MINUTES HUGO PLANNING COl1'IIVUSSION February 13, 2014 Call to Order Chairman Gwynn called the meeting to order at 7:00 pm. PRESENT: Arcand, Gwynn, Kleissler, Knauss, Rosenquist ABSENT: Lessard, McRoberts ALSO PRESENT: Bryan Bear, City Administrator Rachel Juba, Planner Anna Wobse, Accounting Clerk Approval of Minutes Knauss made motion, Arcand seconded, to approve the Planning Commission minutes of January 9, 2014. All Ayes, motion carried. PrelimingEy Plat for Fox Meadows — Meridian Land Com an City Planner, Rachel Juba, presented to the Planning Commission a request from Meridian Land Company for a preliminary plat approval for 57 lots (single family homes) on 21.97 acres to be known as Fox Meadows, which would be located off of 125th Street, east of Highway 61 and south of the Beaver Ponds development. The applicant is also requesting approval of an interim use permit for a temporary off-site directional sign for the residential development. Juba explained that the City's discretion in approving or denying a preliminary plat and an interim use permit is limited to whether or not the proposed application meets the standards outlined in the Comprehensive Land Use Regulations. Juba shared with the Commission that the applicant has stated that the development would be completed in two phases. Phase 1 is proposed to include 34 lots and the street connections north to the Beaver Ponds development and to 125th Street. Phase 2 will include the remaining lots and will connect the street loop within the development. With the proposed preliminary plat the applicant has met the lot size, setback, landscaping, lighting, drainage, grading, wetlands, utilities, street access, parking, building height and park dedication guidelines. The applicant has also meet all of the standards relating to an interim use permit for a temporary off-site directional sign. Planning Commission Minutes — February 13, 2014 Page 2 Staff feels that the development is consistent with the comprehensive land use regulations and the subdivision regulations necessary to approve a preliminary plat and interim use permit. Staff recommends approval of the preliminary plat and interim use permit subject to meeting the conditions necessary for final plat approval. Knauss questioned the location of the nearest park. Juba explained that the development would use the park located in the Beaver Ponds development. Knauss also questioned if the property to the east of this proposed development was platted, which streets those residents would use to access that development. Juba explained that they would enter off Goodview and not go through Fox Meadows. Rick Murray, Senior Vice President of Meridian Land Company, also shared with Commissioner Knauss that the property to the east is mainly wetland and it is not probable or practical to be developed. Chairman Gwynn opened the Public Hearing. Paul Neutkens (12425 Fiona Avenue) expressed his concerns for the traffic that this proposed development would put on Fiona Avenue, especially in the mornings. He asked Staff if there are plans to improve Fiona Avenue because of the wear and tear that this additional traffic would put on Fiona, and if there are plans in place do they include additional maintenance of the gravel road or paving? He was also concerned as to who would be responsible if any upgrades were made. Paul additionally stated his worries for resident safety because of the 50 miles per hour speed limit and the blind driveways. He questioned who and what would be the deciding factors for a road improvement project and what steps he could take to make a road improvement project on Fiona Avenue a possibility. Mike Gallivan (12493 Forest Boulevard) also shared his concerns about the traffic corning off of 125a' Street without a controlled intersection. He would like to see a controlled intersection in place to help with the safety issues of the added traffic. Chairman Gwynn closed the Public Hearing. Juba shared that Staff understands that residents will use Fiona Avenue, but that there are also two other paved routes to access the controlled intersection. As traffic grows, Staff will monitor and evaluate Fiona Avenue. At this point Fiona is not included in the five year Capital Improvement Plan, but the CIP is reassessed every year and Fiona Avenue could be included, especially if the residents in the neighborhood wanted to see the road upgraded. Road improvement projects typically include assessments to the homeowners. City Administrator, Bryan Bear, added that the City pays very close attention to traffic increases and that would absolutely change the maintenance schedule of a gravel road. If traffic increases, the City will monitor that growth and make adjustments to the maintenance schedule. He also reminded Paul that the City does respond to requests by residents. Bear shared that speed limits are set by state statute and there is a process to follow to get a speed limit changed. Planning Commission