Stormwater Management Plan — Goals and Policies
Planner Rachel Juba talked about the process in developing the stormwater management plan.
The existing Stormwater Management Plan was adopted in 1998. Stormwater management
plans are required to be updated every ten years with the Comprehensive Plan and must be
consistent with Watershed District Rules. The Rice Creek Watershed District was in the process
of revising the rules when the 2030 Comprehensive Plan was approved in 2010. The
Metropolitan Council approved the Plan with the condition that the Stormwater Management
Plan be completed once the rules were revised. The RCWD competed their revisions to the rules
last summer, and the City is now updating the Plan.
Bob Barth, WSB and Associates, presented the goals and policies to reduce, reuse, and replenish
the City's water resources and the need the need to do this on a regional basis. He talked about
the Oneka Ridge Golf Course water reuse project and what it meant for development.
Staff recommended the Planning Commission review the goals and policies and provide
comments to the City Council.
The Planning Commission reviewed the goals and polies of the Stormwater Management Plan.
They agreed the goals and policies will guide the plan in a good direction and will help the City
achieve its water conservation goals.

Update on Met Council's Population Forecasts
At its October 10, 2013 meeting, Planning Commission discussed Thrive MSP 2040 and the
preliminary forecasts included in the plan for the City of Hugo. At that time they made a
recommendation to the City Council to provide a comment letter to the Met Council to keep the
forecasted numbers from the 2030 Comprehensive Plan.
Planner Rachel Juba explained that Thrive MSP is a long-range plan for the seven county metro
region that includes forecasts of population, households and employment. The population
numbers in the initial forecast were significantly lower for Hugo than the 2030 forecast used in
the City's last Comprehensive Plan for the development of infrastructure and the MUSA area. In
developing the 2030 Comprehensive plan, the forecasted population was 40,000 people by 2040,
and the preliminary forecast had been lowered to 23,200. Staff was directed to send a letter to
the Metropolitan Council requesting the forecasts be revised to a population of 40,000 people by
2040. On February 19, 2014, the Met Council released the revised population forecast for Hugo
at 31,300 and are allowing another comment period, which will end on April 28, 2014.
Arcand made a motion, seconded by Gwynn, to recommendation to the City Council to provide a
comment letter to the Met Council to keep the forecasted numbers from the 2030
Comprehensive Plan.

1. DESCRIPTION OF REQUEST:
The applicant is requesting approval of a site plan for a three story, 99,200 square foot senior
housing facility on a 5 acre parcel. The 100 unit facility will include 29 independent living units,
49 assisted living units, and 22 memory care units. The memory care area on the northwest side
of the building will be one story. The proposed site plan is on a proposed lot within the plat for
Lavalle Fields. The property is located west of Lions Parks with access off of Finale Avenue
across from 146h Street.
The applicant is showing future phases on the site plan. Each addition will be required to
formally apply for site plan approval for consideration by the Planning Commission and City
Council.
2. CONTEXT:
A. Surrounding Land Use and Zoning
The property to the north is zoned Planned Unit Development (PUD) and is currently vacant.
The property to the east is zoned Central Residential (CR -3) and is occupied by single family
homes. The property to the south is zoned Future Central Business (FCB) and General
Commercial (C-2) across CSAH 8. These areas are occupied by single family homes and vacant
land. The property to the west is zoned Central Residential (CR -3) and is occupied by single
family homes and greenhouses.

