HomeMy WebLinkAbout2008.03.27 PC MinutesMINUTES HUGO PLANNING COMMISSION March 27, 2008 Call to Order Chairman Schumann called the meeting to order at 7:00 p.m. PRESENT: Kleissler, McRoberts, Moore, Rosenquist, Schumann, and Weidt ABSENT: None ALSO PRESENT: Bryan Bear, Community Development Director (CDD) Kendra Lindau, City Planner Rachel Simone, Associate Planner Michele Lindau, Secretary Approval of Minutes of January 24, 2008 Weidt made motion, Kleissler seconded, to approve the Planning Commission minutes of January 24, 2008 as presented. Ayes: Kleissler, Moore, Rosenquist, Schumann, and Weidt Abstain: McRoberts Motion carried. Approval of Minutes of March 6, 2008 Weidt made motion, Rosenquist seconded, to approve the Planning Commission minutes of March 6, 2008 as presented. Ayes: McRoberts, Moore, Rosenquist, Schumann, and Weidt Abstain: Kleissler Motion carried. Approval of Minutes of March 13, 2008 McRoberts made motion, Weidt seconded, to approve the Planning Commission minutes of March 13, 2008 as presented. All Ayes: Motion carried. Industrial Painting Specialists — Site Plan The Commission considered the application of Gary Papermaster, owner of Industrial Painting Specialists, 5858 152nd Street North, for site plan approval for a 21,000 square foot addition to Planning Commission Minutes — March 27, 2008 Page 2 the current building. The Associate Planner explained the current building is approximately 41,000 square feet, and the expansion would make the total square footage of the building approximately 62,000. There is 3,600 square feet of office area in the building and the rest is used for painting industrial materials that include bridge components, propane tanks, and materials for Caterpillar, 3M, and Boeing. Rosenquist asked if the City had received any complaints on the site. The Associate Planner answered there had been complaints from residents in the Oneka Ponds development regarding noise on the site. Gary Papermaster explained the sounds were from moving steel into the building. Steel had to be brought into the building during the winter to warm it to a certain temperature prior to painting it. The expansion would allow more room for steel to be brought in during the daylight hours, eliminating the need to work outside in the evenings. McRoberts made motion, Schumann seconded, to recommend approval of the site plan for Industrial Painting Specialists. All Aye. Motion carried. 2008 Comprehensive Plan The Commission continued discussion on the 2008 Comprehensive Plan. The CDD provided a recap of recent meetings held and the motions that were made and directions given to staff. At the last Commission meeting, the Commission has directed staff to hold neighborhood meetings with property owners on the east side of Goodview Avenue between Egg Lake Road and 132"d Street, property owners on the north and south side of Oneka Lake along Greene Avenue, and with property owners along Elmcrest Avenue south of 165th Street. The CDD reviewed the rural area options for eastern Hugo. Options were to preserve land for future development, preserve land for open space and natural resources, or a compromise of the two by providing only a portion of the rural area with future sewer and water. Staff had held two of the neighborhood meetings, and was not able to arrange a meeting with the property owners along Elmcrest Avenue and 165th Street. The Commission discussed the meeting with the residents along Goodview Avenue who were concerned about being included in the MUSA and the increase in property taxes because of it. Barb Connelly, 13475 Goodview Avenue North, said she was now okay with staying in the MUSA. Three other individuals in the audience nodded in agreement. McRoberts made motion, Schumann seconded, to make no change and leave the properties along Goodview Avenue, south of Egg Lake Road and north of 132"d Street, in the MUSA. All Ayes. Motion carried. Planning Commission Minutes — March 27, 2008 Page 3 The Commission discussed the properties along Greene Avenue. Richard Graves spoke on behalf of Joyce Seever, property owner at 6822 Oneka Lake Boulevard. He said they do not like the Very Low Density land use designation because of the amount of wetlands on the property. He sympathizes with the Greene Avenue residents. Low Density would be acceptable but not Very Low Density. Tom Raster, 15227 Greene Avenue, talked about