Minutes — February 13, 2014 Page 3 Arcand made a motion, Kleissler seconded, to approve the preliminary plat for Fox Meadows as presented with the conditions outlined. Staff will present at the March 3, 2014 City Council Meeting for final approval. All Ayes, motion carried. Conditional Use Permit Amendment — Randy Nugent City Planner, Rachel Juba, presented to the Planning Commission a request from Randy Nugent for a Conditional Use Permit (CUP) Amendment to allow a motor vehicle repair business on the property located at 15183 Freeland Avenue North. Juba explained to the Commission that Staff received a complaint that there may be an illegal business being operated on the property. Staff inspected the property and found that the motor vehicle repair business was located in the building. Juba indicated to the Commission that a motor vehicle repair business is allowed on the property with a conditional use permit. Staff contacted the applicant and he stated he was unaware that the business required CUP approval from the City and agreed to apply for a CUP amendment to allow the business to operate on the property. The applicant currently has a CUP for exterior storage on the property and is requesting to amend the current CUP to allow a motor vehicle repair business on the property. Juba clarified that the City's discretion in approving or denying a conditional use permit is limited to whether or not the proposed application meets the standards outlined in the City's Comprehensive Land Use Regulations. Those standards include being permissible by law, keeping with the spirit and intent of the ordinance, being compatible with the character of the surrounding area, adequate drainage and utilities, adequate road access, floodplain and wetland impacts, adequate screening and obtaining all state and local permits. Staff used the standards outlined to review the application and found that the request meets all applicable standards. When Staff conducted inspections, they found that many items needed for the CUP Amendment were already completed because of the original CUP. Staff feels that the application meets all the necessary criteria to approve a conditional use permit amendment to allow a motor vehicle repair business on the property. Staff recommends approval of the conditional use permit amendment application to allow a motor vehicle repair business on the property located at 15183 Freeland Avenue North. Knauss questioned how long the business has been operating on the site. The representative for the business informed the Commission that the business has been operating for two months on Planning Commission Minutes — February 13, 2014 Page 4 the property. Gwynn also questioned what measures were in place to prevent contamination of the adjoining properties from oil and antifreeze leaks when the vehicles were in the outside storage area. Juba stated that curbs and gutters are in place on the property to prevent contamination. Chairman Gwynn opened the Public Hearing. No Comments. Chairman Gwynn closed the Public Hearing. Knauss discussed with the Planning Commission the idea of establishing administrative fines or a policy for code violations. City Administrator, Bryan Bear, stated that Staff works hard to develop good relationships with the businesses in the City and chooses to work with those businesses to rectify situations life these. Rosenquist made a motion, Arcand seconded, to approve the conditional use permit amendment as presented to allow a motor vehicle repair business on the property located at 15183 Freeland Avenue North. Anna Wobse Accounting Clerk CITY OF HUGO MEMORANDUM TO: Hugo Planning Commission FROM: Rachel Juba, Planner SUBJECT: Comprehensive Stormwater Management Plan DATE: March 5, 2014, for the Planning Commission meeting of March 13, 2014 BACHGROUND: The City's Comprehensive Stormwater Management Plan is used as a guide to the City on administration and implementation of all water resource management activities within the City. The existing Comprehensive Stormwater Management Plan for the City was adopted in 1998. Stormwater management plans are a required component to the City's Comprehensive Plan which is required to be updated every 10 years by the Metropolitan Council. The Stormwater Plan must be consistent with the watershed districts rules. The 2030 Comprehensive Plan was approved in 2010, but did not include a Stormwater Management Plan. This occurred because Rice Creek Watershed District was starting the process to make revisions to its rules to manage stormwater. The planning process for the Met Council and the watershed district did not match. Therefore, the Met Council approved the Comprehensive Plan with the condition that the City submit a Stormwater Management Plan for review and approval after the watershed district adopts its revised rules. The watershed district adopted its revised rules last summer. One of the significant revisions was the way that infiltration