B. Existing Site Characteristics
The property is currently vacant and is generally flat.
3. BACKGROUND:
At its February 3, 2014, meeting the City Council approved a Preliminary Plat and PUD for a
development to be known as Lavalle Fields. The PUD included a senior housing and a multi-
family residential development. The site plan for the senior housing facility is proposed on a lot
within the plat for Lavalle Fields and is Phase 1 of the development. The PUD allowed flexibility
on the following items:
1. Flexibility to allow senior housing as a land use.
2. Flexibility to allow a density of over 10 units per acre, where a maximum of b units per acre
is allowed.
3. Flexibility to allow the building height of 50 feet to accommodate 3 story buildings, where
only 35 feet is allowed by ordinance in the underlying zoning district.
4. ANALYSIS:
A. Level of City Discretion in Decision -Making
The City's discretion in approving or denying a site plan is limited to whether or not the
proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If
it meets these standards, the City must then approve the site plan.
B. Consistency with Ordinance Standards — Site Plan
The application complies with the ordinance standards as follows:
Building Setbacks
The building setbacks for the PUD are proposed as follows:
For portions of the building that are over 35 feet in height:
o 50 feet from all exterior property lines, except the areas that abut a public street
right- of -way.
• 30 feet from exterior property lines.
• 30 feet from all public street right -of way.
• 10 feet from all interior property lines.
The site plan meets all building setback requirements.

Building Height
The majority of the proposed building is three stories and 50 feet in height at the highest peak.
The memory care and utility/kitchen portion of the building is proposed to be one story at 28 feet
in height.
The PUD allows the building to be 50 feet in height. The site plan complies with the building
height PUD requirements.
Building Coverage and Lot Coverage
The property is 5 acres in size. The building foot print is 43,505 square feet and covers 20% of
the lot. The impervious surface including the building is 58,102 and covers 47% of the lot. The
site plan complies with the coverage requirements.
Parking
The applicant is proposing to satisfy the parking requirements with a combination of above
ground and below ground parking. The City Code does not provide guidance for parking
requirements for a senior housing facility that has various levels of care. The City code only has
requirements for nursing homes. The applicant used the following parking space per unit
calculation:
Independent: 1 parking space per unit
Assisted: %z parking space per unit
Memory: 1 parking space per unit plus 5
Employees:
Van/handicap accessible:
29 parking spaces
25 parking spaces
10 parking spaces
10 parking spaces
5 parking spaces
Total: 79 parking spaces
The applicant is proposing 89 parking spaces for the senior housing facility (50 ground level and
29 below ground) as shown on the plan. In reviewing how other cities calculate senior housing
parking standards based on various levels of care, staff is comfortable with how the parking
space requirements were calculated.
The parking lot for the senior housing facility is oriented east of the building with additional
parking on the west side including the underground parking area. The areas are connected by a
private driveway on the south side of the building.
Landscaping
Section 90-181 of the Zoning Ordinance provides landscaping requirements for developments.
The site plan includes tree and shrub locations and species.

The ordinance provides two ways of calculating the required amount of trees and shrubs. One
based on the square footage of the building and one based on the perimeter of the site, whichever
is greater. In order to meet the landscape requirements, 24 overstory deciduous trees, 22
coniferous trees, 22 ornamental trees, and 145 shrubs are required to be installed. The applicant
is proposing 25 overstory deciduous trees, 24 coniferous trees, 24 ornamental trees, and 241
shrubs. Not only does the applicant exceed the number of shrubs that are required, they are
providing several additional ornamental grasses and perennials. The number of trees and shrubs
will meet landscape ordinance. The applicant is providing landscaping for screening the
driveway from the residential properties to the south. The trees will be six feet tall black hills
spruce.
Although the landscape plan meets the ordinance in regards to counts, the applicant shall revise
the landscape plan to show landscape plan for show the following:
1. Trees shall be added along the east side of the parking lot in the front of the building.
According to the landscape ordinance all perimeters of parking areas shall be landscaped.
2. Accommodate the relocation of the monument sign. This is further discussed in the
signage portion of the report.
3. Additional landscaping along the south property line for a buffer from the driveway to the
residential homes to the south.
Staff will continue to work with the applicant on revisions to the landscape plan.
The applicant is proposing the ground cover to be seed and the property will be irrigated. The
applicant will be designing and installing for the irrigation system to be connected to the large
stormwater pond planned north of the property as part of Phase 2 of the Lavalle Fields PUD.
Staff will continue to work with the applicant on the design and installation of the irrigation
system to ensure it can be connected easily. Staff has added a condition that the system be
converted to stormwater at the time the large stormwater ponds is constructed
Lighting
The ordinance requires lighting to consist of cut-off fixtures and for light cast on adjacent
property and roads not to exceed %2 foot candle measured at the property line or 1 foot candle
measured at the street's centerline.
The applicant is proposing pole mounted cut-off light fixtures within the parking lot area. The
applicant is also proposing wall mounted downcast cut-off light fixtures on the building. The
applicant has provided examples of cut sheet for the lights, but has not decided on a final product
to install. Prior to the installation, the pole and wall mounted fixtures will need to be reviewed
and approved by staff.
Fencing and Screening
The applicant is not proposing any fencing at this time. If fencing is proposed in the future, the
location and type shall be reviewed and approved by staff.

