MINUTES HUGO PLANNING COMMISSION October 10, 2013 Call to Order Commissioner Kleissler called the meeting to order at 7:00 pm. PRESENT: Arcand, Kleissler, Knauss, Lessard, Rosenquist, & McRoberts ABSENT: Gwynn ALSO PRESENT: Rachel Juba, Planner Eric Maass, Community Development Intern Approval of Minutes McRoberts made motion, Rosenquist seconded, to approve the Planning Commission minutes of July 25, 2013. Arcand, Lessard, Rosenquist, McRoberts all ayes. Knauss & Kleissler abstain due to absence. Motion carried. Ellen St. Sauver — Preliminary and Final Plat for "Hopkins Acres" Planner, Rachel Juba, provided background on the application to the Planning Commission. The applicant is requesting to combine a 3 acre parcel of land and a 37 acre parcel of land to be split into two 10 acre parcels and one 20 acre parcel. This density meets the zoning requirement of the area. Commissioner Kleissler opened the public hearing. No comments. Commissioner Kleissler closed the public hearing. Rosenquist made motion, McRoberts seconded, to approve the preliminary and final plat for Hopkins Arces. All ayes, motion carried. Terry Luedeke IUP Amendment The applicant is requesting to add a 1,344 sq ft addition to an existing accessory building. This addition is being requested so that the applicant can complete work currently being done outdoors, indoors. Applicant is not expanding his business, nor will he be hiring more Planning Commission Minutes — October 10, 2013 Page 2 employees. Applicant stated that should he need another future expansion it would at that point be time for him to relocate. Staff has observed the property over the last several months and has not observed any excessive noise, traffic, lights, or vibration being caused as a result of Mr. Luedeke's home occupation. Staff has varied the day, time, and location of their inspections of the property. Staff has also not received any official complaints in over a year regarding Mr. Luedeke's home occupation. If approved, Exhibit A of the existing IUP would be revised to reflect the building addition. The property in question is currently zoned Future Urban Service (FUS). Knauss inquired about current screening of the property from the road. Rachel directed Knauss to the landscaping plan of the property to note the 14'-18' Black Hills Spruce the applicant had planted in the yard to provide screening from the road. Commissioner Kleissler opened the public hearing. John Olsen, 70977 177"' Street North requested information about the time of business allowed by the current Interim Use Permit (IUP). Rachel informed commission and Mr. Olsen that the current Interim Use Permit (NP) allowed for work to be conducted from 7:OOAM — 9:OOPM each day. Mr. Luedeke was however only open from 8:OOAM — 8:OOPM each day. Mr. Olsen stated he felt there was increased traffic on 177"' Street as a result of Mr. Luedeke's home occupation, and that he could hear excessive noise from his home coming from the general direction of Mr. Luedeke's property. Ellen St. Sauver informed the commission that she was a local farmer in the area and that businesses like Mr. Luedeke's were essential to their operation. More specifically the time allowed to complete work was important because when equipment goes down on a farm operation it is imperative that it is fixed immediately. Terry Luedeke, the applicant, stated that he was not directing any of his clients to use 177"' street to access his business. He stated that all of his test driving took place on County Road 4 by way of Henna Avenue N, and that the increase in traffic likely was a result of the roundabout construction. McRoberts requested staff continue to monitor the property to ensure compliance with the Interim Use Permit (IUP). Knauss stated that the Interim Use Permit (IUP) was meeting all criteria required of it, and that the proposed addition would only further mitigate potential impacts on neighboring properties. Commissioner Kleissler closed the public hearing. McRoberts made a motion, seconded by Arcand, to approve the Interim Use Permit (NP) Amendment to allow for the addition to the existing accessory structure. All ayes, motion carried. Planning Commission Minutes — October 10, 2013 Page 3 Thrive MSP — Met Council Poulation Forecasts Planner, Rachel Juba, provided the planning commission with a summary of the Metropolitan Council's preliminary population forecasts for the City of Hugo. Rachel stated that the Metropolitan Council was committed to the 2030 Hugo growth forecast as planned for by the adopted 2030 Hugo Comprehensive Plan. Rachel recommended that the forecasts for population, households, and employment for 2040 be consistent with what the City planned for in 2030. Planning Commission agreed that the forecasted data, as presented by the Metropolitan Council for the year 2030, should be extended to 2040. Planning Commission Future Meetings Planner, Rachel Juba, requested the November 28th meeting be moved to December 5th, because of the Thanksgiving Holiday. She also requested that the December 12th meeting then be moved back to December 19th as a result of the proposed December 5th meeting. Lastly, it was requested that the December 26th meeting be canceled because of the Christmas holiday. No approval schedules would be impacted by the rescheduling of the above meetings. McRoberts made a motion, seconded by Arcand, to approve the rescheduling of the Planning Commission meetings as stated. All ayes, motion carried. Adjournment Rosenquist made motion, McRoberts seconded, to adjourn at 7:53 pm. All Ayes, motion carried. Meeting adjourned. CITY OF HUGO MEMORANDUM TO: City Council Planning Commission Parks Commission Economic Development Authority Historical Commission FROM: Bryan Bear, City Administrator SUBJECT: Goals DATE: November 8, 2013 Each year, the City Commissions and City Council adopt goals. The adopted goals are very important to the staff as they help us prioritize our work over the year. This year, the staff would like to change the framework of the goal setting discussions to ensure that we are meeting the expectations of the Commissions. Some of the goals that are adopted each year have been somewhat vague and difficult to measure progress on, such as "Promote downtown redevelopment" or "Expand recreational programming." Many goals of this type end up being repeated each year. We'd like to challenge the commissioners to be creative and specific when setting goals. Each commission is guided by a set of mission statements, values, or visions that are written down in the City's Comprehensive Plan or elsewhere. Ideally, the goals will implement your mission. Each goal statement should be accompanied by action steps that can be accomplished by the staff, Commissions, and City Council. The staff will be asking each Commission a series of questions related to your mission, values, vision, etc. We will facilitate a discussion surrounding those questions with hopes of reaching a consensus on where our efforts should be focused over the next year via goals and actions. The appearance of the document that gets approved will be different from what you have previously seen. Please take some time to think about the questions in advance, and plan to participate in the goal setting sessions, as the outcome of these sessions will guide your Commission and the work of the City staff over the next year. Thanks for everything you do as a volunteer Commissioner and for your ongoing commitment. 2014 Goal Setting Vision of the Planning Commission The planning commission shall serve as advisors to the city council by preparing and making recommendations regarding the appropriateness of the city's comprehensive plan, zoning ordinance, subdivision regulations, and such other matters that impact the orderly and efficient development of the community. (City Code Section 90-31) Discussion Questions Please prepare responses to the following questions to discuss during the goal setting. 1. What strengths does the City of Hugo have? Please identify one or two considerations that that you believe are unique to Hugo and can be a positive asset to the community. 2. What weaknesses does the City of Hugo have? Is there something that the City should be doing with developments that they are not? 3. What do you think should be the 3 most significant priorities of the Planning Commission for the next 20 years? 4. What are the top 3 priorities for the Planning Commission in 2014? 5. What planning/zoning topics would you like to learn more about? Goal Setting Process Using the vision above, the Planning Commission will work together to identify three to six goals. Each of the goals will also have action steps to be taken in 2014. The Hugo City Council will be presented the goals of the Parks Commission for their feedback and approval. The goals will drive the activities of the Planning Commission in 2014.
