairman Gwynn asked the Xcel Energy representative Lynn Patzner if she wished to add
anything. She said she did not.
Chairman Gwynn asked for the Commission feedback.
No one from the Planning Commission had any issues with the request.

Rosenquist made motion, Arcand seconded, to approve the site plan for the Xcel Energy training
barn addition.
Special Use Permit (SUP) Review — Bald Eagle Sportsman's Association (BESA)
Planner, Rachel Juba, presented to the Planning Commission the Special Use Permit (SUP)
Review to operate a gun club for Bald Eagle Sportsman's Association (BESA) on the property
located at 6557 125th Street. She stated that the permit shall be reviewed prior to December 15t of
the even -numbered years, or if the SUP is amended or violated. Staff visited the gun club on
October 24, 2012, and is not aware of any violations of the permit. She concluded in saying that
staff finds BESA to be in compliance with the SUP, and staff recommends approval of the SUP
review.
Chairman Gwynn asked for the Commission feedback.
No one from the Planning Commission had any questions or feedback.
Arcand made motion, Rosenquist seconded to approve the SUP review.
Conditional Use Permit (CUP) Review — Lametti and Sons, Inc.
Planner, Rachel Juba, presented to the Planning Commission the Conditional Use Permit (CUP)
Review to allow interior and exterior storage of equipment and processing of cured -in-place pipe
for Lametti and Sons, Inc. on the property located at 16028 Forest Boulevard North. She stated
that the permit shall be reviewed every five years. Staff visited Lametti and Sons, Inc. on
October 31, 2012, and is not aware of any violations of the CUP. She concluded in saying that
staff finds Lametti and Sons, Inc. to be in compliance with the CUP, and staff recommends
approval of the CUP review.
Chairman Gwynn asked for the Commission feedback.
No one from the Planning Commission had any questions or feedback.
Arcand made motion, Kleissler seconded to approve the CUP review.

Arcand motioned, Rosenquist seconded, to adjourn at 7:22 pm.
All Ayes, motion carried.