for development occurs, making it possible for it to be accomplished regionally. This means the City can plan to provide large infiltration facilities serving many properties rather than requiring multiple small infiltration facilities serving the same area. The City continues to work with the watershed district on the implementation of the revised rules. The City has started the process of updating its Stormwater Management Plan to coincide with the watershed districts. The first step in the process is to develop goals and policies for Stormwater management for development and redevelopment. Over the past year the City has been concentrating on water conservation efforts and has created goals and action steps to "Reduce, Reuse, and Replenish" our water resources. The goals and policies section of the Stormwater Management Plan are geared towards achieving the City's water conservation efforts and goals. SUMMARY GOALS AND POLICIES: This section of the Stormwater Management Plan will set the goals and policies for the way the City evaluates and guides the construction of water resource facilities for developments. The policies reduce stormwater runoff to minimize the damage that may occur to lakes, streams, and wetlands due to development. The policies reduce the amount of ground water (clean drinking water) used for irrigation by requiring developments to evaluate stormater reuse as a way to irrigate the site. The policies state that the City will develop plans to infiltrate regionally as an alternate to individual separate infiltration areas for each development that may be difficult to maintain. The policies encourage the substitution from groundwater use to surfacewater use wherever possible and seeks to replenish the groundwater supply and to recharge the aquifer. CONCLUSION/RECOMMENDATION: Staff recommends the Planning Commission review the goal and polices for the creation of the Stormwater Management Plan and provide comments to staff. No formal action is required at this time. If the Planning Commission is comfortable with the goals and policies staff will forward the comments on to the City Council. The City Council will also review and comment on the section and will provide direction on completing the Stormwater Management Plan based on the goals and policies. Incorporating the Stormwater Management Plan into the Comprehensive Plan will occur through the Comprehensive Plan Amendment process. This includes a public hearing at the Planning Commission that will be held at a later date. ATTACHMENTS: 1. Draft goals and policies section of the Stormwater Management Plan SECTION 5 5. GOALS AND POLICIES 5.1. General The goals and policies in the City of Hugo's Water Resource Management Plan are consistent with the goals of the Rice Creek Watershed District (RCWD), Brown's Creek Watershed District (BCWD), and Carnelian -Marine -St. Croix Watershed District (CMSCWD), while meeting the more specific and changing needs of the City. The goals of this plan were established in accordance with the guidelines contained in Minnesota Statutes 103B and Minnesota Rules 8410. Furthermore, each goal has several corresponding policies. These goals and policies provide for future development and redevelopment while minimizing surface water problems and enhancing the environment. These goals and policies are subject to conformance with current Watershed District policies and standards. The City currently has permitting authority for areas within the RCWD. The City adopts and enforces the most recent RCWD Rules, which can be found at www.ricecreek.or The City does not have permitting authority in BCWD or CMSCWD but adopts rules from these Districts by reference for areas within these watershed district. The most recent BCWD and CMSCWD rules can be found at hLtp://www.bewd.org/ and http://www.croscwd.org_/, respectively. Additional goals and policies of the City are contained throughout this section. A general goal of the City is to cooperate, collaborate and partner with other entities, such as the Watershed Districts and the MPCA as much as possible as the City implements this plan. Cooperation, collaboration, and partnering results in projects that are less likely to conflict with the goals of the affected entities, are better able to meet long-term goals, and are generally more cost-effective. In addition to the goals and policies outlined below, the City will annually review and update its Storm Water Pollution Prevention Plan (SWPPP) to effectively manage its stormwater system and be in conformance with the NPDES MS4 Program. The following are components of the SWPPP: • Public information and education plan relating to water resources and stormwater • An inspection and maintenance schedule • City housekeeping practices (e.g. street sweeping priorities) • BMPs used by the City to control and/or reduce pollutants • Methods used to control and manage post -construction stormwater Hugo pursues a reduce, reuse, and replenish philosophy through its stormwater management policies. Hugo's policies reduce stormwater runoff to prevent the damage that occurs to lakes, streams, and wetlands from urbanization. Hugo's policies reduce reliance on groundwater by encouraging projects that reuse WATER RESOURCE MANAGEMENT PLAN SECTION 5 CITY OF HUGO WSB PROJECT NO. 790452 PAGE 1 stormwater for irrigation. Hugo's policies favor a regional approach to preserve and replenish underground drinking water supplies. This regional approach substitutes surface water for groundwater wherever possible and seeks to replenish groundwater supplies by active regional management of existing appropriations and by consideration of an aquifer recharge and storage program. 