HUGO PLANNING COMMISSION
SEPTEMBER 11, 2003
CA to Order
Chairperson Schumann called the meeting to order at 7:00 p.m.
PRESENT: Kleissler, Malaski, Rosenquist, Schumann
ABSENT: Bailly, McRoberts, Peltier
ALSO PRESENT: John Rask, Community Development Director
Michele Lindau, Planning Commission Secretary
Minutes of August 28, 2003
Malaski made motion, Kleissler seconded, to approve of the minutes of August 28, 2003 as
amended.
All Ayes. Motion carried.
Remembrance of September 11
Malaski acknowledged and honored all those who lost their lives in the September 11 attacks on
the United States and all those who serve to protect this Country. The Commission and audience
paid their respects with a moment of silence.
Future Central Business Zoning District
The Planning Commission continued the public hearing on the rezoning of properties located
along 145th and 146th Street, west of Highway 61, and the properties along 147th Street and Flay
Avenue, from Central Business and Future Central Business District.
The Community Development Director provided background on the rezoning request explaining
that on August 28, 2003, the Planning Commission reviewed the draft zoning ordinance text and
map amendment for various parcels in the downtown. Upon accepting public input, the Planning
Commission tabled action to provide time to publish legal notice in the paper. Additionally, the
Planning Commission requested that staff further research the history behind the rezoning that
occurred in 1999.

The City updated the zoning map for the entire City in 1999. In review of City records and
Planning Commission and City Council minutes, staff found no specific mention of the rezoning
that occurred in the downtown area.
Tom Zeller, 5455 145th Street North, asked if the Railroad had approved the crossing for the
County Road 8 realignment. Schumann stated that they were negotiating with Burlington
Northern Sante Fe regarding the project. Zeller also asked if a non -conforming lot could be
rebuilt on if it could not meet the setbacks and Schumann replied that it could be rebuilt on the
same footprint. The CD director said that with the rezoning of the property, a variance could be
applied for, and under the current zoning, a variance would not be permitted. Zeller stated that he
felt they were being paralyzed by rezoning to residential should a developer want to buy it.
Schumann explained that the commercial zoning was not being taken away; instead, a residential
element was being added to it.
Carol Bernier Young, owner of a home on 146' Street with six other sisters, said they could sell
their home should the property be rezoned and wanted to know when the decision would be made.
The CD Director said that if the Commission made a recommendation that evening, it would go
to the City Council on September 15, 2003.
There were no other comments and Schumann closed the public hearing.
Rosenquist stated that he had no problems with the rezoning.
Schumann noted that some residents along Flay Avenue wished to go to residential zoning, and
the CD Director suggested that it be considered with the downtown redevelopment plan.
Malaski had concerns about neighbors reacting to future commercial uses. Schumann suggested
standards be set to ensure the commercial uses would be compatible with the residential area.
Rosenquist made motion, Malaski seconded, to recommend approval of the rezoning and text
amendment.
All Ayes. Motion carried.
Work Program for Downtown Plan Update
The CD Director explained the interactive process for revising the downtown plan saying the City
intended to notify property owners of upcoming meetings.
Schumann encouraged the Commission members to let the CD Director know of any ideas they
had for discussion of the downtown area.
The CD director explained that a joint meeting with the City Council would be held at the next
Planning Commission Meeting September 11, 2003- page 3
Planning Commission meeting on October 9 to begin discussion on the downtown redevelopment
plan.
Rosenquist said all architects working on properties in Hugo should be encouraged to attend these
meetings.
Malaski said she felt the property along Egg Lake should be utilized with a park -like theme.