The applicant is not showing the location of any roof top or ground mounted mechanical
equipment. All roof top and ground mechanical equipment must be screened from view of
adjacent properties. Once the locations are determined, they shall be reviewed and approved by
staff to ensure proper screening is provided. Staff will perform an inspection when equipment is
installed to ensure compliance with City code.
The trash enclosure is proposed to be interior to the building on the west side.
Streets and Access
The applicant is proposing an access from Finale Ave from 1401' Street to the senior housing
facility. The proposed access location lines up across 146h Street.
As part of the Lavalle Fields Preliminary Plat and PUD, Phase 1 include the reconstruction of
Finale Avenue from 145a' Street to 1460' Street to provide adequate street conditions for the
access into the senior housing facility. The construction plans will be reviewed and approved at
the time of Final Plat for Lavalle Fields. This road will be designed and constructed by the
developer.
The applicant is showing a fire lane on the west and north side of the building. This area will
include an 8 foot bituminous trails with 6 feet of gravel on each side. The fire lane will be
designed to carry emergency vehicles if they need to use the area. It will need to be plowed for
access during the winter.
Trails
There is a trail shown on the plan that connects the development to the trail along CSAH 8. The
overall PUD for Lavalle Fields requires a public trail casement from CSAH 8 to connect to Lions
Park. This building is Phase 1 of the PUD and the trail is proposed to be connected through
Phase 2 to access Lions Park. The applicant shall dedicate a 10 foot trail easement to the City for
the areas that will be used by the public to connect the CSAH 8 trail to Lions Park. Staff will
continue to work with the applicant on the exact location of the trail easement.
Building Architecture
In 2005, the City Council adopted the Multi -Family Design Guidelines and applicant has done a
good job meeting the intent of the design guidelines.
The majority of the building will include cement board siding, with accents of stone along the
bottom. There is a good color variation in the design. There will be a stone sill along the top of
the stone as the material transitions to cement board siding. The windows and doors will include
a champagne color frame around the edges. The architecture includes a pitched roof with asphalt
shingles.

