HUGO PLANNING COMMISSION
September 24, 2009
Call to Order
Chairman Schumann called the meeting to order at 7:00 p.m.
PRESENT: Arcand, Gwynn, Kleissler, Moore, Rosenquist, Schumann
ABSENT: McRoberts
ALSO PRESENT: Bryan Bear, Community Development Director
Dennis Fields, Community Development Assistant
Rachel Simone, Associate Planner
Oath of Office
Rick Gwynn and Scott Arcand recited and signed the Oath of Office to become members of the
Hugo Planning Commission.
Approval of Minutes of August 13th, 2009
Kleissler made motion, Rosenquist seconded, to approve the Planning Commission minutes of
August 13, 2009.
All Ayes
Motion carried.
Abstain: Gwynn, Arcand
Public Hearing — Flood Plain Ordinance
Associate Planner, Rachel Simone, gave the background to the Planning Commission. She
explained that the Flood Plain Ordinance needed to be updated to remain eligible for the Federal
Flood Insurance Program. Changes were needed to stay consistent with FEMA standards.
Rachel outlined the changes for the Planning Commission.
Schumann commented that you can't live in a motorhome on a property and he likes that the
lowest floor elevation was changed for accessory buildings and that they could be flood proofed.
Schumann opened the Public Hearing.
Schumann closed the Public Hearing.

Rosenquist asked why only motorhomes are not allowed, and asked if RV's Trailers, and 5"'
wheel campers were included.
Rachel commented that she wasn't sure why RV's and trailers were not included.
Schumann stated that you can't just add fill to your land because there are a lot of properties that
have wetlands in the flood plain.
Rachel answered that she is not sure that everyone in the flood plain has wetlands but a property
owner could fill wetland, however they may be required to add additional wetland elsewhere.
Schumann made a motion, seconded by ,Gwynn to approve the changes to the Flood Plain
Ordinance as presented.
All ayes, motion carried.

Rosenquist Motioned, Galler seconded, to adjourn.
All Ayes. Motion carried.
