HUGO PLANNING COMMISSION
May 12, 2005
Call to Order
Chairman Schumann called the meeting to order at 7:07 p.m.
PRESENT: Bailly, Hoffbeck, Kleissler, McRoberts, Rosenquist, Schumann, Weidt

Minutes of April 28, 2005
Weidt made motion, McRoberts seconded, to approve the minutes of April 28, 2005 as
submitted.
All Ayes. Motion carried.
Generation Acres Preliminary Plat
The Planning Commission held a public hearing to consider the application of Generation Land
LLC., 1902 5th Avenue South, Anoka, for a preliminary plat and site plan approval for
Generation Acres. The proposed development would consist of 41 townhome lots and two
common lots on 7.4 acres located north of Oneka Lake Boulevard, south of 150th Street and east
of Geneva Avenue North. The property is located in the R-4 Zoning District where a maximum
of six units per acre is permitted. The proposed development would have a gross density of 5.5
units per acre.
The Planner presented the application to the Commission and provided background on the
project. The applicant had appeared before the Commission and Council for the first time in
2002 and the development request was denied. In 2003, the Council approved a preliminary plat
and site plan for 42 units; however, approval expired because the final plat application was not
submitted within 120 days.

Gerry Phillips, 6050 148th Street North, explained that he owned adjacent property to the west
and asked if there were any plans to extend 150th Street and if there were plans for another
east/west street connecting to Highway 61.
Schumann informed him that there were no plans at this time but a connecting street to the north
was likely when the properties in that area develop.
The Planner explained that there had been conversations in the past about extending 150th south
to 148th street and possibly eliminating Geneva Avenue.
There were no other comments and Schumann closed the public hearing.
The Commission discussed the sidewalk along 150' street. Since there are no sidewalks in the
development to the east, and nothing to the west, a sidewalk would not connect to anything. It
was unknown how the property to the north would develop. The Commission also discussed the
exteriors of the buildings that would be facing Oneka Lake Boulevard and the possibility of
finishing a portion of them with brick.
Rosenquist said he felt it would be wasteful to put in a sidewalk that did not connect anywhere.
Hoffbeck said she felt the architecture looked reasonable and nice and wouldn't suggest putting
in sidewalks that had no future and to put brick on the ends of the building was not necessary.
Rosenquist asked the applicant if he was willing to put a facade on the bottom sides of the
building facing the streets.
The applicant Seth Marshall, 9011 Highway 10, said they had planned on putting an extensive
amount of brick on the fronts of the building and would be okay with reducing that and putting
some brick on the sides.
Weidt said he would like to see brick on the street side also.
Bailly said she did not see the sidewalk as being necessary and there should be brick wrapped
around on the ends of the buildings.
McRoberts said he was okay with taking the brick from the gables and putting it on the ends of
the building, and he was okay with no sidewalk.
Kleissler was okay with brick on the ends to make it attractive from the street and also had
questions on snow clearing and on the safety of the shared driveways.
The Planner explained the street was reasonably short so emergency vehicles could back out and

would not require turn-arounds. The shared driveways would be maintained by the Home
Owners Association and there would be cross maintenance and easement agreements.
Marshall said the snow would be pushed over the edge on the ends.
Schumann suggested the City maintain a right-of-way to put in sidewalks should 150th Street be
extended.
Marshall added that the exteriors would be of four or five different colors and he would be
submitting elevations.
Bailly asked what the price range for the units would be and what type of owner they would be
marketed towards.
Marshall said they would probably be between $165,000 and $175,000 and would likely be
starter homes for newly married, single, and divorced. He said that with the buildings orientated
as they planned and the sidewalks along the streets, it would be safe for children.
Kleissler asked about the park to the south and the possibility of berming.
Marshall said a berm would limit space and make it difficult to see traffic.
McRoberts made motion, Bailly seconded, to recommend approval of the preliminary plat and
site plan adding the condition that brick be added to the side facing the street.
All Ayes. Motion carried.
Schwieters Properties Site Plan
The Planning Commission continued discussion on the request of Schwieters Properties for site
plan approval to allow for the construction of a 45,000 square foot buildings on Lots 4 and 5,
Block 1, of Bald Eagle Industrial Park 3rd Addition. The Commission had considered this
application at their meeting on April 28, 2005 and tabled it to allow the applicant an opportunity
to address the Commission's concerns regarding the screening of the area behind the buildings
used for exterior storage.
The CDD explained that the applicant had proposed to install a wooden, engineered wall with a
stucco finish around the storage areas of building numbers three and four (the southern two
buildings). Building number one (the northernmost building) would have improved landscaping,
berming, and fencing, and building number two would not have any materials stored outside.
The screening on building one would be done in conjunction with the wetland mitigation.
Brenda Kunkel, representative for Schwieters, explained they were still working with the

engineers on the design of the wall. It would be 20 feet high and she showed samples of what the
panels would look like.
Hoffbeck asked what activities occurred in building two since there was to be no exterior storage.
Kunkel explained that it was finished carpentry work and all materials needed to be stored inside.
McRoberts questioned whether trees could be planted on the Highway side of the wall.
The CDD said staff would work with the applicant on the screening wall and bring it back to the
Planning Commission for approval. This would be after they began construction on the building.
Hoffbeck asked the applicant if they would be okay with that, and Kunkel said they would.
Weidt said he would have no problem recommending approval of the site plan since the
Commission would still have the opportunity to review the screening plan.
Bailly said she was fine with approving it but thought it would be nice to have something to
break up the look of the wall.
McRoberts made motion, Kleissler seconded, to recommend approval of the site plan subject to
the conditions in the resolution.
All Ayes. Motion carried.
Jim Kellison Sketch Plan for Minor Subdivision
The Commission considered the application of Jim Kellison, 4394 129th Street North, for sketch
plan review for 4.9 acres of property located at the northeast corner of 129th Street and Elmcrest
Avenue.
The CDD explained that the applicant currently resided on the property. The sketch plan showed
that the existing house would be removed from the site, and the property would be divided into
three lots. Development of the site would require connections to municipal utilities. He
explained that sanitary sewer and water service was available within several hundred feet of the
property and the utilities would need to be extended to the property, and through the property to
allow for future service to properties to the north. This issue had been reviewed in the past by
the City as outlined in the 1291h Street Feasibility Study.
The applicant Jim Kellison said there were many properties along the north end of Bald Eagle
Lake that were improperly served by individual septic systems and there were environmental
reasons for the properties to be served by municipal sewer and water. He indicated that Lino
Lakes would benefit by the paving of the road, and he felt there should be come cost sharing.

The Commission provided informal comments to the applicant, suggesting the lot lines be moved
to meet the lot width requirements, and to work with the City and Lino Lakes on sewer and road
issues.
Downtown Design Guidelines Meeting
The City Council was holding a workshop on May 20, 2005 at 8:30 am to discuss downtown
plan design guidelines. Landform would be presenting a version of the downtown plan. Many
members of the Commission stated that they would be unable to attend. The CDD said he would
work with Landform to present it to the Commission at a later date.