5.2. Volume Management 5.2.1. Goal Hugo will reduce its annual discharge of runoff volume by infiltrating and reusing stormwater runoff. 5.2.2. Policies 1. Any development or redevelopment within the City of Hugo will give first preference to stormwater reuse as a means to maintain existing runoff volume discharge. 2. Reuse projects should function to reduce or eliminate the use of City potable water for irrigation. 3. Development and redevelopment projects shall reestablish turf according to Hugo's turf establishment design guidance: providing sufficient topsoil and organic matter to sustain turf without excessive irrigation (whether using potable water, reclaimed water). 4. Hugo develops Comprehensive Stormwater Management Plans as an alternative to individual permits for development within defined areas. These plans allow for trading in infiltration and water quality credits. 5.3. Water Quality 5.3.1. Goal Maintain or improve the quality of water in lakes, streams, and wetlands within or immediately downstream of the City of Hugo. 5.3.2. Policies 1. Hugo's primary means of protecting water quality is to reduce and reuse stormwater runoff. 2. Hugo's water quality program seeks to replenish wetlands and lakes with clean water and maintain base flow in streams by letting runoff absorb into the ground. 3. Hugo requires that stormwater infiltration and resuse facilities include sufficient water quality pretreatment to preserve the function of these facilities. 4. Hugo develops Comprehensive Stormwater Management Plans as an WATER RESOURCE MANAGEMENT PLAN CITY OF HUGO WSB PROJECT NO. 1944-52 SECTION 5 PAGE 2 alternative to individual permits for development within defined areas. These plans allow for trading in infiltration and water quality credits. 5. In the design and construction of all new stormwater conveyance systems and modifications to existing stormwater conveyance systems, pretreatment of stormwater runoff to Nationwide Urban Runoff Program (NURP) must be provided prior to discharge from the site and to the extent required in Section IV.G. for highly and moderately susceptible wetlands. 6. For stormwater discharged to slightly and least susceptible wetlands as outlined in Section IV.G., storm water must be treated to remove 75% of the sediment. 7. The City of Hugo will sweep the streets at least two (2) times annually. Furthermore, future purchases of street sweeping units will give consideration to street sweepers which have the greatest ability to remove nutrients from the streets within the community. 8. The City will encourage homeowners with properties adjacent to water resources to establish a vegetative buffer strip at the shoreline. This strip should consist of legumes or other perennial grasses to limit erosion and nutrient transport across the buffer strip. 9. The City has adopted Washington County Ordinance 128, Chapter 4, "Individual Sewage Treatment System Ordinance." This ordinance is included in Appendix P. This ordinance is in compliance with the MPCA individual wastewater treatment regulations. 10. The City has adopted a stormwater drainage system maintenance plan. This plan has been developed to assure that the retention/treatment basin clean out and maintenance will be addressed to the extent that is feasible and practical. A copy of this maintenance plan will be included in Appendix J. 11. The City will develop and implement a water quality monitoring program capable of establishing that the stormwater treatment basins constructed within the City are not only designed to NURP standards but also meet the anticipated design removal efficiencies based on actual monitoring of the system. This program will be carried out to the extent deemed necessary and reasonable by the Hugo City Council. The City will keep the RCWD informed of all water quality monitoring program updates. 12. For areas within the City that are redeveloping, water quality treatment as outlined in this section, will be required for the entire site if more than 50% of the property is undergoing redevelopment. If less than 50% of the property area is being redeveloped, treatment for only the disturbed portion will be required. 