HUGO PLANNING COMMISSION
OCTOBER 25, 2007
Call to Order
Chairman Schumann called the meeting to order at 7:05 p.m.
PRESENT: Bailly, Moore, Rosenquist, Schumann
ABSENT: Kleissler, McRoberts, Weidt
ALSO PRESENT: Bryan Bear, Community Development Director (CDD)

Approval of Minutes of October 11, 2007
Schumann made motion, Moore seconded, to approve the Planning Commission minutes of
October 11, 2007 as submitted.
All Ayes. Bailly, Moore, Rosenquist, Schumann
Abstain: Weidt
Motion carried.
Board of Zoning Adjustments Procedure Amendments
The Commission held a public hearing to consider amendment to the Board of Zoning Appeals
and Adjustments procedures related to variances. The proposed amendment would allow the
staff to administratively approve certain "minor deviations" from the zoning ordinance.
The CDD explained that minor deviations subject to staff approval would include minor setback
adjustments, reductions in the amount of required parking, and the location of accessory
buildings. The deviation would be granted only if it met some general criteria outlined in the
draft ordinance. If a minor deviation was denied by the staff, the ordinance would allow the
decision to be appealed to the Board of Zoning Appeals and Adjustments with a variance
application.
Schumann suggested including, as a minor deviation, the requirement that accessory building
exterior match the principal structure. The CDD reminded the Commission that the issue came
up several years ago and the Council approved an administrative interpretation of that
requirement in the ordinance.
Rosenquist made motion, Bailly seconded, to recommend approval of the amendment to the
Board of Zoning Appeals and Adjustments regarding minor deviations.

Storage of Large Recreational Vehicles
The Planning Commission continued the public hearing on an ordinance regulating the storage of
large recreational vehicles. The Commission tabled the hearing at their last meeting and directed
staff to get an opinion from the Fire Department regarding the one foot side yard setback as
proposed in the ordinance. The Associate Planner had discussed it with the Fire Marshall and
the Fire Chief who stated in their opinion it was not a fire issue, and they preferred to see
recreational equipment stored closer to the property line than to the building.
Schumann reopened the public hearing.
Randy Schwab, 15480 Geneva Avenue North, said he was in agreement with the Fire
Department on the one -foot side yard setback.
Rosenquist said he would like to see a tighter ordinance, but this was a step in the right direction.
Bailly suggested a condition be added to allow the vehicles to be parked in the driveway ten feet
from the curb between one week before Memorial Day and one week after Labor Day, and 30
feet from the curb at all other times.
Bailly made motion, Rosenquist seconded, to recommend approval of the ordinance with the
added condition stated above.
All Ayes. Motion carried.
Reschedule or Cancel November 22, 2007 Meeting (Thanksgiving)
The Commission discussed whether to cancel or reschedule the November 22, 2007 meeting
which is Thanksgiving Day.
Schumann made motion, Rosenquist seconded, to cancel the meeting of November 22, 2007 and
reschedule only if necessary.
All Ayes. Motion carried.
