HUGO PLANNING COMMISSION
August 10, 2006
Call to Order
Chairman Schumann called the meeting to order at 7:00 p.m.
PRESENT: Bailly, Hoffbeck, Kleissler, Rosenquist, Schumann, Weidt

Bailly made motion, Hoffbeck seconded, to approve the Planning Commission minutes of July 27, 2006,
as amended by Hoffbeck.
All ayes. Motion carried.
Bald Eagle Sportsman's Association CUP Amendment
The Commission considered an amendment to the Conditional Use Permit (CUP) for The Bald Eagle
Sportsman Association (BESA) to allow construction of an 18' X 18' bathroom facility with a 2,000
gallon holding tank. BESA currently has a conditional use permit to operate a gun club on property
located at 6557 125th Street.
CD Intern explained how the BESA met the requirements for the CUP amendment. Condition 20 of the
existing Conditional Use Permit references Exhibit A which is a site plan dated March, 2003. The
Association would like to amend this condition to reference a revised site plan showing a future
bathroom facility. Porta -potties located southeast of the range office are currently being used by BESA.
The porta-potties are not shown on the existing site plan. The Club would like to remove the porta-
potties and construct a permanent bathroom facility with a holding tank to be located in approximately
the same location. Washington County Department of Public Health and Environment is the permitting
authority for septic systems in the City of Hugo. The County has approved the permit for the 2,000
gallon holding tank for BESA. The City of Hugo is not aware of any violations of the existing
conditional use permit. One of the conditions in the existing permit states that it shall be reviewed prior
to December 1 st of the even -numbered years, or if the CUP is amended or violated. The City finds
BESA to be in compliance with the Conditional Use Permit.
Schumann stated that this amendment to the CUP looks straight forward.
Schumann opened the public hearing. There were no comments and Schumann closed the public hearing.
Hoffbeck asked about the abandoned holding tank on the new site plan and what was going to be done
with that.

CD Intern stated that the abandon holding tank is planned to be removed.
Bailly stated that the new bathroom facility is an upgrade to the facility.
Rosenquist made motion, Bailly seconded, to approve the amendment to the Conditional Use Permit for
the Bald Eagle Sportsman's Association.

Abstain: Hoffbeck

Victor Gardens North Village 4th Addition Preliminary Plat and PUD for Postal Credit Union
The Commission considered the Victor Gardens North Village 4th Addition Preliminary Plat and PUD
for Postal Credit Union located on the southwest corner of Victor Hugo Boulevard and Rosemary Way.
The applicant requested approval of a Preliminary Plat and PUD General Plan to construct a 5,000
square foot bank with drive-through tellers on a 1.62 acre lot with a 4.25 -acre outlot on the 5.88 -acre
site.
The Planner explained the applicants are proposing to construct a Postal Credit Union bank that includes
4 drive-through teller lanes and a drive -up ATM machine on the 1.62 -acre commercial lot. The bank
will be served by the private drive that will be constructed between Victor Hugo Boulevard to Elmcrest
Avenue as part of the development of the Kwik Trip. The site is ready to be developed with PUD
flexibility. Some of the flexibility includes 25 parking spaces verses the required 33, the stacking of the
bank drive thm to be 110 feet verses the required 180 feet, and the allowance of 2 wall signs instead of 1.
The landscaping exceeded the city's requirements and the architecture is going to be brick with precast
stone. There will be pedestrian access to the bank and the Planner suggested more sidewalk space and
changed orientation of the side walks. The Planner questioned the position of the ATM, but stated it was
acceptable. The resolutions are changed to state they will construct the road. Generally they are in
compliance with the PUD requirements and staff recommended approval.
Schumann asked if the structure met the City's architectural standards.
The planner stated that it is not far from the City's standards and that staff would continue to work with
the applicant on the architecture.
The applicant Matt Alexander from POA Scherer was present and stated that his company is excited to
bring the Postal Credit Union to Victor Gardens. They have worked with architects and staff on the
architectural features to make it meet the standards of Victor Gardens.
Bill Hickey the project architect from Collaborative Design Group was also present at the meeting. He
talked about the architecture being brick and precast concrete and brought in a board with building
materials on it to show the Commission.
Hoffbeck asked why the ATM was placed at the end of the first drive in stall.
Hickey stated that there is now a change in plans and the ATM is located in the last drive in stall. He also
talked about signage being on the West and South Elevations of the building and not towards the

