HUGO PLANNING COMMISSION
November 12, 2009
Call to Order
Vice Chairperson Kleissler called the meeting to order at 7:00 p.m.
PRESENT: Arcand, Gwynn, Kleissler, Moore, Rosenquist, Schumann
ABSENT: McRoberts
ALSO PRESENT: Bryan Bear, Community Development Director
Dennis Fields, Community Development Assistant
Rachel Simone, Associate Planner
Approval of Minutes of August 13th, 2009
Gwynn made motion, Schumann seconded, to approve the Planning Commission minutes of
September 24, 2009 as presented.
All Ayes
Motion carried.
Public Hearing — IUP, Special Events, Transient Merchants, and Peddlers Ordinance
Associate Planner, Rachel Simone, gave the background to the Planning Commission. She
explained that the Ordinance was reviewed by the Ordinance Review Committee with members
from the Planning Commission, and City Council.
Rachel outlined the changes for the Planning Commission.
Kleissler opened the Public Hearing.
Kleissler closed the Public Hearing.
Schumann made a motion, seconded by Gwynn, to approve the changes to the Ordinance as
presented.
All ayes, motion carried.
2010 Goal Setting Session
Community Development Director Bryan Bear gives the background to the Planning
Commission on the history of goal setting sessions. He explained that the approval of the City's
Comprehensive Plan will kick some items into high gear.

After discussion the Planning Commission made these items their 2010 Goals:
• Finish the northern gateway
• Implementation of the downtown plan
• Finish Rural Planning
• Commercial and Industrial design guidelines
• Track ratio of SF:MF lots
• Track blighted properties in downtown
• Zoning Ordinance Updates
• Bus Tour
• State of the art trail systems
• Connection of trail systems to commercial areas
o Victor Gardens, Downtown, Northern Gateway
• Transit Hubs
Joint Workshop with Council
The Planning Commission scheduled a joint workshop with the City Council on January 14,
2010, to discuss the northern gateway and new mixed use areas in the city.
Motion: Schumann
Second: Rosenquist
All Ayes, Motion Carried.
Adjournment
Schumann motioned, Moore seconded, to adjourn.
