HUGO PLANNING COMMISSION
November 8, 2007
Call to Order
Chairman Schumann called the meeting to order at 7:05 p.m.
PRESENT: Bailly, Rosenquist, Schumann, Weidt
ABSENT: Kleissler, McRoberts, Moore
ALSO PRESENT: Bryan Bear, Community Development Director (CDD)

Approval of Minutes of October 25, 2007
Bailly made motion, Rosenquist seconded, to approve the Planning Commission minutes of
October 25, 2007 as submitted.
All Ayes. Bailly, Rosenquist, Schumann
Abstain: Weidt
Motion carried.
T -Mobile Wireless Corp. Conditional Use Permit for Tower
The Commission held a public hearing to consider the application of T -Mobile Wireless for a
Conditional Use Permit for a 195 -foot high monopole communications tower to be located on
property at 8124 147th Street N.
The Associate Planner explained the parcel was 40 acres in size and zoned Agriculture. The
leased area for the tower and the electrical equipment was 3600 square feet and would be
surrounded by an eight foot high chain link security fence. The cabinets for the electrical
equipment would be constructed out of precast concrete. Washington County Sheriff's
Department intended to co -locate their 800 MHz wireless communication system on the tower.
Captain Steve Potts from the Washington County Sheriff's Department explained the benefits of
locating the 800 MHz system on the site. This would be one of 14 sites located in Washington
County and the common system would be a huge improvement for communication for public
safety reasons. More than half of emergency calls come from cellular phones and the tower
would allow them to get better GPS coordinates.
Schumann opened the public hearing.
Todd Arcand, 7957 147th Street North, asked if the fence would have razor wire. The applicant
responded it would be barbed wire.

Weidt made motion, Bailly seconded, to recommend approval of the Conditional Use Permit for
8124147 Ih Street North.
All Ayes. Motion carried.
Miscellaneous
The CDD reminded the Commission of the Comprehensive Plan Open House scheduled for
November 15, 2007 from 7 p.m. to 9 p.m. at Hugo City Hall.

Rosenquist made motion, Weidt seconded, to adjourn at 7:25 p.m.
