HUGO PLANNING COMMISSION
NOVEMBER 18, 2004
Call to Order
Chairman Schumann called the meeting to order at 6:02 p.m.
PRESENT: Bailly, Hoffbeck, Kleissler, Malaski, McRoberts, Schumann
ABSENT: Rosenquist

Minutes of October 28, 2004
Malaski made motion, Kleissler seconded, to approve the minutes of October 28, 2004 as
submitted.
Ayes: Hoffbeck, Kleissler, Malaski, Schumann
Abstain: Bailly, McRoberts
Motion carried.
Generation Acres Preliminary Plat
A public hearing was scheduled to consider the plat of Generation Land, LLC 1902 5th Avenue
South, Anoka, for a preliminary plat, site plan and variance approval for "Generation Acres"
consisting of 42 townhome units for property located north of Oneka Lake Boulevard, south of
150th Street and east of Geneva Avenue North
The Planner explained that the applicant had requested that the item be tabled in order to provide
the applicant with more time to address outstanding issues.
The Planning Commission had previously reviewed similar plats for this piece of property. In
2003, the applicant had submitted a plat that was denied by the City Council. In 2004, the
Council had approved a revised preliminary plat; however, approval of the plat expired within 120
days because a final plat application was never submitted. Since then, the applicant had modified
the plat in response to concerns of the Rice Creek Watershed District.
Chair Schumann opened the public hearing.

Milo Gaul, 6122 150th Street North, asked if there were any plans regarding the parcel to the north
of the proposed Generation Acres development. The City had not received any plans for that site
but Gaul was informed that it was zoned the same as the proposed plat. Gaul also asked the
difference between public and private roads and what was involved in changing a road from
private to public. Schumann explained that because the roads were constructed differently and
maintained differently, the City would need to decide if they wanted to maintain the road prior to
changing it from private to public.
Marvin Koop, 6106 150th Street North, asked if there were any plans to relieve the traffic
problems on 147th Street.
Chair Schumann explained that if the properties to the north develop, there would be another
outlet to Highway 61. The City is continually applying to MNDOT for the installation of a traffic
signal at the intersection of Highway 61 and 147th Street North. Schumann explained that if the
proposed development met all the standards of the ordinance, the City had no legal right to deny
it.
Chair Schumann recessed the public hearing until December 9, 2004.
Tim Thone, owner of the property to the north of the proposed Generation Acres, said he was
working on a wetland delineation plan for the property and would be submitting an application for
a multi -family development.
Malaski made motion, Bailly seconded, to table the application for Generation Acres as requested
by the applicant.
All Ayes. Motion carried.
O'Shea's Irish Ridge Preliminary Plat
The Commission held a public hearing to consider the application of Stephen Shea, 2200 Arcade
Street, Maplewood, for a preliminary plat to be known as O'Shea's Irish Ridge. The plat consists
of four single-family lots on 41.83 -acres located west of Irish Avenue North and south of 155th
Street North. The property is zoned Agricultural.
The Planner explained that all the lots would meet the lot size requirement of ten acres and the
road frontage requirement of 300 feet. Setbacks, landscaping, septic permits, road right-of-way,
trail easements and other conditions of approval were discussed.
Chair Schumann opened the public hearing.
Jeff Hughes from Wild Wings Game Farm, 9491 152nd Street North was concerned about the 500
feet setback and the noise from the hunting club. Hughes wanted potential buyers to be made
aware of the club's existence.

Lisa Boerum, 8521 155th Street North, asked how the road and trail easement would affect their
property since their home is not setback very far and there are trees lining the street. The CDD
informed her that there were no plans to do anything at this time. The City would work with the
land owner if/when the improvements take place. That portion of the sidewalk could possibly be
built on a portion of the road.
Boerum also had concerns about stray BB's hitting her home and has observed hunters very close
to her property.
Commissioner Malaski said she had no problems with the plat but was concerned about Wild
Wings being so close and said buyers needed to be made aware of the club's existence.
Commissioner Hoffbeck asked Shea if the prospective buyers were aware of the presence of the
gun club. Shea said they were and he was not opposed to a condition in the resolution that there is
disclosure at the time of the sale.
Commissioner Hoffbeck asked how the gun club operates and Hughes explained the controls they
have in place to ensure the safety of the hunters and neighbors but said he has no control over the
road hunters which may have been what Boerum had experienced. Hughes explained the general
operations of the club.
Commissioner Kleissler approved of the plat and said it would be nice if the noise from the club
could be controlled.
Commissioner McRoberts agreed that neighbors should be notified of the club's existence.
Commissioner Bailly expressed the same concerns.
Malaski made motion, Bailly seconded, to recommend approval of the plat for O'Shea's Irish
Ridge with the conditions in the resolution.
All Ayes. Motion carried.
