HUGO PLANNING COMMISSION
May 28, 2009
Call to Order
Chairman Schumann called the meeting to order at 7:00 p.m.
PRESENT: Burmeister, Galler, Kleissler, Moore, McRoberts, Rosenquist, Schumann
ABSENT:
ALSO PRESENT: Bryan Bear, Community Development Director
Dennis Fields, Community Development Assistant
Rachel Simone, Associate Planner
Approval of Minutes of May 14, 2009
McRoberts made some revisions to the minutes.
McRoberts made motion, Rosenquist seconded, to approve the Planning Commission minutes of
May 14, 2009 with stated revisions.
All Ayes
Motion carried.
James Leroux — Minor Subdivision
Associate Planner, Rachel Simone gave the background and explained the application to the
Planning Commission. The property address is 16629 Elmcrest Ave N. Rachel explained the
applicants request to divide one 42 acre lot into two new lots, one 10 acres, and the other 32
acres in size. Rachel noted that the applicant meets all the criteria and staff recommended
approval.
Schumann opened the public hearing.
Schumann closed the public hearing.
Rosenquist sees no problem with the request.
Rosenquist motioned, McRoberts Seconded, to approve the Minor Subdivision.
All ayes, Motion carried.

Discussion on Ratio of Single Family to Multi -Family Housing
In January 2009, the Planning Commission held a goal setting session during their regular
meeting. This session was to identify important topics and projects for the 2009 calendar year.
One of the items the Planning Commission added as a goal was to discuss the ratio for multi-
family homes verses single family detached homes. Multi -family homes are attached units such
as town homes and condominiums. Staff found that of the entire housing stock in the City of
Hugo, 68% of the housing was single family detached housing and 32% was Multi -Family
attached housing. Bryan gave a presentation on demographic Trends and discussed likely
changes in housing trends.
Discussion on Blighted Properties in Downtown
Bryan, using GIS mapping software, discussed with the Planning Commission the various sites
in Downtown Hugo and gave them status updates on each property. Staff does not believe that
any of the properties pose a public health of safety concern.

McRoberts Motioned, Burmeister seconded, to adjourn.
All Ayes. Motion carried.
