HomeMy WebLinkAbout2009.07.09 PC MinutesMINUTES HUGO PLANNING COMMISSION July 9, 2009 Call to Order Chairman Schumann called the meeting to order at 7:00 p.m. PRESENT: Burmeister, Galler, Kleissler, Moore, Schumann ABSENT: McRoberts, Rosenquist ALSO PRESENT: Dennis Fields, Community Development Assistant Rachel Simone, Associate Planner Approval of Minutes of May 28, 2009 Galler made motion, Burmeister seconded, to approve the Planning Commission minutes of May 28, 2009. All Ayes Motion carried. Pre Plat & Final Plat for Victor Gardens Commons, and PUD General Plan for PAWS Pet Hospital Associate Planner, Rachel Simone, gave the background to the Planning Commission. With the Pre and Final Plat, the applicant is requesting to subdivide Lot 1, Block 5, Victor Gardens 4th Addition into two lots to be known as Victor Garden Commons. The Property is a total of 2.23 acres in size. The applicant is also seeking approval of a PUD general plan to construct a 3,595 square foot pet hospital building. Rachel also noted that there are no approvals requested for the site plan on the vacant lot adjacent to the proposed pet hospital. Staff recommends approval of the applications. Galler questioned the type of shrubs surrounding the mechanical equipment. More specifically for screening in winter months. Rachel explained that they were a coniferous shrub that would still provide screening during the winter months. Schumann opened the public hearing. PAWS Pet Hospital owner Michelle Beck expressed her excitement to be in Hugo to the Planning Commission. She further explained how PAWS would provide a welcome business to the neighborhood. Planning Commission Minutes — July 9, 2009 Page 2 Galler asked the hours of operation and if there was any other employees that would be working at the hospital. Michelle answered that normal hours of operation would be from 7:30am to 5pm with extended hours a few nights a week until 7:30pm. She also explained that she would start the business as the only employee however as business grows the hospital has room for up to 12 employees. Burmiester asked if it would only be serving dogs and cats or if they would treat other animals. Michelle answered that it would mainly be dogs and cats, however has had experience with other animals and depending on the type of pet she would use her discretion on treating them. Schumann Closed the public hearing. Schmann asked if the sidewalks being built along the roads would be of good use. Rachel stated that Victor Gardens is a walkable development and would fit the character of the area and she believed that the residents would make good use of them. Kleissler made a motion, Moore seconded, to approve the Pre Plat, Final Plat and PUD general plan as presented. All ayes, motion carried. Discussion on Interim Use Permits, Special Event Permits, Transient Merchant & Peddlers Rachel gave a background to the Planning Commission. Staff recommended that the topics be brought to the Ordinance Review Committee for revisions. Schumann Motioned, Galler seconded, to advise staff to bring the topics to the ORC for revisions. All ayes, motion carried. Resignation of Planning Commission member Doug Galler Schumann expressed his appreciation and commended Doug Galler for his Service on the Planning Commission. Appointment of new member to the Ordinance Review Committee Kleissler Motioned, Galler seconded, to appoint Bronwen Kleissler to the ORC.
