HUGO PLANNING COMMISSION
December 9, 2010
Call to Order
Chairman Schumann called the meeting to order at 7:00 p.m.
PRESENT: Arcand, Gwynn, Kleissler, McRoberts, Rosenquist, Schumann
ABSENT: Moore
ALSO PRESENT: Bryan Bear, Community Development Director
Dennis Fields, Community Development Assistant
Rachel Juba, Planner
Approval of Minutes of November 18, 2010
Gwynn made motion, Kleissler seconded, to approve the Planning Commission minutes of
November 18, 2010.
All Ayes, Motion carried.
Public Hearing - CUP for a Woodcutting Business for James Gregoire
The Applicant asked that the item be removed from the agenda.
Zoning Map and Ordinance Updates to be consistent with the 2030 Comprehensive Plan
McRoberts Motioned, Arcand Seconded, to remove the tabled item.
Planner, Rachel Juba, gave the background to the Planning Commission. She explained that the
Council adopted the 2030 comprehensive plan in March of 2010 and there is a 9 month time
period in order to make the zoning ordinance consistent with the comprehensive plan. Rachel
explained the major changes including additions and deletions in the zoning ordinance and
performance standards. She explained that staff had been in contact and received feedback from
residents from the previous meeting that had additional questions about their zoning changes.
Rosenquist stated that he thinks the zoning changes are appropriate and match the ordinance with
the comprehensive plan.
Gwynn was happy to see that staff worked with the property owners and now feels comfortable
with the changes.
Schumann opened the public hearing.

Patrick Shearen, 14187 Forest Blvd. N, asked if the changes wouldn't take effect until the City
Council makes a final approval. He believes that a row of homes along Highway 61 would be
better zoned commercial and that he would be in touch with staff to discuss.
Schumann questioned a section pertaining to farm hand living quarters that were not allowed to
be rented. He asked why an employee couldn't pay the farmer rent for the living quarters.
Rachel suggested wording changes to allow for the farm hand to rent
Schumann also stated that 6 months to vacate may be a short period of time.
Rosenquist stated that they could always ask the council to appeal or ask for an extension. He
thought they should leave the language the same.
McRoberts suggested a few grammar corrections.
Rosenquist motioned, McRoberts Seconded to approve the zoning changes.
All ayes, motion carried.
Gwynn motioned, Kleissler seconded, to approve the Future Urban Service zoning change from
1 unit per 10 acres to I unit per 20 acres.
McRoberts asked about places of worship and schools being allowed in all zoning districts.
Rachel Answered that the City must allow them to be in every zoning district.
McRoberts asked if they could revise places of worship at a future meeting.
Schumann asked about drive through and drive in businesses.
Rachel answered that the City allows for both drive through and drive in businesses. She gave
the definitions and suggested adding such language.
McRoberts motioned, Rosenquist seconded, to approve the performance standards with the
suggested changes.
All Ayes, Motion carried.
2011 Goal Setting
The Planning Commission made the following goals for 2011. The list will be forwarded to the
City Council at the annual goal setting session.
• Finish the northern gateway
• Implementation of the downtown plan
• Commercial and industrial design guidelines

• Zoning ordinance updates
o Staff to provide list
• Bus Tour
• Connection of trail systems to commercial areas
o Victor Gardens, Downtown, Northern Gateway
• Planning for future transit hubs
• Stormwater Plan / Stormwater CIP
• Eastern Hugo sewer study
• PC Training
o Planning Commissioner seminars
o Staff -led workshops to discuss procedures, land -use, zoning, etc.
Rosenquist motioned, Kleissler seconded, to approve the 2011 goals.
All Ayes, Motion Carried.
