MINUTES <br />HUGO PLANNING COMMISSION <br />November 8, 2007 <br />Call to Order <br />Chairman Schumann called the meeting to order at 7:05 p.m. <br />PRESENT: Bailly, Rosenquist, Schumann, Weidt <br />ABSENT: Kleissler, McRoberts, Moore <br />ALSO PRESENT: Bryan Bear, Community Development Director (CDD) <br />Michele Lindau, Secretary <br />Rachel Simone, Associate Planner <br />Approval of Minutes of October 25, 2007 <br />Bailly made motion, Rosenquist seconded, to approve the Planning Commission minutes of <br />October 25, 2007 as submitted. <br />All Ayes. Bailly, Rosenquist, Schumann <br />Abstain: Weidt <br />Motion carried. <br />T -Mobile Wireless Corp. Conditional Use Permit for Tower <br />The Commission held a public hearing to consider the application of T -Mobile Wireless for a <br />Conditional Use Permit for a 195 -foot high monopole communications tower to be located on <br />property at 8124 147th Street N. <br />The Associate Planner explained the parcel was 40 acres in size and zoned Agriculture. The <br />leased area for the tower and the electrical equipment was 3600 square feet and would be <br />surrounded by an eight foot high chain link security fence. The cabinets for the electrical <br />equipment would be constructed out of precast concrete. Washington County Sheriff's <br />Department intended to co -locate their 800 MHz wireless communication system on the tower. <br />Captain Steve Potts from the Washington County Sheriff's Department explained the benefits of <br />locating the 800 MHz system on the site. This would be one of 14 sites located in Washington <br />County and the common system would be a huge improvement for communication for public <br />safety reasons. More than half of emergency calls come from cellular phones and the tower <br />would allow them to get better GPS coordinates. <br />Schumann opened the public hearing. <br />Todd Arcand, 7957 147th Street North, asked if the fence would have razor wire. The applicant <br />responded it would be barbed wire. <br />
