HUGO PLANNING COMMISSION
October 9, 2008
Call to Order
Chairman Schumann called the meeting to order at 7:00 p.m.
PRESENT: Burmeister, Kleissler, Rosenquist, Schumann, and Weidt
ABSENT: Moore, McRoberts
ALSO PRESENT: Bryan Bear, Community Development Director
Dennis Fields, Community Development Assistant
Rachel Simone, Associate Planner
Approval of Minutes of September 25, 2008
Weidt made motion, Burmeister seconded, to approve the Planning Commission minutes of
September 25, 2008 as presented.
All Ayes
Motion carried.
Residential Services Zoning Text Amendment
Associate Planner, Rachel Simone gave a background to the Planning Commission and
explained that this was first discussed at a previous Planning Commission meeting for the End
Zone site. During the meeting the Planning Commission expressed that they wouldn't mind the
sale of alcohol on the site but that they would like to see it closed at l Opm.
Rachel explained the Neighborhood Food Services performance standards that include food/
storage standards, delivery times, operation times, oder filtration, drive thru windows, and
outdoor entertainment.
Staff recommends approval and asked for feedback from the Planning Commission.
Weidt mentioned that outdoor seating could cause noise problems in the surrounding
neighborhoods.
Schumann asked about the MN/DOT turn lanes into the site
Kleissler wanted to know if lighting would be a problem for neighboring residents.
Rachel explained that the City already had an ordinance that covered the lighting on the building.

Schumann opened the Public Hearing.
Schumann Closed the Public Hearing.
Weidt motioned, Rosenquist Seconded, to approve the Text Amendment.
All Ayes, Motion Carried.
Adiournment
Rosenquist motioned, Kleissler seconded, to adjourn.
All Ayes. Motion carried.