residential units.
Rosenquist asked about the sidewalk placement.
Hickey stated there will be sidewalks east to Victor Hugo Boulevard to create access to the residents to
the bank. He stated they wanted to orient the sidewalks to the roundabout but, has no problem adding the
sidewalks.
Bailly stated that she liked the drawn elevations better than the new ones; it has more architectural detail
and quality. Overall she liked the project but would like to see the features from the drawing added back
in.
Hickey stated some of the features were eliminated to create the skylight, vaulted ceilings, and gabled
roofs.
Schumann opened the public hearing. There were no comments and Schumann closed the public hearing.
Hoffbeck asked if the Postal Credit Union would be open to the public.
Hickey stated that it is not limited to only postal workers and is open to the public.
Schumann asked if the resolutions would be updated.
The Planner stated that they already have been.
Schumann stated he would be more comfortable if the sign was not as big but still visible to people
passing by.
Weidt asked if it would be a boxed sign.
The Planner stated that it is not a boxed sign; it will be individual halo -lit letters and logo.
Hoffbeck stated it was a nice and attractive building.
Rosenquist stated it will blend in well with Victor Gardens and it will be good for the community.
Kleissler stated she was comfortable with the plan and has no issues.
Weidt made a motion, Hoffbeck seconded, to approve the Victor Gardens North Village 4th Addition
Preliminary Plat and PUD for Postal Credit Union.
All ayes. Motion carried.
Victor Gardens South Village PUD Amendment
The Commission considered a PUD amendment for Victor Gardens South Village located south of
Frenchmen Road (CSAH 8) and east of Victor Hugo Boulevard.
The Planner explained that a PUD general plan was approved in 2003 that consisted of two buildings and

the PUD amendment is proposing one. The building will increase from 19,572 square feet to 20,109,
which is an increase of 600 feet. The patio area was lost but there is revised architecture that added glass
to all three sides of the building and staff will continue to work with the applicant on the architecture.
The applicant is asking for allowance of a 24 foot front yard set back on the north elevation of the
building. Staff will also continue to work with the applicant on the location of the trash enclosures. The
Planner stated that the revisions were generally consistent with the PUD plan and recommended
approval.
The applicant Matt Alexander from POA Scherer was present and showed the new colored elevations of
the building. The developers are excited about the change in architecture and even though it is now more
economically feasible for the developer the architecture looks great and has a great feel. Having one
building made more financial sense then two buildings and they feel they have added something great by
adding the glass on 3 sides of the building.
Hoffbeck asked if there would still be a restaurant in the building.
Alexander stated that there will be food but does not know if a big restaurant will move in.
Schumann stated he liked the coloring of the new elevation.
Bill Wittrock from RSP Architecture was present and stated that they have added more detail and color
to the design of the building. The materials will be generally the same as the current building and they
will use a variety of materials. He presented a board with the materials on it. He stated they added more
glass and the building has more visibility then the previous building.
Schumann opened the public hearing. There were no comments and Schumann closed the public hearing.
Hoffbeck asked how the park would be utilized and if there were going to be trees in the parking lot.
Wittrock stated that they added more right turns in the parking area and better entrances and exits. There
are also sidewalks to the park and landscaping to make it more inviting to guests.
Bailly stated she liked the rounded glass end on the north elevation on the old plan. The colors and
architecture are nice though.
Schumann stated he liked the outdoor area.
Weidt made a motion, Bailly seconded, to approve the Victor Gardens South Village 4th Addition PUD
Amendment.
All ayes. Motion carried.
Oneka Shores Concept Plan
The Commission was presented with a Concept Plan from the Beard Group on a PUD sketch plan for
subdivision of the 362 -acre site and development of approximately 752 housing units.
The Planner explained the gross density of the project is approximately 2 units per acre and the net
density is approximately 3 units per acre. The Planning Commission and City Council reviewed a PUD

