HomeMy WebLinkAbout2005.06.23 PC MinutesMINUTES HUGO PLANNING COMMISSION JUNE 23, 2005 Call to Order Chairman Schumann called the meeting to order at 7:03 p.m. PRESENT: Hoffbeck, Kleissler, McRoberts, Rosenquist, Schumann, Weidt ABSENT: Bailly ALSO PRESENT: Bryan Bear, Community Development Director (CDD) Michele Lindau, Community Development Assistant Minutes of May 26, 2005 Weidt made motion, McRoberts seconded, to approve the minutes of May 26, 2005 as submitted. Ayes: Hoffbeck, McRoberts, Rosenquist, Schumann, Weidt Abstain: Kleissler Motion carried. Sirian CUP for Accessory Storage The Commission held a public hearing to consider the application of James and Mary Sirian, for a conditional use permit for an accessory building up to 125% if the permitted size on property located at 12170 Ingersoll Avenue North. The applicant would like to construct a 1,196 square foot addition to their existing 1,680 square foot accessory building, for a total of 2,876 square feet of accessory storage building space. The CDD explained that the property consists of five acres and is located in the Rural Residential Zoning District where 2,300 square feet of accessory building space is permitted by ordinance. Section 1195-030 of the Comprehensive Land Use Regulations allows accessory buildings up to 125 percent of the size permitted subject to the approval of a conditional use permit. Proposed conditions of the permit would be that the building be subject to all building codes and that the building be used for agricultural and personal storage only. Jim Sirian, the applicant, explained that his house was built in 1999 and the property was the former site of a nursery and contained an existing accessory building. The reason for a larger building was to store his fifth wheel vehicle. He said the addition would be 6-8 feet taller that the existing building and would have the same new exterior finish. Sirian said it would be done by a reputable builder. There were no other comments and Schumann closed the public hearing. McRoberts made motion, Kleissler seconded, to recommend approval of the Conditional Use Permit for 125% of the permitted accessory storage. All Ayes. Motion carried. Schwieters Properties Screening Plan At the Commission meeting on May 12, 2005, the Commission considered a site plan for Schwieters Properties for a 45,000 square foot accessory building on property located off Fenway Boulevard in the Bald Eagle Industrial Park. The Commission recommended approval of the site plan but required the applicant to return with an effective screening plan. The Commission was concerned about the survival of most species of trees because of the wetlands and suggested construction of a wall with some landscaping to break up the monotony. The CDD explained that Schwieters were proposing to construct two 20 -foot walls with landscaping behind Building #4 and additional landscaping behind the other buildings. Brenda Kunkel had submitted a letter from Vernix Forestry Consultants that indicated the existing trees would offer year around screening; however, some of the Colorado Spruce were infected with a common needle fungus that would require treating. Schumann opened the public hearing. Kunkel apologized for not contacting Bryan earlier and went on to say that she had spoke to another tree service company, Rainbow Tree Forester, and was told that the needle fungus on Colorado Blue Spruces was hard to kill so she asked that the Commission approve Black Hills Spruce or White Spruce. McRoberts had concerns regarding drainage and was said he was hesitant to presume that the spruce would survive. Kunkel pointed out on the plan where the drainage from each building would go and explained that the roof on building #4 sloped to the west towards the pond. Planning Commission Minutes — June 23, 2005 Page 3 of 3 McRoberts recommended a provision requiring applicant to immediately replace any dead trees. Hoffbeck indicated that she was okay with the proposed screening and asked if they had given up any storage space. Kunkel said they had, and she showed on the plan where the storage was eliminated. Rosenquist said he would like to see a provision requiring the applicant to replace trees in subsequent growing seasons. Weidt said he had confidence in the applicant and their plan. Kleissler asked if there would be a variety of trees and what their plans were for the existing trees. Kunkel said she was unsure of the variety and that they would be treating the existing trees and possibility replacing them. Weidt made motion, Rosenquist seconded, to recommend approval of the screening plan for Schwieters Properties. All Ayes. Motion carried. Recesses Schumann recessed the meeting of the Planning Commission at approximately 7:25 p.m. to allow the Commission to meet jointly with the City Council to discuss revisions to the Home Occupations Ordinance.
