HUGO PLANNING COMMISSION
NOVEMBER 10, 2005
Call to Order
Chairman Schumann called the meeting to order at 7:01 p.m.

Minutes of October 27, 2005
Weidt made motion, Bailly seconded, to approve the Planning Commission minutes of October
27, 2005 as submitted.
All Ayes. Motion carried.
Concept Plan for Stoney River Development for Enchanted Waters (Bever Property)
The Planning Commission considered the concept plan for Stoney River Development, 1970
Oakcrest Avenue, Roseville, for a rural preservation housing development to be known as
Enchanted Waters. The plan consisted of 13 single family homes on 40 -acres of property owned
by Jim Bever. The parcel is bisected by 132nd Street generally east of Goodview Avenue. The
homes would be located on the southern 20 acres. The north 20 -acre section of the property will
be preserved in its current natural state. The single family homes would be on .75 and 1 -acre lots
and would share a community septic system and be accessible by a new street/temporary cul-de-
sac with access provided from 132nd St.
The Intern presented the plan to the Commission. Schumann informed the Commission that the
applicants were only seeking comments on the plan. It was not a public hearing and no formal
action would be taken.
Brent Thompson from Stoney River Development was present to answer questions from the
Commission.
The Commission commented on the access to the open space, lack of a focal point in the

development, and the excess amount of lots the applicant was requesting.
The Commission was concerned about the property not being contiguous because of 132nd Street
dividing the north and south half. A large portion of the 20 acre parcel to the north was mainly
inaccessible by pedestrians because of a four acre pond on the property. The Commission
questioned how it would be maintained and speculated the field could become a large weed bed.
It was recommended that the Parks Department review the plan and an open space management
plan be created.
Thompson said that though there was no access to the property on the north side of the pond, it
would provide a nice view from the homes and keep the area natural for wildlife habitat.
The Commission was also concerned about the open space on the south portion of the
development. The plan showed three areas; a small portion along the south side of 132nd Street,
west of the proposed road, 1 acre in the southwest corner and a 3.47 acre parcel on the southern
side of 132nd street behind the proposed residential homes. On that parcel, the applicant
proposed to contruct a gazebo, outdoor patio, or children's play area with trail access from the
new street/temporary cul-de-sac.
The Commission commented on the lack of a focal point and suggested removing a few of the
homes to allow the open space to the east to be more visible. The applicant stated that they
didn't consider the 3.47 acre parcel to be a focal point but were considering a fountain at the
entry to create a focal point from the road.
The Commission asked the applicant to reduce the amount of lots to 12 and develop a plan to
access the open spaces within the development.
Rezoning of Property Located on Forest Boulevard (Former End Zone Property)
A public hearing was noticed for the rezoning of property located at 13891 Forest Boulevard
North. The applicant had since requested the item be tabled until the first meeting in December.
Since the noticed was published in the White Bear Press, Schumann opened the public hearing.
Dev Sivula, 7194 132nd Street North, said she didn't think the City needed another bar and the
property would be better used as parkland or open space.
There were no other comments and Schumann recessed the public hearing until December 8,
2005.
Multi -Family Design Guidelines
A workshop was held on October 25, 2005 at 3:00 pm to review and discuss the proposed multi-
family design guidelines and standards. Because of the time of day the workshop was held, the
majority of the Planning Commission was unable to attend the meeting. The planner gave an
overview of the Power Point presentation from the workshop. A revised draft ordinance would

be presented to the Commission at the December 8, 2005 meeting.
Home Occupations Ordinance
On October 27, 2005, the Commission held a public hearing to discuss proposed amendments to
the Home Occupations Ordinance. As a result of the meeting, the Community Development
Intern made revisions to the ordinance and asked the Commission to review the draft ordinance
and forward it to the City Council with comments.
Rosenquist commented that natural screening was not always present in the rural area and there
should be no outdoor storage permitted. He questioned why the permitted hours of operation
should be different than those within the urban areas.
The Commission agreed to delete the portion of the ordinance which would provide for extended
hours of operations in the rural areas if the applicant could prove unusual or unique condition or
need for the extended hours.
Weidt made motion, Rosenquist seconded, to recommend approval of the home occupations
ordinance with the elimination of the extended hours provision.
All Ayes. Motion carried.
Ron questioned the mechanism by which residents would be made aware of the changes.
Rosenquist suggested the City Newsletter and Schumann suggested notifying those residents that
the City was aware of that ran home occupations. Staff would also seek Council direction
Reschedule/Cancel November 241h Meeting (Thanksgiving)
Because of the Thanksgiving Holiday, the November 24th meeting would be cancelled. The
Commission discussed whether to reschedule the meeting. Staff would review the applications
on file at the City and determine if an additional meeting in November would need to be held.
The Commission suggested Tuesday, November 29th as an alternative meeting date.