13. Flood fringe encroachment within shoreland areas associated within public waters will only be allowed if it can be demonstrated that no subsequent adverse impacts on natural vegetation, water quality buffers, and wildlife habitat will occur. 14. Any new development or redevelopment shall show sufficient drainage and ponding easements over hydrologic features such as floodplains, storm sewers, ponds, ditches, swales, wetlands, and waterways. 15. All new and redeveloped stormwater management structures and facilities WATER RESOURCE MANAGEMENT PLAN CITY OF HUGO WSB PROJECT NO. 790452 SECTION 5 PAGE 3 shall be maintained in perpetuity either through dedication of the facilities to the City through an easement or through a maintenance agreement between the landowner and the City. 5.4. Runoff Management and Flood Control 5.4.1. Goal Limit public capital expenditures that are necessary to control excessive volumes and rates of runoff. 5.4.2. Policies 1. Hugo's primary flood control strategy is to reduce the volume of its runoff through regional stormwater reuse and infiltration projects. 2. Hugo will strategically place flood control facilities near highly permeable soils so that regional infiltration can be promoted. 3. Any development or redevelopment within the City of Hugo will be required to control runoff to the extent necessary to be consistent with this plan. 4. The design of all major stormwater storage facilities shall attempt to accommodate a critical duration event with a 1 % chance of occurrence in any given year. These facilities include lakes, ponds, and their outlets. New storm sewer systems shall be designed to accommodate a critical duration event with a 10% chance of occurrence in any given year. 5. Any new or redevelopment within the City will maintain three feet (3') of freeboard between 100 -year high water elevation and the minimum building opening. However, if this three foot (3) freeboard requirement is considered a hardship, the standard could be lowered to two feet (2) if certain conditions can be met. 6. Wetlands will be protected within the City boundaries to assure that the value of wetlands in relation to their surface water quantity benefits are not significantly impacted by development. 7. The City will be allowed to discharge water from landlocked basins provided that the rates and volumes of water discharged from the area will be limited to the maximum extent reasonable taking into consideration downstream impacts. 8. The City will require compensatory storage equal to the storage losses resulting from floodplain fill. All floodplain permitting activities shall be subject to the respective flood sector requirements as assigned by Rice Creek Watershed District. 9. The City will require that the peak rate of runoff for any area that drains to Brown's Creek be limited to the pre -development rate of runoff when it is deemed reasonable and feasible to do so. 10. The City shall require that development not increase the pre -development rate or volume of runoff in landlocked areas of the Brown's Creek Watershed to WATER RESOURCE MANAGEMENT PLAN CITY OF HUGO WSB PROJECT NO. 7904-52 SECTION 5 PAGE 4 the maximum extent reasonable to avoid adverse impacts. 11. Development that results in the creation of impervious surfaces must explicitly address use of best management practices (BMPs) to first limit the loss of pervious area; and second, to: a. infiltrate runoff which does occur from impervious areas to the extent feasible considering site-specific conditions and/or b. reuse runoff for irrigation and other appropriate uses 12. All new and redeveloped stormwater management structures and facilities shall be maintained in perpetuity either through dedication of the facilities to the City through an easement or through a maintenance agreement between the landowner and the City. 5.5. Wetlands 5.5.1. Goal The City of Hugo will protect and manage wetlands in conformance with the requirements of the Wetland Conservation Act of 1991. 5.5.2. Policies 1. Policies in areas such as volume management and water quality reduce the degradation of wetlands which preserves them as areas of groundwater recharge. 2. The City of Hugo will tape responsibility of local governmental unit duties for wetland management in conformance with Wetland Conservation Act. 2. Prior to any site development activities, the City will require a site inspection to identify the location and extent of any wetlands present. The proponent of the site development shall have the burden of providing to the City a report showing the on-site inspection and delineation of all wetland areas by a qualified consultant. If any wetland encroachment is proposed, wetland values and impacts will be evaluated on a case by case basis in conformance with the rules associated with the Wetland Conservation Act of 1991 and those of the Watershed District. A functions and values assessment utilizing Nh R.AM will be required for all proposed wetland alterations. For any alteration of a wetland not regulated by WCA, a functions and values assessment must be completed. If it is determined that the functions and values of the wetland will be diminished, replacement must be at a 1:1 ratio. 