HUGO PLANNING COMMISSION
JANUARY 23, 2002
Call to Order
Chairperson Schumann called the meeting to order at 7:00 p.m.
PRESENT: Kleissler, Malaski, McRoberts, Rooney, Rosenquist, Schumann
ABSENT: Peltier

Minutes for Planning Commission Meeting December 19, 2001
Malaski made motion, Rooney seconded, to approve the Planning Commission meeting minutes
for December 19, 2001 as submitted.
All Ayes. Motion carried.
Alternative Stormwater Management Presentation by Jay Michaels
Jay Michaels with NEMO was present. Michaels is a coordinator for metropolitan municipal
official non -point source pollution training program in the metro, funded through grant programs.
He explained that there are five pilot programs they are working on, and one was with the Rice
Creek Watershed District. Michaels gave his presentation on alternative stormwater techniques.
Buffer Yards
Planning Commission members were in agreement that there was much diversity in the attitudes
of those who lived in the agricultural and rural residential zoning districts in regard to
development. While many property owners wish to remain on large tracts of land, others consider
the prospect of developing their property. Members of the Commission agreed that the term
"rural' is very obscure but felt the City should have tighter standards regarding development in
the rural area. The commission directed staff to amend the draft ordinance to include buffer
requirements between different intensities of zoning districts.
2001 Annual Report & 2002 Work Program
The Planning Commission and City Council held a joint meeting on December 1, 2001 to discuss
Planning Commission roles and responsibility. One of the recommendations that came out of the
meeting was for the Commission to prepare annual goals. Community Development Director
John Rask presented the City of Hugo Planning Commission 2001 Annual Report prepared by
staff. This was the first time an annual report was produced, which summarizes the work of the
Planning Commission Meeting January 23, 20022
Commission and related development activity in the City in the past year. The Annual Report
highlighted many accomplishments of the Planning Commission such as the Everton Avenue
Neighbor Study, Charrette, Zoning Ordinance updates, and rural preservation discussions. Also
included in the Annual Report was a recap of the building permits, planning and zoning
applications, and major development projects reviewed by the Planning Commission in 2001.
Another recommendation resulting from the joint meeting was to prepare annual goals for the
Commission. Staff divided the responsibilities of the Commission into long-range planning, and
plan implementation, which would include reviewing plans and development applications for
consistency with objectives of the Comprehensive Plan. Long-range plans included involvement
in the CSAH 8 improvement project, the downtown land use plan and zoning standards, and
continuation of rural preservation discussions. Community Development Director John Rask
provided the Commission with a draft work program that included a summary of these activities.
The Commission approved of the 2001 Annual Report and the goals set for 2002.
Street Width Discussion
In November of 2001, the Planning Commission had directed staff to schedule a discussion on
City street standards. The Community Development Director had provided a brief overview of
street standards as well as a survey of street standards for different communities in the
metropolitan area, as well as standards from other various sources. At the November meeting,
City Engineer Dave Mitchell answered questions from the Commission. The Commission
requested private street options be evaluated and future discussions be commenced.
Planning Commission discussed and directed staff to prepare a policy relating to the use of private
streets in residential subdivisions.
