HUGO PLANNING COMMISSION
August 28, 2008
Call to Order
Chairman Schumann called the meeting to order at 7:00 p.m.
PRESENT: Burmeister, McRoberts, Moore, Rosenquist, Schumann, and Weidt
ABSENT: Kleissler
ALSO PRESENT: Dennis Fields, Community Development Assistant
Rachel Simone, Associate Planner
Approval of Minutes of May 8, 2008
Rosenquist made motion, Weidt seconded, to approve the Planning Commission minutes of
June 12, 2008 as presented.
All Ayes
Motion carried.
Re -codification of Zoning Code
Associate Planner, Rachel Simone gave a background on why the code was being modified and a
definition of recodification. She also gave examples of how the code was changed and explained
that it was not changing the content or text, but rather the format of how the code was organized.
Staff recommended approval of the non contextual changes and asked for comments from the
Planning Commission.
Schumann opened the Public Hearing.
Schumann closed the Public Hearing.
Schumann made a comment regarding pipeline definitions on page 282 of the code.
Schumann made a comment regarding jargon used on page 283 of the code. He thought it might
be best to reference Webster's dictionary.
Schumann made a comment regarding clarification of a quorum if someone leaves on page 285
of the code.
McRoberts commented on tabled items needing a majority vote to be taken off the table.

McRoberts asked if the code could be brought back to the Planning Commission for further
comments on a later date due to the size of the document.
Schumann stated that this wasn't a time to make contextual changes but rather make consistency
changes to the code.
Rachel confirmed the statement made from Schumann and added that the Planning Commission
would get another opportunity in the future to make contextual changes after it is approved.
Weidt made a motion, Burmeister seconded, to approve the consistency changes to the code.
All Ayes, Motion Carried.
Administrative Presentation — 2007 Annual Report
Community Development Assistant, Dennis Fields gave a presentation to the council on the 2007
Annual Report. Dennis stated that the report is normally given during the first meeting of the
year, however with staff changes and the tornado activities it was pushed to a later date.
Schumann asked how much of the new permit activities were due to the tornado recovery efforts
Dennis explained to the Planning Commission that some of the permit numbers would be
affected by the tornado activity and he would separate those numbers for the 2008 annual report.
Adiournment
Rosenquist motioned, Weidt seconded, to adjourn at 7:55 p.m.
All Ayes. Motion carried.
