HomeMy WebLinkAbout2002.06.27 PC MinutesMINUTE'S HUGO PLANNING COMMISSION JUNE 27, 2002 HUGO CITY HALL Call to Order Chairperson Schumann called the meeting to order at 7:06 p.m. PRESENT: Bailly, McRoberts, Peltier, Rosenquist, Schumann ABSENT: Kleissler, Malaski ALSO PRESENT: John Rask, Community Development Michele Lindau, Planning Commission Secretary Minutes for Planning Commission Meeting June 13, 2002 Schumann made motion, Rosenquist seconded, to recommend approval of the minutes for June 13, 2002 as amended. Ayes: Bailly, McRoberts, Rosenquist, Schumann Abstain: Peltier Motion carried. White Oak Fields The Planning Commission held a public hearing to consider the request of Rodney Bahr, 3363 Oasis Avenue, Stillwater, for preliminary plat approval for a subdivision to be known as White Oak Fields, consisting of four rural residential lots located north of the intersection of 132nd Street and Hadley Avenue. The property is 40.8 acres in size and fronts on 132nd Street North. Staff found the plat would comply with the minimum lot size requirement of 10 -acres and all lots would comply with the minimum lot width of 300 feet. Rodney Bahr was present at the meeting. He said the property would need to be perc tested prior to submitting the final plat, and he would be contacting the Rice Creek Watershed District to apply for any necessary permits. Schumann opened the public hearing. There were no comments and he closed the public hearing. McRoberts made motion, Peltier seconded, to recommend approval of the preliminary plat to be known as White Oak Heights. Planning Commission Meeting June 27, 2002- page 2 All Ayes. Motion carried. C.S.A.H. 8 Realignment Discussion On June 18, 2002, a public meeting was held at the Hugo City Hall to discuss the four possible alignments for CSAH 8. Staff from the City of Hugo and Washington County, along with the project consultants, presented a recommendation to eliminate the 140th Street alternative based primarily on the environmental and fiscal costs associated with this alignment. The remaining three alignments required further study, including the preparation of an Environmental Assessment (EA). This item was brought before the Planning Commission because the City needed to examine potential impacts associated with the various alignments as they relate to the City's local road system. Changes to CSAH 8 and the local streets may require the City to reexamine its land use plan and zoning for the areas impacted by the changes to the transportation system. The four alignments being considered were realigning CSAH 8 to connect with TH61 at 140th Street, 142nd Street, 147th Street, or 145th Street, where it now exists. Based on analysis done to date, the 140th Street connection was likely to be eliminated. Schumann spoke on behalf of the Hugo Business Association saying the future of downtown businesses would be adversely affected if traffic was routed around them. Schumann said he felt two one-way traffic lanes were need, and that he would hate to see 145th eliminated because of the Stock Lumber property on the corner of 145th and TH61. McRoberts questioned what benefits there would be in the 147th Street option because it would cut through ball fields, the cemetery areas, and residential areas. McRoberts said 147th would not help the north/south flow of traffic and a connection further north would be preferable because it would help alleviate traffic on Elmcrest Ave. and provide easier access to the freeway from the north. Bailly said she liked the 142nd Street option because it would not interrupt as many homes and businesses. She also said that a connection between 140th and 145th Street should be considered. The Commission questioned how that would affect traffic on TH61. The Community Development Director replied that there was likely not enough separation between CSAH 8 and 142"d St. to accommodate the necessary turning lanes and stacking distance. To do that, it would be necessary to widen the road, which would result in the removal of homes. Rosenquist commented that, should they choose 147th, it would be necessary to terminate the intersection of 145th and TH61. Schumann said he felt 147th should be a one-way to the west and 145th should be a one-way to the east, but the County does not want to construct two roads. He also said an extension of Fenway Ave. should be considered an option that would alleviate the traffic from Wilson Tool and the industrial park Planning Commission Meeting June 27, 2002- page 3 Bailly noted that a stop light at 147th was needed and to have one there as well as 145" and 140" would be stacking them up, so to remove the light at 145th would solve the problem. Brenda Hanson, 5485 145th St., said the area was zoned central business and asked if it would eventually be redeveloped, and the Commission stated that it could be rezoned. Hanson said a one-way on 145th would be O.K., and expressed a desire to keep her home. She also said that the homes on 145th were affordable and the residents could not afford to relocate in Hugo. McRoberts said that if 147th was upgraded, the extension on 150th would probably not occur. The Commission agreed that most of the traffic through Hugo was from the north and not local. It was also agreed that the state needed to look at TH61 and determine how it was going to be improved. The Commission discussed the 140th connection. The Community Development Director explained that according to the analysis done to date, it was determined that 1401h would be eliminated because of the environmental impacts and construction costs. McRoberts and Rosenquist did not like any of the options and said they would like to see more alternatives. The commission discussed how improvements to the County 14 and County 4 interchanges on 35E would greatly improve traffic flow. McRoberts was not in favor of eliminating the 1401h Street option. Schumann made motion, Rosenquist seconded, to recommend the City and County take another look at 147th and 145th as one-way streets. All Ayes. Motion carried. Rosenquist made motion, Bailly seconded, to recommend they look the option of extending Fenway Ave. north to CSAH8, and the option of a road north of 142"a St. All Ayes. Motion carried.
