HUGO PLANNING COMMISSION
May 27, 2010
Call to Order
Chairman Schumann called the meeting to order at 7:00 p.m.
PRESENT: Arcand, Gwynn, Kleissler, McRoberts, Moore, Rosenquist, Schumann
ABSENT: NONE
ALSO PRESENT: Bryan Bear, Community Development Director
Dennis Fields, Community Development Assistant
Rachel Simone, Planner
Approval of Minutes of March 25, 2010
Gwynn made motion, Kleissler seconded, to approve the Planning Commission minutes of
March 25, 2010.
All Ayes, Motion carried.
Interim Use Permit Application for St. Paul Growers Association
Community Development Assistant, Dennis Fields, gave the background to the Planning
Commission. The request was for a Farmer's Market, located at 14383 Forest Blvd N. Dennis
explained that the Farmer's Market has been located on this site in past years without any
approvals or permits from the City. The recent ordinance approval allows them to now apply for
a permit for this type of use. The applicant is asking for the IUP for 3 years. Staff feels that they
meet all the findings for approval and recommended approval of the request.
Rosenquist asked if there was any issues with the traffic on Hwy 61 during the construction
times.
Dennis answered that staff feels that will not be an issue as the site has dedicated turn lanes and
traffic signals in place.
Schumann asked if there were any known parking issues on the site.
Dennis answered that the site has adequate parking with an additional parking lot to the north on
site.
Schumann opened the public hearing.
Jack Gerten, Manager of the St. Paul Farmer's Markets, stated that he has been on this site for
several years dating back to the construction of County Rd 8 east of Hwy 61 and stated that the

traffic light has made it a very noticeable and safe site.
Schumann closed the public hearing.
Schumann asked why the vendors were not able to leave during the market times.
Mr. Gerten explained that it was a mandatory rule for the Association and that was put in place
for safety reasons.
McRoberts asked if the dates were from June to October of all three years.
Dennis explained that the exact dates will vary, however the months will remain the same from
year to year.
McRoberts motioned, Rosenquist seconded, to approve the Interim Use Permit application for
the St. Paul Growers Association and Farmers Market.
All Aye, Motion Carried.

Rosenquist Motioned, Kleissler seconded, to adjourn.
All Ayes. Motion carried.
