HUGO PLANNING COMMISSION
April 28, 2011
Call to Order
Chairman Schumann called the meeting to order at 7:00 p.m.
PRESENT: Arcand, Gwynn, McRoberts, Rosenquist, Schumann
ABSENT: Kleissler, Moore
ALSO PRESENT: Bryan Bear, Community Development Director
Dennis Fields, Community Development Assistant
Rachel Juba, Planner
Approval of Minutes of February 14, 2011
Arcand made motion, Gwynn seconded, to approve the Planning Commission minutes of
February 14, 2011.
All Ayes, Motion carried.
Fable Hills 3Ld Addition — PUD Amendment and Preliminary Plat
Planner, Rachel Juba, gave the background to the Planning Commission. She explained that
Fable Hills 3rd would be located on the existing outlot A for Fable Hills 2nd Addition. The new
plat would create 5 lots and 1 outlot. Staff recommended that that Planning Commission
approve the requests with conditions listed in the approving resolution.
Dave Hemple, an independent consultant for Len Pratt, agreed with the recommendations. He
shared photos and stated that the park would only need minor manicuring on the lot.
Schumann opened the Public Hearing.
Chantel Kanuss, 4822 Fable Hill Circle, stated that the PUD side yard setbacks are 5 feet from
the property line. She stated that because of this she has drainage issues on her property. She
wanted to see the setbacks at 10 feet instead.
Rachel explained to the Planning Commission that the PUD does allow a home to be as close as
5 feet from the property line. This was approved with the original PUD.
Dave Hemple stated that the 5 lots would drain front to street or to the rear of the lot. He did not
see a drainage problem.
Schumann asked if there was a problem with having a 10 foot side yard setback.

Dave Hemple answered that it would leave a small building footprint with wetlands in the back
of the homes.
Schumann closed the Public Hearing.
Arcand motioned, Gwynn seconded, to approve the PUD amendment and preliminary plat for
Fable Hills Yd Addition.
All Ayes, motion carried.
National Recycling Inc. — Site Plan, Variance, Conditional Use Permit, Encroachment
Agreement, and Easement Vacation
Planner, Rachel Juba, gave the background to the Planning Commission. She explained that the
4.18 acre property was zoned C-2 and currently has an illegal nonconforming use. The request
was to allow a recycling center on the property which is allowed with a CUP. Staff
recommended approval of all requests.
Dave Schoenecker, attorney for National Recycling Inc., along with Owner, Rick Mark,
explained to the Planning Commission that this was a tough process, but it worked out and will
be a good solution.
Schumann commented that with the increased traffic on Highway 61, it will be good to see
improvements.
Schumann opened the public hearing.
Keith Bruestle, 15807 Foxhill Ave N, commented that he was generally happy with the changes.
He would like to see a turn lane on Highway 61. He asked how high the wall was on the west
elevation and would like to see coniferous trees for sight and noise screening. He also
commented on noises from dumpsters and other loud banging in the early morning hours.
Rosenquist answered that the new changes would limit the noises.
McRoberts asked what the hours of operation were.
Mr. Mark explained that 7 A.M. to 6 P.M. are typical hours however he may have to expand
some of those times while implementing the changes.
Bryan Bear added that it is not typical to have hours of operation. Excessive noise would be a
violation of the nuisance ordinance. He added that approval of the requests would drastically
reduce the amount of activity on the site.
Schumann closed the public hearing.
Schumann added that he is very comfortable with the changes.

Gwynn motioned, Arcand seconded, to approve the requests for National Recycling Inc.
All Ayes, motion carried.
Bryan thanked the applicant for the hard work and being open to the changes.
Update on Joint Planning Commission and City Council Workshop
Rachel updated the Planning Commission on the upcoming land use workshop scheduled for
June 9, 2011.
