HomeMy WebLinkAbout2010.10.14 PC MinutesMINUTES HUGO PLANNING COMMISSION October 14, 2010 Call to Order Chairman Schumann called the meeting to order at 7:00 p.m. PRESENT: Arcand, Kleissler, Moore, McRoberts, Rosenquist Schumann ABSENT: Gwynn ALSO PRESENT: Bryan Bear, Community Development Director Dennis Fields, Community Development Assistant Rachel Simone, Planner Approval of Minutes of August 26, 2010 Arcand made motion, Moore seconded, to approve the Planning Commission minutes of August 26, 2010 as presented. All Ayes, Motion carried. Prairie Village — Interim Use Permit for an offsite directional sign Planner, Rachel Simone, gave the background to the Planning Commission. She explained that the applicant was requesting approval of an offsite directional sign for the Prairie Village development. The IUP would terminate when 90% of the lots in the development are sold. The Sign could be a maximum of 32 sq. feet and 8 feet in height from normal grade. Staff recommended approval of the request. Schumann opened the public hearing. Ryan Schaffer, resident and President of the Heritage Ponds Association, questioned why the sign had already been there for several weeks and had concerns with the maintenance of the sign. Rachel explained that the application had come in several weeks before the public hearing date. A complaint was made about the sign and the sign was moved to a more appropriate location and at that time a IUP application was made. Schumann asked Mr. Schaffer when he moved into his development. Ryan Schaffer answered 2006. Schumann asked Mr. Schaffer if there was a directional sign for his development at that time. Ryan Schaffer answered that there was indeed a sign. Planning Commission Minutes — October 14, 2010 Page 2 Len Pratt, the Developer, addressed the Planning Commission. He apologized for the sign being in the wrong location and to the Heritage Ponds Association for that. He stated that he told Mink Homes to put up the sign but wasn't clear where to put it and about the process for the IUP. Rosenquist asked about the sign maintenance. Len Pratt assured the Planning Commission that they would fix the sign, and added that the sign must be working because they were able to build two homes already and have sold two other lots in the development. Schumann closed the public hearing. McRoberts stated that he would like to see a set termination date or event because the 90% could take a long time to complete. Rachel answered that the Planning Commission Could add a date to the motion. McRoberts Motioned, Moore seconded, to approve the IUP request with additional language that the permit would have a 3 year termination date, and could be reapplied for after such time. All Aye, motion carried. Variances Community Development Director, Bryan Bear, gave an update to the planning commission on the recent supreme court ruling regarding variances. He explained that a majority of the variances are seen at the Board of Zoning, however the Planning Commission should be familiar with the ruling because they would see variance requests when they are along with site plans and subdivisions.
