HomeMy WebLinkAbout2003.01.23 PC MinutesMINUTES HUGO PLANNING COMMISSION JANUARY 23, 2003 (Fall to Order Chairperson Schumann called the meeting to order at 7:02 p.m. PRESENT: Bailly, Kleissler, McRoberts, Peltier, Rosenquist, Schumann ABSENT: Malaski ALSO PRESENT: John Rask, Community Development Director Kendra Lindahl, Planner Michele Lindau, Planning Commission Secretary Minutes of January 9, 2003 Peltier made motion, Kleissler seconded, to recommend approval of the minutes of January 9, 2003, as submitted. All Ayes. Motion carried. Hugo Bald Eagle Industrial Park 5th Addition The Commission held a public hearing to consider the request of the City of Hugo for a preliminary plat for Bald Eagle Industrial Park 5th Addition consisting of six industrial lots located north of 130th Street and east of Fenway Boulevard. The subject property is approximately 13 aces in size and is currently vacant. At their meeting in April 2002, the Planning Commission discussed the lack of developable land available within the City for industrial use and talked about the possibility of subdividing the City owned property to make it more marketable. The Community Development Director explained that the proposed lots would receive access from a new cul-de-sac that would be extended into the site and the lots would meet all size and setback requirements. He also referred to several potential occupants who have approached him looking for industrial sites. Schumann opened the public hearing. Jim Kellison, 4394 129th Street North, said he attended this meeting to represent two potential tenants. Kellison is the president of Kelco Real Estate Development Services. Kellison said he felt the City needed to bring in more industrial developments with higher tax base. He also said that this would create jobs and employees, who would in turn spend money in the community. There were no other comments, and Schumann closed the public hearing. Planning Commission Meeting January 23, 2003 - page 2 Marvin DeJear from Koch Pipeline Company spoke regarding the pipeline right-of-way. DeJear said he saw no problems with the proposed plat. Rosenquist made motion, Peltier seconded, to recommend approval of the plat for Bald Eagle Industrial Park 5th Addition. All Ayes. Motion carried. Downtown Redevelopment The Planning Commission discussed the City's downtown development and redevelopment plans. To assist in the discussion, staff had invited Steven Quam from Quam Sumnicht and Associates, Inc. QSA specializes in helping communities understand and implement redevelopment projects. The Community Development Director and Chairman Dave Schumann recapped past City initiated projects that involved discussions about the redevelopment of the downtown area. The downtown area was considered during discussions about the City's Comprehensive Plan in 1991 and again in 1996. Also, in 1998 the City completed the Redevelopment Strategy for Downtown Hugo and the Hugo Vision Document completed in 2002. Mr. Quam explained the need to be proactive and consider what the market will give you. Quam said the market demand was an asset as well as a potential danger; the City could get what it doesn't want. The Commission that there were many unresolved issues regarding the future of CSAH8 and TH61. Jim Kellison said TH61 through White Bear Lake and Forest Lake would never be a four -lane highway, and the City had no reason to believe there would ever be four lanes through Hugo. Kellison said he felt the City should come up with a plan and present it to MN DOT. He also pointed out that high-speed light rail was possible and the City could consider the need for parking and creating a walkable village community. The Commission scheduled a meeting on Saturday, February 1, 2003 at 9:00 am at City Hall to begin discussions on downtown redevelopment. Adjournment McRoberts made motion, Peltier seconded, to adjourn at 8:50 p.m. All Ayes. Motion carried. Michele, Secretary Planning Commission