The building has horizontal and vertical projections, which are encouraged by the Multi -Family
Design Guidelines. The sides of the building are broken up by the projections, windows,
balconies, color variation, and architectural overhang elements. The main entrance is on the east
side of building and includes a canopy with pillars and a peaked roof form creating a clear main
entrance. The applicant is finalizing the design for the canopy and staff will continue to work
with the applicant on the design. The final design shall be reviewed and approved by staff.
The west elevation above the underground parking seems to missing some of the architectural
details the rest of the building includes. Staff recommends that the applicant add architectural
elements, such as larger windows, overhang details, and revise the placement of the stone, to the
west elevation to match the other elevations of the building. Staff will continue to work with the
applicant on the architecture on at portion of the building.
It is in staff's opinion that the applicant has done a good job with the design of the building and
has incorporated equal amounts of quality materials and design elements on all sides of the
building.
Signage
Monument signs are permitted for residential subdivisions and multi -family developments of
nine or more units. Monument signs shall be a maximum of 32 square feet per face. The sign
shall be a maximum of six feet in height, measured from the grade of the ground, and shall be
setback at least ten feet from all property lines and five feet from the right-of-way. The sign shall
be designed to be architecturally compatible with the project, and shall be located within a
landscaped area extending at least three feet around the base of the sign.
The applicant is proposing a freestanding sign at the entrance of the property. The applicant has
not provided any details on the design of the sign. The sign is located in the proposed right of
way to be dedicated to the City with the Final Plat for Lavalle Fields. The sign location and
landscaping will need to be removed from the right of way. Staff will continue to work with the
applicant on the location of the freestanding sign. Staff has included a condition that the sign
shall be a monument sign using materials consistent with the building materials.
Wall signs are permitted on the front, side, or rear of the building, up to one wall sign per facade.
The signs shall only be located on facades that include a public entrance and/or the fagade s that
are visible from a public road. Wall signs may cover a maximum of ten percent of the gross wall
area of the building wall of which the sign is affixed to, including doors and windows. No sign
shall extend above the top of the wall.
The applicant is proposing a wall sign on the west elevation of the building. The applicant has
not provided details on the design of the wall sign. In general the dimension complies with the
sign ordinance. Based on the recommendations on the west elevation of the building, the sign
location may change.
Prior to the installation of any sign a sign permit shall be approved by the City.

DrainagelGrading
The Stormwater runoff for the Lavalle Fields plat as a whole will be collected in a new storm
sewer system. The system will discharge to a new pond located on the ditch alignment east of
Oneka Parkway, which will be constructed during Phase 2 of the development. The stormwater
facility, once constructed, will serve the entire development, as well as runoff from Lion's Park
and the proposed future extension of 147th Street. The stormwater system will include a water
reuse component, which will be designed to provide stormwater for irrigation of Lion's Park and
the development property including Orchard Hills.
The site plan includes a stormwater management pond/infiltration area designed to serve the
Orchard Hills facility. The facility is located such that it could be eliminated in the future once
the regional system is constructed. By managing stormwater in this fashion, there will be
maximum flexibility in the future related to storm sewer piping locations as they are installed to
the north through Phase 2.
Staff is currently working with the applicant to finalize the technical design of the stormwater
management facilities, and will issue a permit for stormwater once the remaining items are
resolved. Drainage and utility easements over the stormwater facilities will be provided as part of
the final plat for Lavalle Fields.
Utilities
Sanitary sewer and water service is available to the site along the property boundary. The
sanitary sewer and watermain will be extended within the site, and designed such that it can
serve future development phases. A portion of the sewer and water improvements will be owned
and maintained by the City following construction and acceptance of the improvements.
Drainage and Utility easements over the public utility segments will be included on the Final Plat
for Lavalle Fields.
Wetlands
There are no wetlands on the property proposed for the site plan.
Park Dedication
The park dedication is proposed to be satisfied by the park land dedication with the final plat for
Lavalle Fields. if the park dedication does not occur, the applicant will be required to satisfy the
park dedication as required in the City Code at $2,400 per unit.
4. CONCLUSION:
The applicant has done a good job with the overall site plan and design of the building. Staff will
continue to work with the application on the recommended revisons.

Staff finds that the proposal meets all the requirements necessary for the City to approve a site
plan as outlined in the City Code, if the conditions are met in the attached resolution.
5. RECOMMENDATION:
Staff recommends approval of the site plan application subject to the conditions listed in the
attached resolution.