3. Any review of a proposed wetland encroachment will initially address the issue of avoidance. It will be the City's policy that prior to allowing any wetland encroachment, all reasonable attempts to avoid such alteration must be demonstrated. This avoidance review must also consider the reasonableness of the no build alternative. 5.6. Erosion and Sediment Control WATER RESOURCE MANAGEMENT PLAN CITY OF HUGO WSS PROJECT NO. 1904-52 SECTION 5 PAGE 5 5.6.1. Goal Protect the capacity of the City's stormwater management system by preventing erosion and sedimentation from occurring and correcting existing erosion and sedimentation problems. 5.6.2. Policies 1. Hugo's policies reduce runoff volume which prevents erosion in streams by preventing increases in stream flow. 2. Erosion and sedimentation control plans shall be reviewed and enforced by the City of Hugo for all new developments, redevelopments, and additions to existing sites. These plans shall conform to the general criteria set forth in the Minnesota Pollution Control Agency Division of Water Quality Document "Protecting Water Quality in Urban Areas", and Met Council's "Minnesota Urban Small Site BMP Manual". 3. The City of Hugo will sweep the streets at least two (2) times annually. Furthermore, future purchases of street sweeping units will give consideration to street sweepers which have the greatest ability to remove nutrients from the streets within the community. 4. The City of Hugo will adopt a soil loss limits nuisance policy for construction sites and agricultural lands with enforcement of agricultural lands to be consistent with Minnesota Statue 1968, Chapter 40.19 - 40.28, excessive soil loss. 5. The City may prohibit work in areas having steep or very steep slopes and high erosion potential where the impacts of significant erosion cannot be protected against or mitigated in accordance with the City of Hugo erosion control ordinances. A copy of this ordinance is included in Appendix M. 6. Erosion and sediment control measures must be installed prior to land altering activities and routinely inspected and maintained by the owner during the project until final turf and ground cover is established as documented in "Protecting Water Quality in Urban Areas"(MPCA 2000). The owner will inspect project sites after every rainfall event exceeding 0.5 inches and implement erosion and sediment control measures addressed as needed. The construction of the project must be phased to minimize disturbed areas and removal of existing vegetation until necessary for project progress. 5.7. Groundwater 5.7.1. Goal Protect the quality and quantity of groundwater resources. 5.7.2. Policies 1. The City of Hugo will implement stormwater reuse projects to reduce the WATER RESOURCE MANAGEMENT PLAN SECTION 5 CITY OF HUGO WSB PROJECT NO. 1904-52 PAGE 6 amount of groundwater pumped for irrigation. 2. The City of Hugo will take leadership in measures to replenish regional groundwater aquifers and provide assistance to State and other governmental agencies as they seek to resolve regional groundwater issues. 3. Hugo will champion regional efforts at implementing an aquifer storage and recovery system. 4. Hugo will promote and coordinate with other agencies the continuation of existing groundwater monitoring, inventorying or permitting programs. 5. Hugo encourages the development of spill prevention, control, and counter measure plans that are consistent with State and/or Federal regulations for industrial facilities within it borders and for its own facilities, as well. 6. The City will encourage preservation of wetlands, ponds, and parks to encourage infiltration of precipitation in areas where land use is not anticipated to adversely affect surface water runoff. 7. The City of Hugo will cooperate with Washington County Environmental Health Department to insure that all unsealed or improperly abandoned wells within the watershed are properly sealed. Technical requirements for the abandonment of these wells will be in conformance with the Minnesota Department of Health Water Well Code. 8. The City of Hugo will develop a well head protection plan in accordance with State requirements. 5.8. Recreation, Habitat and Shoreland Management 5.8.1. Goal Protect and enhance fish and wildlife habitat and recreational opportunities. 5.8.2. Policies 1. The City of Hugo will work with and support to the maximum extent practical the efforts of Minnesota Department of Natural Resources, the Corps of Engineers, the United States Environmental Protection Agency, the U.S. Fish and Wildlife Service, the Watershed Districts and other appropriate agencies in promoting public enjoyment and protecting fish, wildlife, and recreational resource values in the City. 2. Preserve wetlands that provide habitat for wildlife and spawning of fish. 3. The City will encourage land owners to maintain wetlands and open space areas for the benefit of wildlife. 