HUGO PLANNING COMMISSION
May 26, 2005
Call to Order
Chairman Schumann called the meeting to order at 7:00 p.m.
PRESENT: Bailly, Hoffbeck, McRoberts, Rosenquist, Schumann, Weidt
ABSENT: Kleissler
ALSO PRESENT: Bryan Bear, Community Development Director
Michele Lindau, Community Development Assistant
Minutes of May 12, 2005
Weidt made motion, Bailly seconded, to approve the minutes of May 12, 2005 as submitted.
All Ayes. Motion carried.
Downtown Design Guidelines
Carolyn Krall, Planner at Landform, presented the Commission the draft downtown plan and
design guidelines.
Schumann explained that discussion of the downtown area began with the review of the
Comprehensive Plan in 1993. At that time, an EDA Commission was formed along with the
Downtown Beautification Committee. In 1995, the City starting soliciting input from the
community on what the residents would like to see in the downtown area. Several meetings and
charettes were held over the following years but the issue was put on hold because the
realignment of CSAH 8 was undetermined.
With the decision on the realignment of CSAH 8, the City Council and Planning Commission
have initiated continuing discussion on the downtown guidelines. With the impending
development of the downtown area, the Commission has expressed the need to be proactive in
the design of the downtown area and set standards to provide direction to the new development
in downtown Hugo.
The Commission discussed mixed uses, parking, elevations, traffic, lighting, signage, themes and

styles of the downtown area, as well as many other issues. The Commission requested that Krall
revise the draft guidelines and that staff schedule a joint workshop with the Council.
The CDD reminded the Commission of the community open house scheduled for June 14, 2005
for discussion of downtown design guidelines.
Miscellaneous
The CDD informed the Commission that at their next meeting, June 23, 2005, the Council would
be joining them to discuss the Home Occupation ordinance.
Volunteers are need for the Centennial Commission. The CDD asked anyone interested in
participating to contact City Hall.