RESOLUTION 2014 -
APPROVING A SITE PLAN FOR NATIONAL SENIOR HOUSING SERVICES,
LLC, FOR A SENIOR HOUSING FACILITY ON THE PROPERTY LOCATED
NORTH OF 145TH STREET AND WEST OF FINALE AVENUE NORTH
WHEREAS, National Senior Housing Services, LLC, requested approval of a site plan
for a senior housing facility on the property legally described as;
Lot 1, Block 1, Lavalle Fields
WHEREAS, the Planning Commission has reviewed said site pian on April 24, 2014, and
recommends approval subject to the conditions listed in this resolution.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the site
plan for National Senior Housing Services, LLC, for a senior housing facility with the
following findings:
1. Approval is contingent upon City Council approval of the Final Plat for Lavalle
Fields.
2. The applicant shall meet all requirements in Resolution 2013- 3 and 2013-4 for
Lavalle Fields Preliminary Plat and Planned Unit Development (PUD).
3. All items on the Engineer's memo and "red -line" detailed engineering comments that
have been sent directly to the applicant's engineer dated April 18, 2014, shall be met.
4. The applicant will be responsible for maintaining stormwater facilities and vegetation
proposed as a part of the project. A maintenance agreement between the City and the
applicant shall be reviewed and approved by the City then recorded against the
property prior to the start of grading activities on the site.
5. The irrigation system shall be designed and installed for it to be connected to the
large stormwater pond planned north of the property as part of phase 2 of the Lavalle
Fields PUD. At the time the stormwater pond is constructed, the system shall be
converted to irrigate the property with stormwater.
6. The applicant shall be required to apply for formal site plan approval for all future
phases to be considered by the Planning Commission and City Council.
7. The monument sign location shall be removed from the public right of way. The
monument sign shall be designed using materials consistent with the building
materials.
8. Prior to the installation of any signs, the applicant shall obtain a sign permit.

Prior to the issuance of a building permit:
9. The landscape plan shall be revised based on staffs comments. The landscape plan
shall be reviewed and approved by staff.
10. The applicant shall submit final design cut sheets for the pole and wall mounted light
fixtures to be reviewed and approved by staff.
11. The final design of the canopy shall be reviewed and approved by staff.
12. The applicant shall revise the architecture on the west elevation above the
underground parking area to include elements, such as larger windows, overhang
details, and revise the placement of the stone, to match the other elevations of the
building.
13. The gutter and downtown spout system that shall be integrated into the building
design and shall be reviewed and approved by staff.
14. Construction details of the fire lane for the senior housing facility shall be reviewed
and approved by staff.
15. All roof top and ground mechanical equipment must be screened from view of
adjacent properties. Staff shall review and approve the Iocations. All ground -level
mechanical units shall be low profile and located to the side or rear of the building
and shall be screened from view of adjacent properties. Staff shall perform an
inspection when equipment is installed to ensure compliance with City code.
Prior to issuance of a Certificate of Occupancy:
16. Finale Avenue between 145"' Street and 1461 Street shall be reconstructed as an
urban section roadway to a width of 26 feet to provide adequate street conditions for
the access into the senior housing facility. The construction plans will be reviewed
and approved by staff.
17. A 10 foot wide public trail easement shall be dedicated to the City for the trail shown
on the site plan.
18. The trail shall be constructed as shown on the site plan.
19. All required landscaping shall be fully installed.
20. Drainage and utility easements shall be dedicated to the City over the stormwater
management and sewer extensions.

We have completed our review of the Orchard Hills Senior Facility site plan. The following
information was received for review:
■ Preliminary Plat for LaValle Fields prepared by EG Rud and Sons dated April 9, 2014
■ Grading, Drainage, Utility, and Erosion Control Plan prepared by Plowe Engineering
dated April 10, 2014.
Preliminary Subsurface Soil Investigation prepared by Interstate Geotechnical
Engineering dated December 7, 2012.
■ Drainage Calculations prepared by Plowe Engineering, dated April 10, 2014
A summary of our findings is provided as follows:
Utilities
1. Sanitary sewer and water service is available to the site along the property boundary. The
sanitary sewer and watermain will be extended within the site, and designed such that it can
serve future development phases. A portion of the sewer and water improvements will be
owned and maintained by the City following construction and acceptance of the
improvements. Drainage and Utility easements over the public utility segments will be
included on the Final Plat for LaValle Fields.
