HUGO PLANNING COMMISSION
October 13, 2011
Call to Order
Vice Chair Kleissler called the meeting to order at 7:15 p.m.
PRESENT: Arcand, Kleissler, McRoberts, Rosenquist
ABSENT: Gwynn, Moore
ALSO PRESENT: Bryan Bear, Community Development Director
Dennis Fields, Community Development Assistant
Rachel Juba, Planner
Approval of Minutes of September 22, 2011
McRoberts made motion, Rosenquist seconded, to approve the Planning Commission minutes of
September 22, 2011.
All Ayes, motion carried.
Bergman — Minor Subdivision
Planner, Rachel Juba, explained the application to the Planning Commission. The property is
zoned Future Urban Service (FUS) and is currently 20 acres in size. The request is to subdivide
into two 10 acre parcels. Staff recommended approval of the minor subdivision.
McRoberts asked why we are using the previous regulations for this application.
Rachel stated that she has been working with the applicant before the July 1, 2011 deadline, so
staff is recommending that the applicant be allowed to subdivid under the previous regulations.
Kleissler opened the public hearing.
Kleissler closed the public hearing.
McRoberts asked the tax value of the parcel being subdivided, as he felt the park dedication
seemed high.
Bergman, the applicant, wasn't certain but approximated around $310,000.
Rosenquist made a motion, McRoberts seconded, to approve the minor subdivision application.
All Ayes, motion carried.

Text Amendment — Allowing Accessory Dwelling Units in Specific Zoning Districts
Rachel explained the text amendment to the Planning Commission. She stated that since a
change was made to the accessory dwelling units ordinance, the staff must also amend the zoning
districts to allow for this change.
Kleissler opened the public hearing.
Kleissler closed the public hearing.
McRoberts motioned, Arcand seconded, to approve the text amendment as presented.
All Ayes, Motion Carried.
City Bus Tour / City identity Meetings
Staff updated the Planning Commission on the Bus Tour scheduled for October 15, 2011.
Planning Commission scheduled the City Identity Meeting for December 15, 2011.
Adiournment
Arcand motioned, Rosenquist seconded, to adjourn.
All Ayes, motion carried.
