HomeMy WebLinkAbout2004.03.11 PC MinutesMINUTES HUGO PLANNING COMMISSION MARCH 11, 2004 Call to Order Chairperson Schumann called the meeting to order at 7:00 p.m. PRESENT: Bailly, Hoffbeck, Kleissler, Malaski, McRoberts, Rosenquist, Schumann ABSENT: None ALSO PRESENT: Kendra Lindahl, City Planner Michele Lindau, Secretary Minutes of February 12, 2004 Malaski made motion, Bailly seconded, to approve the minutes of February 12, 2004 as amended. Ayes: Bailly, Hoffbeck, Kleissler, Malaski, Rosenquist, Schumann Abstain: McRoberts Motion carried. New Life Church CUP for Sign A public hearing was scheduled for New Life Church, 6000 1481 Street North, to consider their request for a Conditional Use Permit for a sign on property other than where the church is located. Staff requested the Commission table this item to allow additional time to work with the applicant to resolve the outstanding issues. Chair Schumann opened the public hearing. No one wished to speak on the item. Schumann recessed the public hearing. Malaski made motion, Hoffbeck seconded, to table the request until the April 8, 2004 meeting. All Ayes. Motion carried. Oakwood Land Development - Beaver Ponds South Plat (Continued) The Commission continued the public hearing to consider the application of Oakwood Land Development for preliminary plat approval to construct 45 homes on 20 acres. The development would be known as Beaver Ponds South, and located north of 125th Street Planning Commission Minutes — March 11, 2004 and south of the existing Beaver Ponds development off 130th Street. The Commission had tabled this item at its last meeting to address concerns of adjoining property owners. Of concern was the lack of a second access to the development, speed and volume of traffic on Flay Road, safety at the intersection of Highway 61 and 130th Street, and soccer field parking issues. At its March 10 meeting, the Parks Commission had considered the residents concerns regarding the soccer field. Though they made no recommendation for the design of the park, they indicated they would work with the White Bear School District regarding the scheduling of the fields, consider providing additional trash receptacles, and consider no parking signs on one side of Flay Road. The Planner informed the Commission that, while the intersection of 130th Street and Highway 61 did warrant improvements, MN DOT had denied funding until the CSAH 8 alignment was finalized. The City would seek cooperative funding next year for the intersection. She also explained that the proposed plat did meet all the ordinance requirements. Schumann asked if the Commission had any concerns about the bump -out. His feeling was that the design of that portion of the street would make difficult it to plow. Len Pratt was present representing Developer John Peterson. He explained that the bump -out provided road frontage for another lot. He pointed out that the lots in question were the larger lots of the plat but had limited road access without the bump -out. The Commission suggested moving the road further to the east. Engineer Derrick Passe explained that the elevation of the property would make it difficult to do so. Kevin Peltier, 13094 Goodview Avenue North, explained that he owned the property to the east of the site, and he was concerned about having the same issues with the proposed development as he did with the Wilderness View Development, specifically trash and construction debris left on his property. Darin Carlson, 12808 Fondant Avenue North, said it looked like progress was being made to address the concerns of the residents, and it was encouraging to see that there was the possibility of a future outlet to the south. Carlson said he felt the parking lot should be addressed when the roads were being constructed. McRoberts said he felt the demand for playing fields was so great that it was unlikely that the White Bear Recreation Department would look favorably on staggering games. Holly Ebent, 5765 128th Street North, asked what the plans were for the golf course; was it was going to be developed? Schumann responded that there was nothing proposed. Ebnet stressed that the parking lot for the soccer fields should be a high priority. Pat Aden, 12852 Fondant Trail North, said she was pleased to see that the issues regarding the park were being addressed, and she encouraged the City to continue to Planning Commission Minutes — March 11, 2004 approach MN DOT for the light on 130th Street and Highway 61. Brett Tyren, 12821 Fondant Trail North, said that many residents were concerned about the speed and increased traffic in the development and suggested crosswalks be installed. Hoffbeck asked about MN DOT funding for the stoplight and questioned what type of study had been done. The Planner indicated that a traffic study had been done for MN DOT to consider, and the light was warranted but funding was not available. Bailly said she would like to see parking only on one side of Flay Avenue. Bailly was present at the Parks Commission meeting and said the Commission indicated they would talk to the Recreation Department about the scheduling of events at the park and they asked the residents to note when parking and traffic was at its worst. The Public Works Director indicated that he would visit the site as well. Kleissler said she felt the parking was a major concern and should be made a priority. Malaski also had issues with the parking as well as the proposed bump -out. The Planner reminded the Commission that the City could not make a developer responsible for a park on another development and that the soccer fields had been paid for by the White Bear Recreation Department. Rosenquist said he would like to see something different done with the bump -out to make it more maintainable and asked the engineer, Derrick Passe, to consider it. Passe indicated that he would work with the City to consider options. Hoffbeck said there should be effort to seek funding for the parking lot, and agreed with other Commission members that parking should be allowed only on one side of the street. She also said she felt the bump -out should be refined and the builder should be encouraged to protect adjoining property owners. Malaski asked if there was an escrow to ensure issues to adjacent properties were corrected. The Planner indicated that there was an escrow required as part of the development agreement and the City now had additional staffing to address these types of issues. McRoberts said he considered it a privilege to have the parks and soccer fields located in Hugo. He had concerns about the lack of an additional access and would like to see the bump -out eliminated. Mr. Tyren inquired what the legalities were if neighbors were to assist in creating a temporary parking lot. Schumann said materials could be donated but there would be liability issues with working on the site. Pratt indicated there were issues with the location of the proposed parking lots. The north lot was within a floodplain easement, and the south lot was 1-2 feet below street grade. Pratt suggested construction of a gravel parking area when the streets were being Planning Commission Minutes — March 11, 2004 construction if the Parks Commission and Developer John Peterson agreed to it. Pratt acknowledged there were issues to be addressed with neighboring property owner Kevin Peltier and said he would bring it to the attention of John Peterson. Malaski requested a condition be added to the draft resolution requiring that no more than 25 percent of any type of tree be planted. Malaski made motion, Rosenquist seconded, to recommend approval of the preliminary plat for Beaver Ponds with the condition that the developer work with the City to revise the bump -out to an "s" curve, and consider the gravel parking as suggested by Pratt. Anwar Karim Concept Plan for Property off 1301' St. The Commission considered the concept plan for Anwar Karim for property located southwest of the intersection of 132nd Street and Goodview Avenue (13194 Goodview Avenue North). A different sketch plan was submitted for City review in February 2003. The applicant has revised the plan to address City comments. One of the concerns the City had was the feasibility to extend services to the property. Derrick Passe, Passe Enginering, presented the plat showing a central pond encompassed by a two-way road with 26 townhome units on the perimeter of the site. Passe explained that the pond would likely be smaller than shown on the plat and it would be landscaped. The existing home on the site would be razed. The Commission reviewed the plan and made suggestions regarding the parking, sidewalks, traffic, drainage, additional parking, and use of the central space shown as the pond area. 2003 Annual Report The Commission was presented with the 2003 Annual Report. There were no comments or changes. Downtown Charrette The Commission was reminded of the Downtown Charrette meeting on Friday, March 19 at 8:00 a.m. at Hugo City Hall. The Commission was invited and encouraged to attend. Planning Commission Minutes — March 11, 2004 Miscellaneous Malaski suggested a committee be formed to review the landscape ordinance in the Comprehensive Land Use Regulations. Rosenquist suggested Malaski meet with the City Planner to discuss issues that needed to be addressed and recommend to the Council areas of the ordinance that needed to be updated or improved.
