HUGO PLANNING COMMISSION
July 24, 2003
Call to Order
Chairperson Schumann called the meeting to order at 7:04 p.m.
PRESENT: Bailly, Kleissler, McRoberts, Rosenquist, Schumann
ABSENT: Malaski, Peltier
ALSO PRESENT: John Rask, Community Development Director
Michele Lindau, Planning Commission Secretary
Minutes of July 10, 2003
Kleissler made motion, McRoberts seconded, to approve of the minutes of July 10, 2003 as
submitted.
All Ayes. Motion carried
Fable Hills 2nd Addition Plat — Lakeview Hugo, LLP
The Planning Commission held a public hearing to consider the request of Lakeview Hugo, LLP,
3500 Willow Lake Blvd., Vadnais Heights, for preliminary plat approval for Fable Hill 2nd
Addition consisting of 24 single family home lots on 20.80 acres located east of Elmcrest Avenue.
This is the second phase of development on a parcel totaling approximately 110 acres of land.
The first phase for development of 52 lots on 56 acres was approved last year (previously known
as Legacy).
The CD Director and the Commission discussed the future of Elmcrest Avenue, currently a dirt
road. The Director explained that the City would be looking for assistance from Lino Lakes for
improvements to the road.
Schumann opened the public hearing but there were no comments.
The CD Director presented a landscape plan that showed a variety of trees along the boulevard
and in the park area.
Bailly said she liked the park and the pathway along the south side of the road.
McRoberts said he liked the plat.

Kleissler said she was pleased with the plan. She said that, though the homes were close to the
road, she liked the garages located in back. She also appreciated the number of trees they were
proposing to plant.
Rosenquist commended the developer on the upscale development they were bringing into Hugo.
Schumann appreciated the large lots on properties with utilities.
McRoberts made motion, Bailly seconded, to recommend approval of the preliminary plat for
Fable Hill 2nd Addition.
All Ayes. Motion carried.
Site Plan for Mini -Storage in the Bald Eagle Industrial Park - Tom Jackson
The Commission considered the application of Tom Jackson, 21262 Floral Bay North, Forest
Lake, for site plan approval for a 62,500 square foot self -storage facility on Lot 4, Block 1, Bald
Eagle Industrial Park 5th Addition. The facility would include nine buildings with a variety of
unit sizes. The buildings would be finished with an architectural enhanced concrete wall panel.
Schumann asked if the soils and elevations were adequate, and Mr. Jackson said they would need
to bring fill in.
Bailly asked about fencing around the structure and Jackson explained that they would be
completely enclosed by fencing and buildings.
Schumann asked about the lighting and Jackson said there would be lights mounted on the
buildings that would be shielded as required by ordinance.
Kleissler asked if there were established hours of operation. Jackson said that they were not sure
but expected they would allow access to the buildings until 10 or 11 pm. He explained that it
would be a fully secured facility with video surveillance and an alarm system that would alert him
should any garages open when access was not permitted. Renters of the storage space would have
an access code. Jackson said the office would be staffed eight hours per day.
McRoberts made motion, Bailly seconded, to recommend approval of the site plan for a mini -
storage facility in the Bald Eagle Industrial Park.
All Ayes. Motion carried.
Miscellaneous Discussion
The CD Director provided a draft clandestine drug laboratory ordinance that addressed health
risks associated with drug lab sites. He explained that the ordinance would be part of the City
Planning Commission Meeting July 24, 2003 - page 3
Code and didn't require Planning Commission review; however, he requested the Commission
review the proposed ordinance and provide him with any comments.
Schumann initiated a conversation about the PUD and Cluster Ordinance. The Commission
agreed that the ordinances needed to be reviewed and modified periodically.
The CD Director informed the Commission the Council was scheduling a workshop for August
8th or the 15th for the purpose of discussing downtown design standards.
Schumann commented on the Molitor property, west of the Bald Eagle Industrial park, suggesting
it be considered for future industrial space since the current industrial property was near fully
developed. Rosenquist agreed and said the City needed to consider areas that would not affect the
residential area.
