HUGO PLANNING COMMISSION
DECEMBER 11, 2003
(Fall to Order
Chairperson Schumann called the meeting to order at 7:04 p.m.
PRESENT: Kleissler, Malaski, McRoberts, Rosenquist, Schumann
(Bailly arrived after roll call)
ABSENT: None
ALSO PRESENT: John Rask, Community Development Director

Minutes of November 13, 2003
Malaski made motion, Kleissler seconded, to approve of the minutes of November 13, 2003 as
submitted.
All Ayes. Motion carried.
Masterpiece Homes PUD — Public Hearing Continued
The Commission continued the public hearing on Masterpiece Homes for a PUD, PUD general
plan and preliminary plat for 38 twinhomes on 12.3 acres located east of Highway 61 and north of
125th Street N. The plat is to be known as Northern Pines. The application was considered and
tabled on October 23 and November 13 to allow the applicant time to address wetland and street
issues.
Gordy Howe, Developer, explained that they would be targeting the 55 years and older market.
Howe showed two separate floor plans; a 1,652 square foot rambler, and a 1,856 square foot one
and a half story.
Howe also explained the two options for the road going north from 125th Street through the
development. Howe explained that they could connect to TH61 at the north end of the site, or
access could be eliminated by providing a cul-de-sac. Howe said MN DOT approved an access
that would include turning lanes that would be subject to their regulations.
The Commission discussed the possibility of the property to the east being developed and the need

for an access to TH61 should that happen. There was discussion on safety issues in regard to the
uncontrolled intersection at TH61 and 130th Street to the north. The Community Development
Director explained that the City had requested a signal from MN DOT for that intersection, but he
doubted there would be funding available the first year.
Chairman Schumann reconvened the public hearing.
Jessica Jagoe, 12752 Ferrara, said she was in favor of a cul-de-sac because an access would be
dangerous.
Jerry Hauble, 5460 125th Street North, agreed with Jagoe regarding the cul-de-sac. Hauble asked if
he would be able to section off a portion of his property in the NW corner of the 20 acre parcel
located to the east of the Northern Pines site Hauble said he would like to create a parcel for his
son to build on. He asked what type of cost he would incur.
Schumann replied that he would be able to install an on-site septic system on a large parcel. Rask
indicated that he would not need to put in a public street unless it was necessary to prevent a
landlocked parcel.
There were no other comments and Schumann closed the public hearing.
McRoberts said he preferred the north end of the road be a cul-de-sac.
Malaski also said she liked it, and she commented on the visual impact of the development from
Highway 61. Malaski said she would like to see some type of rain gardens with more natural
landscaping. She complimented the developers on the variety of trees they were proposing.
Bailly agreed with Malaski on the visual impact of the development. She said she liked the 25
foot front yard setback because it allowed for a larger buffer between the development and the
Highway. Bailly also preferred the cul-de-sac over permitting another access to Highway 61.
The Community Development Director pointed out that the large number of trees being preserved
along Highway 61 would screen the ponds from the Highway.
McRoberts was concerned that MN DOT may not approve of the access to Highway 61 in the
future. The Community Development Director explained that the State was considering turning
the road over to the County, and County spacing requirements would permit the access.
Kleissler thought it was a nice plan and was in favor of the cul-de-sac. She asked if there were
any plans regarding noise from the highway.
Howe explained they were saving as many trees as possible along the Highway 61 to help buffer
from the traffic.
Bailly noted that there was no connection to any park and Rosenquist pointed out that there was
no room for a sidewalk.

Howe said that it was a small development with empty -nesters, and using the road to walk would
be adequate.
Schumann suggested the road be striped on one side to identify the walking area.
Malaski made motion, Bailly seconded, to recommend approval of the development with the
conditions outlined in the staff report, adding the condition the road be striped along one side and
the trees along Highway 61 be preserved. Malaski asked that staff get assurance that the road
could still be connected to Highway 61 in the future.