sketch plan for 975 housing units on this site in February 2006. The previous applicant, Pulte Home
Corporation/Del Web intended to construct a 55 and older active lifestyle community on the site. The
new proposed development will not be age restricted and they have also removed 223 housing units that
will include single family and multifamily homes. The Planner noted that the approximately 10 -acre
parcel located directly north of the Puleo property is zoned commercial adjacent to Highway 61 and
residential for the back (eastern) 3/4 of the site. If the Puleo parcel were included in the project the staff
would like the developer to try to incorporate this parcel into the project to eliminate the small pocket of
commercial on Highway 61. However, at this time the Puleo parcel is not included in the sketch plan.
An Environmental Assessment Worksheet (EAW) has been completed on the proposed site with the last
concept plan. The concept plan will not have to have another EAW done, but as this project progresses,
staff will need to ensure that the assumptions of the EAW are still valid. The next steps for the applicant
would be to submit a request for approval of the following Preliminary Applications, Comprehensive
Plan Amendment to bring the entire parcel into MUSA and amend the land use from Urban Reserve to
2020 Urban Development, Rezoning to PUD, PUD general plan, Preliminary plat, Final Plat, and PUD
Final Plan. The Planner explained that the Commission should provide the applicant with feedback about
the project that is non-binding.
Hoffbeck asked why they should include the Puleo property.
The Planner stated that it would make better access and land use by eliminating the strip of commercial.
CD Director talked about the access problem and that staff would like to see the General Business
District (C-2) become residential if the project moves forward.
The applicant Bill Beard from the Beard Group gave a power point presentation to the Commission. He
stated that there would be 2.2 miles of trails and 5.7 miles of sidewalks in the development. The lot
placement and organization was created with the idea to make neighborhoods. Also there will be at least
a five to six year sell off of the housing units and they would like to start in 2008 or 2009.
Schumann stated that most of the problems would be the access to the development off of Highway 61.
He also stated that there may be some transportation issues and if it was an active senior development
there may not be as much of an impact.
Beard stated that they have tried to work with future access on the plans and will continue to work on the
issue as the project progresses.
Schumann asked how much woodland would be saved in the development.
Beard stated that they still have to do a landscape survey. They plan to keep as many trees as possible,
but will have to lose some.
Schumann commented on the phasing in the development and that he does not think that building
townhomes first would be the best route. He is not comfortable the townhomes being the first phase. He
also stated that they should work on architectural differences in each town home.
Rosenquist stated that they should have four sided architecture for each town home.
Beard stated that they want to make each town home different and have four sided architecture. They

will work on the design and color of the town homes with the builders.
Rosenquist asked even though this development would be phased, whether the sewer and roads be would
also be phased. He also stated that he is concerned with the traffic on Highway 61 and 165th street.
Beard stated that most likely all roads would be constructed with phase one. He also stated that their goal
is also life cycle housing and will have different price points.
Rosenquist stated that he does not like the 60 foot wide lots because then there is not much side yard.
Beard stated that there may be a product that would fit in well with the 60 foot wide lots, but will work
with staff on this issue.
Hoffheck asked why they had an alternative plan. She was concerned about the density and 60 foot wide
lots. She asked why there were not basements.
Beard stated that there were a couple plans that they could work with and that's why there is an
alternative. The lot width will vary from 60 to 70 to 80 feet. The houses will have basements but not the
townhomes.
Hoffebeck asked why the more expensive homes were in the U shape.
Beard stated that they want to have a place in their project to commit to the more expensive builders.
Rosenquist asked about the price range of the homes.
Beard stated that the town homes would be in the low $200,000 and the single family homes would be in
the middle $300,000. This could also change at some point.
Schumann was concerned about the creek being crossed so many times and suggested not having
culverts.
Hoffback asked if there was going to be a Home Owners Association (HOA).
Beard stated that there would be a master HOA and Sub-HOA's.
Bailly stated that 60 foot wide lots look too crowded. She liked the round -a -bout but that 165th may need
a speed change to make it lower. Tree should be preserved as much as possible. She likes the paths,
sidewalks, and bridge. There could be more trees included to screen highway 61. She stated that maybe
the applicant should think of building a bigger club house.
Beard stated that there will be architectural and landscape covenants. He also liked the idea of a bigger
club house.
Kleissler was concerned with the number of multifamily units and suggested having more single family
homes. She was also concerned with the 60 foot wide lots and the traffic impacts to Highway 61 with the
development. She stated that there should be screening or buffering from Highway 61. She suggested
that the club house be on the same side of the street at the homes so people would not have to cross the
street to get to the clubhouse. She asked if there was going to be any open area by the clubhouse for

tennis of something to that sort. She suggested being more creative with the layout.
Weidt was concerned with the row of homes at the entrance and suggested not doing that. He would like
to see the commercial zoning taken care of with the project. He also had concerns about the traffic
impact on Highway 61 and the number of multifamily homes.
Beard thanked the Commission for the great feedback.
The planner stated that the feedback would be forwarded to the Council and the applicant.
Beard stated he felt prepared to come back with a formal application.