4. The City of Hugo will sweep the streets at least two (2) times annually. BACKGROUND: Thrive MSP 2040 is the Met Council's long-range plan for the seven county metro region. It serves as the foundation of the Met Council's system plans and policies as we move towards the upcoming 2040 Comprehensive Plan. During this process the Met Council develops preliminary forecast for each city in the seven county area. The forecasts include population, households, and employment numbers in 10 year increments. The forecasts are developed behind analysis of the real estate market/market demand, infrastructure resources, and projections on growth in the areas. In September 2013, the preliminary forecasts were released for comments to each city. The Met Council requested comments on the forecasts at that time. Che Planning Commission and City Council provided comments in November 2013. On February 19, 2014, the Met Council released revised forecasts based on the comments they received. They are allowing another comment period until April 28, 2014. 2. PRELIMINARY FORECASTS: 3. Per discussions with Hugo's Sector Representative from the Met Council, the allocations for growth have changed since their forecast for the 2030 comprehensive planning process. The growth has been allocated away from the developing suburbs to the inner city. The Met Council has stated that the changes are related to their analysis of a different mix of consumers, such as more seniors, smaller households, and the entry of the millennial generation, as well as, consumers wanting different a type housing, such as accessibility to amenities, housing for a place to live versus investment, and connections to transit. The distribution of growth has dramatically changed with the 2040 preliminary forecasts. They have stated that even though the Page 2 forecasted number is less than what was allocated for the 2030 Comp Plan, they are committed to providing services for the projections that were adopted with the 2030 Camp Plan. 3. CONCLUSION/RECOMMENDATION: The Met Council is looking for comments on the revised forecasts in regards to if the numbers seem to be right, too high, or too low. The City of Hugo is asking the Metropolitan Council to revise its forecasts for Hugo based on the following: 1. Previous forecast for 2030 led to a system statement that included a population of 40,000 people, 15,600 households, and 4,500 for employment for the City of Hugo. In its 2030 Comprehensive Plan the City planned for these projections. The preliminary forecasts for 2040 are significantly lower that what was forecasted for 2030, which if adopted could result in the City removing properties from the MUSA. This would be a big undertaking for the City because we have already committed to property owners that they are within the MUSA. 2. There are pending development applications for a 100 unit senior housing complex, a 57 unit single family residential development, and 16 residential lots to be final platted. Staff has been having discussions with multiple other residential developers and expects more applications to be submitted over the winter. This past summer the Washington County HRA had Maxfield Research Inc. complete a comprehensive housing needs assessment for Washington County. This compared Maxfield's population, households, and employment projections to the two recent Metropolitan Council's projections. They evaluated each city in Washington County. Their projections for Hugo in 2030 are about to the same as the Metropolitan Council's projections for 2040. I have enclosed this information for your review. You can find the draft local forecasts on our website: http://stats.metc.state.mn.us/stats/forecasts204O.aspx Our forecast team has made improvement to the model, informed by discussions with you and other local governments, including: f Corrected data about residential land consumption rates Refreshed projections of regional total households, population, and average household sizes, reducing the overall growth in households across the region Revised development costs to include land values and increased costs of development Stricter tracking of developed and available land supplies • Stricter definition of maximum land use capacities, in both rural and urban areas • Consideration of recent platting activity to identify current growth areas We saw some common themes in the comments: many suburban communities and rural centers said that local forecasts were too low, while many closer in suburbs said that local forecasts were more than what local land supply could handle. These adjustments rebalance the forecasted growth in the region. The public comment draft of Thrive MSP 2040 will be reviewed and adopted by the Council at their regular meeting next week, February 26, 2013, and these forecasts will be included in that draft.
