HUGO PLANNING COMMISSION
March 13, 2003
Call to Order
Chairperson Schumann called the meeting to order at 7:05 p.m.
PRESENT: Bailly, Kleissler, Malaski, Peltier, Rosenquist, Schumann
ABSENT: McRoberts
ALSO PRESENT: John Rask, Community Development Director
Michele Lindau, Planning Commission Secretary
Minutes of February 13, 2003
Peltier made motion, Bailly seconded, to approve of the minutes of February 13, 2003, as
submitted.
All Ayes. Motion carried
Increase in Parkland Dedication
The Planning Commission held a public hearing to consider a change to the City's parkland
dedication requirements. The proposed change would increase the dedication requirement from
seven percent to 10 percent of the net buildable acreage of a residential plat.
The Community Development Director explained that the Parks Commission is recommending
that the City Council increase the dedication requirement and that the change is consistent with
the City's Parks Plan dated March 1998. The City's Park Plan identifies the need for an
additional 185 acres of parkland consisting of neighborhood parks and community parks
In order to fully implement the Parks Plan, the Parks Commission had recommended that the
amount of dedication be increased to 10 percent. The CD Director explained that recent
legislation requires cities to account for and justify the basis for all fees charged for new
development.
The CD Director explained that the land dedication and park fees cover the City's cost in
acquiring land, but not the cost to develop the land with recreational facilities. Grants, other City
funds, and other levels of government (regional or state) have provided land and money for
acquisition and development of the park and open space system. The taxpayers of the community
will be responsible for the ongoing maintenance cost of the park system.

The Commission discussed the possibility of setting aside the property at the Rice Lake Park
Building.
Rosenquist made motion, Malaski seconded, to recommend approval of the ordinance amending
the Comprehensive Land Use Regulations to increase parkland dedication to 10%.
Ayes: Bailly, Kleissler, Malaski, Rosenquist, Schumann
Nay: Peltier
Motion carried.
Downtown Architectural and Site Design Standards
The CD Director presented his report suggesting draft design standards for development and
redevelopment of the downtown area. Slides were shown presenting several concepts for downtown
development. The CD Director explained that there would be many public meeting to follow.
Schumann invited the members of the Commission to bring in any pictures they may find that may
contain ideas for downtown redevelopment.
The Commission discussed signs, plazas, parking, landscaping, building sizes, bike parking,
interconnectivity in trail systems, nature centers, Rice Lake Park Building, and development along
Egg Lake.
The Commission will discuss detailed landscaping, signage standards, and scaling and massing issues
at their next meeting.
