MINUTES <br />HUGO PLANNING COMMISSION <br />OCTOBER 25, 2007 <br />Call to Order <br />Chairman Schumann called the meeting to order at 7:05 p.m. <br />PRESENT: Bailly, Moore, Rosenquist, Schumann <br />ABSENT: Kleissler, McRoberts, Weidt <br />ALSO PRESENT: Bryan Bear, Community Development Director (CDD) <br />Michele Lindau, Secretary <br />Rachel Simone, Associate Planner <br />Approval of Minutes of October 11, 2007 <br />Schumann made motion, Moore seconded, to approve the Planning Commission minutes of <br />October 11, 2007 as submitted. <br />All Ayes. Bailly, Moore, Rosenquist, Schumann <br />Abstain: Weidt <br />Motion carried. <br />Board of Zoning Adjustments Procedure Amendments <br />The Commission held a public hearing to consider amendment to the Board of Zoning Appeals <br />and Adjustments procedures related to variances. The proposed amendment would allow the <br />staff to administratively approve certain "minor deviations" from the zoning ordinance. <br />The CDD explained that minor deviations subject to staff approval would include minor setback <br />adjustments, reductions in the amount of required parking, and the location of accessory <br />buildings. The deviation would be granted only if it met some general criteria outlined in the <br />draft ordinance. If a minor deviation was denied by the staff, the ordinance would allow the <br />decision to be appealed to the Board of Zoning Appeals and Adjustments with a variance <br />application. <br />Schumann suggested including, as a minor deviation, the requirement that accessory building <br />exterior match the principal structure. The CDD reminded the Commission that the issue came <br />up several years ago and the Council approved an administrative interpretation of that <br />requirement in the ordinance. <br />Rosenquist made motion, Bailly seconded, to recommend approval of the amendment to the <br />Board of Zoning Appeals and Adjustments regarding minor deviations. <br />All Ayes. Motion carried. <br />
