HUGO PLANNING COMMISSION
April 12, 2007
Call to Order
Chairman Schumann called the meeting to order at 7:00 p.m.
PRESENT: Kleissler, McRoberts, Moore, Rosenquist, Schumann, Weidt
ABSENT: Bailly
ALSO PRESENT: Bryan Bear, Community Development Director (CDD)
Michele Lindau, Secretary
Minutes of March 22, 2007
Weidt made motion, Kleissler seconded, to approve the Planning Commission minutes of March
22, 2007 as submitted.
Ayes: Kleissler, Moore, Schumann, Weidt
Abstain: McRoberts, Rosenquist
Motion carried.
Rural Preservation Program Ordinance
The CDD explained that that the Council had directed the Planning Commission to prepare
revisions to the ordinance prior to May 1, 2007 and focus only on density bonuses, community
well and septic, buildable acreage, conservation easements, and the title of the ordinance. He
informed the Commission that the Council would be considering a moratorium at their next
meeting on April 16, 2007.
The Commission talked about whether they should continue discussion or wait for the Council's
decision. Schumann suggested they meet on April 19th if the Council did not vote for the
moratorium and did not grant them extra time to complete their review.
Weidt made motion, Rosenquist seconded, to request the Council grant an extension to June 1,
2007 in the event a moratorium is not approved.
All Ayes. Motion carried.
Weidt made motion, Rosenquist seconded, to table discussion on the Rural Preservation Program
Ordinance.
All Ayes. Motion carried.

The CDD reminded the Commission about the joint workshop with the Council on April 26,
2007 to discuss the 2008 Comprehensive Plan. Discussion will focus on the goals and strategies
for the Plan update.

Kleissler made motion, Weidt seconded, to adjourn at 7:24 p.m.
