HUGO PLANNING COMMISSION
July 28, 2011
Call to Order
Chairman Schumann called the meeting to order at 7:00 p.m.
PRESENT: Arcand, Gwynn, Kleissler, McRoberts, Rosenquist, Schumann
ABSENT: Moore

Approval of Minutes of June 9, 2011
Rosenquist and Gwynn were not at the meeting.
Schumann made motion, Kleissler seconded, to approve the Planning Commission minutes of
June 9, 2011, with revisions.
All Ayes, Motion carried.
Approval of Minutes of June 23, 2011
Gwynn made motion, Arcand seconded, to approve the Planning Commission minutes of
June 23, 2011.
All Ayes, Motion carried.
Jasinski — Minor Subdivision
Rachel Juba, Planner, presented on the minor subdivision.
The applicant requested approval of a property line adjustment and a minor subdivision. The
property line adjustment will move a shared property line on a 9.7 acre parcel and a 26.45 acre
parcel to create a 16.05 acre parcel and a 20.1 acre parcel. The minor subdivision will split the
20.1 acre parcel into two parcels, a 10.04 acre parcel and a 10.06 acre parcel.
Schumann opened the Public Hearing.
There was no one that spoke on the agenda item.
Schumann closed the Public Hearing.
Rosenquist made a motion, McRoberts seconded, to approve the Jasinski minor subdivision.

Approve Commercial and Industrial Design Guidelines and Ordinance Text Amendment.
Rachel Juba, Planner, presented the guidelines and the ordinance text amendment.
The guidelines encourage quality development by providing direction on building design, color,
and material. They also provide direction on other aspects of the development such as signage,
screening and lighting. The guidelines allow flexibility for industrial development in the strict
application of four-sided architecture, screening, and building footprint. There are also
exceptions for properties that are not serviced by City sewer and water and have potential for
redevelopment.
There are Commercial and Industrial Construction Standards within the City Code that regulate
the types of materials that are allowed for commercial and industrial buildings. Staff is not
proposing the guidelines to be an ordinance, but required for compliance as part of the
construction standards. This will include a zoning ordinance amendment to the construction
standards that state the guidelines also shall be met.
Staff recommended approval of the design guidelines and text amendment to the Planning
Commission.
Schumann opened the Public Hearing.

There were a few minor revisions to the text of the design guidelines.
Gwynn made a motion, Kleissler seconded, to approve the Commercial and Industrial Design
Guidelines and ordinance text amendments, with revisions.

Eastern Hugo Land Use and Sewer Study
Jed Chesnut, Natural Resources Specialist, from WSB & Associates, presented on the Eastern
Hugo Study.
The 2030 Comprehensive Plan required the study. A stakeholders group worked on the findings
for the area outside the 2030 MUSA. The study helped evaluate what areas are feasible for City
sewer in the rural parts of Hugo by identifying and prioritizing natural resources. The next steps
include seeking funds for phase two and completing the study.

Appointment of Sub -Committee Member for Irish Ave Park Planning
Shayla, Syverson, Parks Planner, presented on the planning for Irish Avenue Park.
At their meeting of July 20, 2011, the Hugo City Council listened to a presentation from the
University of Minnesota Women's Track and Field Head Coach Gary Wilson and White Bear
Lake High School Boys Track Head Coach Dave Percival with a proposal for a cross country
running facility at Irish Avenue Park. Wilson and Percival shared their vision of "Irish
Meadows" which has the potential of including a multi -use off road cross country running/
skiing facility and pinwheel ball field complex and other park facilities.
The City Council authorized the formation of a committee to discuss master planning of Irish
Avenue Park. They also discussed the importance of including a neighborhood representative, City
Council member, Planning Commissioner, Parks Commissioner, Lions Club member, American
Legion member, and possibility a representative from the County on the committee. Staff was
directed to solicit names for those willing to serve on the subcommittee and bring it back for
approval.
The duties of the committee are to develop an understanding as to the improvements that would
need to be made such as parking and access, how and when residents would become involved in the
planning process, potential timeline for improvements, and how the park was currently being used.
A Memorandum of Understanding could be developed to establish expectations if needed.
Staff recommends that the Planning Commission appoint one commissioner to serve on the Irish
Avenue Park Planning Committee.
Gwynn stated that he was interested in being on the sub -committee.
Schumann made a motion, McRoberts seconded, to appoint Rick Gwynn as the Planning
Commission reprehensive on the sub -committee.

Discussion on Zoning Ordinance Updates and Planning Commission Workshops
Staff discussed the next zoning ordinances that will be updated. These ordinances include
variances, guest homes, churches, and schools. The Ordinance Review Committee (ORC) will be
working on the updates and they will be brought to the Planning Commission for their review.
Staff discussed training topics and workshops with the Planning Commission as part of its goals
for 2011. The Planning Commission talked about a workshop with the EDA on City identity. At
its May 9, 2011, meeting the EDA agreed with the Planning Commission to have a workshop on
City identity.
Rosenquist made a motion, Gwynn seconded, to have the City identity workshop with the EDA
at the first Planning Commission meeting in November.
