Chairperson Schumann called the meeting to order at 7:00 p.m.

Minutes for Planning Commission Meeting July 11, 2002
Malaski made motion, Peltier seconded, to recommend approval of the minutes for July 11, 2002
as amended.
All Ayes. Motion carried.
Generation Acres
The Planning Commission held a public hearing to consider the request of Seth Marshall, 14601
Krypton St. NW, Ramsey, for preliminary and site plan for "Generation Acres" consisting of 43
townhome lots for property located north of Oneka Lake Boulevard, south of 150th Street and east
of Geneva Avenue.
Staff recommended tabling the request due to many outstanding issues. Of concern were
minimun floor elevations for the walkouts, incomplete landscape plan, filling of wetlands, and
many street related issues.
Schumann opened the public hearing.
Doreen Moore, 6040 148th Street, stated the property she lived on, west of the proposed
development, had a lower elevation than the proposed site and was concerned about the
displacement of water. She was also concerned whether the builder intended to remove trees.
James Hedquist, 6128 152nd St. N., asked if the developer was related to Alavon Homes. Ken
Gust, engineer of the project, said they were not.

Gerry Philipson, 6050 148th St. N., asked where the water would go. The Planner said it was
unclear how the water would be managed and that was one of the reasons staff was requesting it
be tabled.
Jackie Vossen, 6259 152nd St. N., was concerned about how the proposed development would
impact the traffic on Goodview Ave.
Diana LaRock, 6117 150th St. N., questioned whether the well would be operational in time to
serve the development. The Community Development Director said one well was done, one was
in the construction phase, and the new water tower would be completed in the fall.
Schumann recessed the public hearing.
The Commission discussed possible connections of 150th to the west and the possibility of
obtaining an easement from the developer to provide for it. The Commission also stated water
drainage needed to be carefully addressed.
Schumann made motion, McRoberts seconded, to table this item to allow the applicant additional
time to address the outstanding issues.

Oneka Ponds
The Planning Commission held a public hearing to consider the request of Fegowi Development,
Inc., 920 West Broadway, Forest Lake, for a preliminary plat for "Oneka Ponds" consisting of 68
lots and one outlot for property located north of Sweet Grass Meadows, west of Oneka Lake and
east of Highway 61. The plat would consist of 68 single family detached home lots and one
outlot. The density of the project would be approximately 1.5 units per acre; however, staff could
not confirm the density until a revised wetland delineation was completed as directed by the
wetland TEP (technical evaluation panel).
On February 28, 2002, the Planning Commission had reviewed a sketch plan for the subject
property and offered a number of comments. Staff felt the plan considered this evening was
virtually unchanged from the plan reviewed in February.
Greg Bernier, 15409 Forest Blvd. N., had several concerns about the development. He said the
property should be rezoned to light commercial or business; the noise from Industrial Painting,
5858 152nd St. N. was extreme, especially when they ran the sandblasting booth during the
evening into the early morning hours; berms should be constructed on the west side of the
property; and the proposed lots 40-45 were located in a wetland (Bernier showed a picture of what
that portion of the parcel looked like). Bernier invited the Commission to sit behind his house at
10:00 pm to listen to the noise from the industrial buildings.
A resident at 6238 157th St. N. asked where additional parking for the proposed development
would be. She was concerned about more traffic on Oneka Lake Blvd., and she said there should

be a park and a sidewalk to get to the school. She was also concerned about the displacement of
the wildlife.
Wally Stoltzman, 8139 157`h St., said he was on the Council when the Sweet Grass Meadows
subdivision was approved, and there were concerns about the impact of the industrial park then.
He also pointed out that it was Fegowi Development that had sold the parcel to Industrial Paint.
Stoltzman expressed concerns about the wetland and water drainage and questioned whether the
ditch would be brought into compliance.
Bernier said the berming constructed as part of Sweet Grass Meadows consisted mostly of blue
clay, which grows nothing, and if berming is required, the City should make sure it's good soil.
Jim Hedquist, 6128 152nd St., asked who the builders were, and the developer gave him the name
of the three proposed builders. Hedquist was concerned about the traffic at the intersection of
147`h and TH61, noise from the industrial park, berms with no trees, and grading of property to the
proper level.
Jackie Vossen, 6259 152nd St., expressed concerns about the increase in traffic and the draining of
the ponds in the proposed development into the ponds of their development (Sweet Grass
Meadows 3rd Addition). The Community Development Director said drainage would be improved
with the ditch project.
(McRoberts left at 8:45 pm.)
William McCully, Engineer for the project, addressed the residents' concerns saying the proposed
development would provide an outlet for the water from Sweet Grass Meadows 3rd Addition and
would be taking water off their properties. He said the plan elevation would meet the existing
flood plain elevation of 934 feet, and they would be avoiding wetlands except for lots 7-9.
McCully also said that having ponds would improve the water quality, and Outlot A would be
available should the City want to acquire it for a ballfield.
Schumann recessed the public hearing.
Malaski said she did not approve of lots in the shoreland area in Block 1 and some lots did not
meet minimum lot requirements. She also said she had a problem with the amount of ponding on
the site and with the necessary fill needed on lots 7, 8 and 9 in order to make them buildable sites.
Malaski said she felt an emergency vehicle access in the southwest corner of the site was a
necessity.
Bailly agreed with Malaski saying there should not be homes built on lots 7, 8 and 9. Bailly said
she would prefer fewer large ponds over the many small ponds shown on the site, and would like
to see sidewalks and wider roads that would allow for parking.
Kleissler said she felt there was too much ponding and too many driveways off Goodview
Avenue. She said noise from the industrial park was an issue and that the development would
have to be coordinated with the improvements to the ditch.

Schumann suggested a different use on the eastern edge, perhaps apartments. Schumann also
agreed there were many unresolved water issues.
Malaski made motion, Peltier seconded, to table the request to allow the applicant time to address
the outstanding issues.
All Ayes. Motion carried.
Kleissler complimented the audience on their participation.
