HUGO PLANNING COMMISSION
JUNE 23, 2005
Mayor Fran Miron called the meeting to order at 7:30 pm.
COUNCIL PRESENT: Haas, Petryk, Puleo, Miron
ABSENT: Mike Granger
PLANNING COMMISSION PRESENT: Hoffbeck, Rosenquist, Weidt, Schumann, Kleissler, and
McRoberts
ABSENT: Kelly Bailly
OTHERS PRESENT: City Administrator Mike Ericson and CD Director Bryan Bear
DISCUSSION OF HOME OCCUPATION ORDINANCE
PC Chair Dave Schumann explained the discussions that have taken place with the Planning
Commission, most recently on April 14, 2005. CD Director Bryan Bear gave a Power Point
presentation explaining important factors related to the current ordinance. He stated that conditional
use permits (CUP) have been issued for some businesses in the rural section of the City. Legally, they
run and stay with the property, not the business. Bryan also stated that an interim use permit could be
considered, since it has a time limit with a sunset clause. After the presentation, there was significant
discussion by the PC and Council members. A subcommittee of Tom Weidt and Victoria Hoftbeck
has been formed to review the current ordinance. Mayor Miron suggested that Council member Frank
Puleo should serve on the subcommittee. After further discussion, both the Council and PC agreed
that Council should draft a policy first. Bryan stated that he will draft one for the next Council
meeting, after which the subcommittee will use to guide its review of the current home occupation
ordinance.
