Chairperson Schumann called the meeting to order at 7:02 p.m.

Minutes for Planning Commission Meeting May 9, 2002
Malaski made motion, Bailly seconded, to recommend approval of the minutes for May 23, 2002
as submitted.
All ayes. Motion carried.
Discussion on Commercial & Residential Site Design
Rick Harrison, from Harrison Site Design Studio, appeared before the Planning Commission to
share his neighborhood and commercial site designs. Mr. Harrison had won a number of awards
for his work and had developed some unique neighborhoods and commercial centers.
Harrison shared his ideas on cove developments, bay homes, and connective neighborhood
designs.
Discussion on Transfer of Development Rights (Joint Meeting with the City Council)
Steve Hobbs, Rice Creek Watershed District Administrator, shared with the Council and
Commission his professional background and extensive experiences with Transfer of
Development Right programs.
Haas made motion, Petryk seconded, to direct staff to include this item at future meetings.

Planning Commission Meeting June 13, 2002- page 2
Fenway Park Preliminary Plat
On March 28, 2002, the Planning Commission had opened the public hearing on the application
of Kettler Construction, 483 Harbor Court, Shoreview, MN, to rezone to PUD, for PUD general
plan approval and for preliminary plat approval on a development to be known as "Fenway Park"
consisting of 34 twinhome lots for property at the northwest quadrant of 140th Street and Fenway
Boulevard. The application was tabled until additional information was available regarding the
possible CSAH 8 alignment.
The Community Development Director indicated that staff from the cities of Hugo and Lino
Lakes, Washington County and Anoka County, are now recommending the elimination of 140th
Street as a possible CSAH 8 realignment option. Most of the comments previously provided
regarding this project were based on the assumption that 140th Street was a possible future
alignment of CSAH 8. The Planning Commission considered the application as though 140th had
been eliminated as an option; however, the City Council would not act on the request until formal
action was taken to eliminate 140t11 Street as an option.
Schumann reconvened the public hearing but there were no comments. Schumann closed the
public hearing.
Rosenquist made motion, Malaski seconded, to recommend approval of the resolution to rezone to
PUD, the resolution to approve the PUD general plan, and approve the preliminary plat for
Fenway Park, adding a condition that a trail connection be made to the trail along future 140th
Street.
All Ayes. Motion carried.
