HomeMy WebLinkAbout2004.10.28 PC MinutesMINUTES HUGO PLANNING COMMISSION OCTOBER 28, 2004 Call to Order Chairman Schumann called the meeting to order at 7:00 p.m. PRESENT: Hoffbeck, Kleissler, Malaski, Schumann ABSENT: Bailly, McRoberts, Rosenquist ALSO PRESENT: Bryan Bear, Community Development Director (CDD) Michele Lindau, Community Development Assistant Minutes of October 14, 2004 Malaski made motion, Bailly seconded, to approve the minutes of October 14, 2004 as submitted. Ayes: Hoffbeck, Malaski, Schumann Abstain: Kleissler Motion carried. White Bear School District PUD for Oneka School The Commission held a public hearing to consider the request of the White Bear Lake School District #624, for PUD zoning to allow for an elementary school and community gymnasium to be located at the northwest corner of Oneka Parkway and Heritage Parkway. The CDD explained the site was a result of property being dedicated to the City by developers for Heritage Development to the west and Waters Edge North Development to the east of the school site. This property fulfilled the City's parkland dedication requirement for the new developments. The City plans to dedicated the land for anew public elementary school. 118,335 square feet would be constructed as the school and 23,137 square feet would be community space. There would be an agreement made between the school district and the City for this space. Chair Schumann opened the public hearing. Chuck Corliss, Director of Auxiliary Service for the White Bear School District; Mark Anderson, LHB Landscape Architect; and Kevin Holm, LHB Architect, were present at the meeting to Planning Commission Minutes — October 28, 2004 answer questions. Corliss said the school was expected to be completed in June or July of 2006 with occupancy September 2006. Corliss showed on the plat where the paths and floating bog walkway would be which would provide a site for environmental studies. Anderson explained that the walk would be constructed of a plastic composite with a foam core that was very durable. Corliss pointed out where the ball fields were located and explained that it would be approximately a 1 %2 block walk for the students. Holm pointed out where the entry and exit points of the building were and where the bus drop off was to be located. The primary parking lot is located south of the building with access to Heritage Parkway. A bus loop along with a small parking area is provided to the north of the building with access to Oneka Parkway. The CDD had explained that the City was working with the developer regarding traffic flow issues. Malaski asked about the special education program and Corliss said there was a special education department but they were not scheduled to have the Centerbase Program at that school. It was indicated that for the safety of the children there would be limited plantings of shrubs around the school. Malaski asked if there would be other decorative plantings. Anderson explained that they would be planting native grasses because they would be low maintenance compared to other plantings. Schumann asked if they knew what the SAC charges were going to be. Holm said there would be a maximum of 900 students and he was not sure what formula the Metropolitan Council used. Hoffbeck and Kleissler had concerns about the parking for school events and the distance between the parking and the Kindergarten classrooms. Corliss showed where additional parking would be and acknowledged that there would be rare occasions where parking would be difficult. He also explained the school's desire to keep the younger students in their own space, separated from the older students. The Commission asked about turn lanes into the school and if traffic control infrastructure was going to be installed. The CDD explained that there would be turning lanes on Oneka Parkway but no plans to install signals at this time. Corliss explained he had been studying the projection of homes and children in Hugo and pointed out on the site plan where there was room for a small expansion onto the school if needed in the future. The Commission asked about noise from the school extending into the neighborhood and the traffic noise into the school. Holm said there would be limited glass on the east side by Oneka Planning Commission Minutes — October 28, 2004 Parkway and noise from the playground would be shielded from the majority of the homes by the gymnasium and cafeteria buildings. The ball fields would be at a lower elevation than the adjacent homes and the fields would not be lighted. Schumann closed the public hearing. Malaski made motion, Hoffheck seconded, to recommend approval of the PUD with the recommendations made by staff. All Ayes. Motion carried. November Meeting Date and Time At the last meeting the Commission agreed to reschedule the November meeting to November 11; however, that is Veteran's day. Staff suggested rescheduling to November 18, 2004 at 6:00 p.m. because of the Rural and Open Space meeting scheduled for 7:30 at City Hall. Schumann made motion, Kleissler seconded, to hold the November meeting on November 18 at 6:00 p.m. All Ayes. Motion carried. Adiournment Malaski made motion, Kleissler seconded, to adjourn at 7:56 p.m. All Ayes. Motion carried.