the tax value and the transition zone. Since the neighborhood meeting, he was not as concerned with being included in the MUSA, but he preferred one acre lots versus 2-4 home per lot. Fred Hummel, 7225 Oneka Lake Boulevard, said he represents signers of the original petition to remove their properties along the east side of Oneka Lake from the MUSA. He said he appreciated the City seeking residents comments and thought it was an agreeable compromise. Tom Jesinski, 7225 165th Street North, has approximately 10 acres on the north end of Oneka Lake and said he was willing to be included in the MUSA at 2-4 units per acre. Schumann said the property owner at the southwest corner of 165th Street and Harrow Avenue, Bill Bakula, had indicated he would like to be included in the MUSA. McRoberts made motion, Rosenquist seconded, to affirm leaving the Seever property and the Greene Avenue properties in the MUSA at one home per acre. All Ayes. Motion carried. McRoberts made motion, Rosenquist seconded, to reconsider the previous motion from the last meeting regarding the properties on the north end of Oneka Lake. All Ayes. Motion carried. Schumann made motion, McRoberts seconded, to keep the three properties along the north end of Oneka Lake in the MUSA at Low Density, 2-4 units per acre. All Ayes. Motion carried. The Commission discussed the rural planning area. Rosenquist said it should not be in the MUSA Weidt said the pipe should be sized to accommodate future MUSA. McRoberts said it made no sense to provide MUSA to the south where the lots were already small but made sense to include the north rural area. Planning Commission Minutes — March 27, 2008 Page 4 Moore thought they should plan for sewers in the area. Kleissler said there should not be sewer in the rural area. Phil Watkins, 13345 Homestead Avenue, said he was at the CSAH 7-8-9 reconstruction meeting and it was apparent the residents in the agricultural area do not want the added traffic brought on by development. Fred Hummel, 7225 Oneka Lake Boulevard, suggested they also consider the wetland areas on some of the large lots and pointed out that those areas would not be developable. John Waller, 14310 Homestead Avenue North, said JD #2, Brown's Creek, and JD#1 were natural dividers. The large property owners have spoken and it would be appropriate to size the pipe larger in the JD#2 flowage area. Kevin Aufderhar, 7325 132"d Street, said it made no sense to go from high density to low density, back to high density. He said the character of eastern Hugo should be preserved. John Waller talked more about how the area was broken up by the watersheds and about continuing the pattern set on the west side by mixing 10 and 20 acre lots with high density. Kathy Scobie, 7676 120th Street North, said the petition she circulated was to show those who wanted to preserve open space, not high density. Ten -acre lots would be stove pipe lots, and there would be driveways every 300 feet. Clyde Wagner, 8650 136th Street North, asked about a letter that was sent out by the City to only certain property owners. The CDD explained letters were sent only to those whose land use designation was proposed to be changed. Phil Watkins said he thought five -acre development was a good compromise and questioned why sewer and water should go there. He commented that large land owners were never promised they could develop their land, and they should not have expected it. To allow development at more than one home per five acres would offend many property owners. John Waller said there was no rule in the township days regarding lot size. Wally Stoltzman, 8139 157th Street North, said he thought the Comp Plan needed to be flexible because we do not know what the future holds. Victoria Hoffbeck, 8110 1201h Street North, said large land owners have much of their property classified as Green Acres, which has lower taxes, so taxes should not be an issue; they will still make money on their land. Forcing development has forced foreclosures, and cluster housing will not preserve land. Planning Commission Minutes — March 27, 2008 Page 5 The Commission talked about tabling the item until they were able to hold a meeting with the residents along Elmcrest, south of 165th Street. Rosenquist made motion, McRoberts seconded, to table the item until the next Planning Commission meeting on April 10, 2008. All Ayes. Motion carried.
