HomeMy WebLinkAbout2007.12.27 PC MinutesMINUTES HUGO PLANNING COMMISSION December 27, 2007 Call to Order Chairman Schumann called the meeting to order at 7:05 p.m. PRESENT: Moore, Rosenquist, Schumann, Weidt ABSENT: Bailly, Kleissler, McRoberts ALSO PRESENT: Bryan Bear, Community Development Director (CDD) Michele Lindau, Secretary Rachel Simone, Associate Planner Approval of Minutes of November 11, 2007 Weidt made motion, Rosenquist seconded, to approve the Planning Commission minutes of November 11, 2007 as amended. Ayes: Rosenquist, Schumann, Weidt Abstain: Moore Motion carried. Ann Thompson Interim Use Permit Occupation The Commission had scheduled public hearing to consider the application of Ann Thompson, 13755 Elmcrest Avenue North, for an Interim Use Permit to operate a screen printing business from an accessory building on her home. The Associate Planner explained staff was waiting for further information from Washington County to determine if a hazardous waste generators license was needed to conduct the business. Weidt made motion, Schumann seconded, to table consideration of the application until the Commission meeting on January 24, 2008. All ayes. Motion carried. Scott Kersten Conditional Use Permit for Auto Repair Shop and Outdoor Storage The Commission held a public hearing to consider the application of Scott Kersten, Kersten's Auto Sales, for a conditional use permit (CUP) for an auto body repair shop and outdoor vehicle storage at the property located at 14797 Forest Boulevard North. Planning Commission Minutes — December 27, 2007 Page 2 The Associate Planner explained the applicant currently owns Kersten's Auto Sales located at 14057 Forest Boulevard North and would like to use the site located at 14797 Forest Boulevard North, presently owned by Mark Granger, to clean and repair vehicles in the building and store vehicles on the portion of the lot located south of the building. The applicant currently has a purchase agreement on the property. A pick-up truck would load and/or unload three vehicles at a time from the north side of the property where the gate is located. Vehicles dropped off would be either placed inside the body shop for cleaning and repair or temporarily stored in the south parking area. The storage area would be fenced for screening and security. The large vehicle haulers that can hold many vehicles would not be allowed to access this site. Schumann asked about the west property line shown on the plat. Mark Granger explained the line was not recorded correctly and would be change when the sale of the property was recorded. Schumann said the use seemed similar to the previous use on the property except for the exterior storage of the vehicles. Schumann opened the public hearing. There were no comments and he closed the public hearing. The commission discussed the parking on the site and where the employees of Sixty -1 Stop and the adjacent bank would park. The applicant Scott Kersten replied he would not need the parking along the west side of the building, and they could continue to park there The CDD explained there would be enough parking since there is a shared parking agreement with the other commercial properties (Sixty -1 Stop with an adjacent bank and Bumper to Bumper Auto Parts). When the fence is constructed on the south side of the building, some parking spaces would be eliminated but there was an ability to construct 20 more. The applicant has an agreement with the property owner that owns the gravel parking area for deferred parking to improve the area when it will be needed. Moore questioned what decides when the new parking would be constructed. The Associate Planner explained the parking would be reevaluated should any of the uses change. Schumann questioned the hours and days of operation. The applicant explained the business was not usually opened on the weekends; however, they sometimes came in on Saturdays. Weidt made motion, Moore seconded, to approve the Conditional Use Permit for an auto body repair shop and outdoor vehicle storage on the property located at 14797 Forest Boulevard North. Miscellaneous STORAGE OF LARGE RECREATIONAL VEHICLES The CDD updated the Commission on the Storage of Large Recreational Vehicle Ordinance recently approved by the Council. On November 19, 2007, the Council had approved the ordinance with the exclusion of the change proposed by the Planning Commission, which allowed the vehicles to be parked in the driveway ten feet from the curb between one week before Memorial Day and one week after Labor Day, and 30 feet from the curb at all other times. At the December 3, 2007 meeting, the Council reconsidered this condition and amended their previous approval to include the condition that was recommended by the Planning Commission.
