Minutes of September 12, 2002
Malaski made motion, Kleissler seconded, to recommend approval of the minutes for September
12, 2002.
All Ayes. Motion carried.
CSAH 8/14 Realignment Cultural Resources Study Update
The Planning Commission held a public hearing on the County State Aid Highway 8/14 Corridor
cultural resources study update. Chris Manthey from Washington County provided a brief
summary of the results of the survey completed to date. The purpose of the public hearing was to
provide an opportunity to gather public comment and input concerning historic properties and
archaeological resources in the vicinity of the project.
Schumann opened the public hearing but there were no comments. Schumann closed the public
hearing.
This agenda item required no formal action.
North Side Construction Site Plan
The Commission considered the application of Northside Construction for approval of a site plan
to construct a 4,000 square foot addition on the east side of their existing building at 15627 Forest
Boulevard North to be used for cold storage and future offices.
On February 21, 1989, the City Council had approved a site plan for a 40 x 70 -foot building

addition. The applicant never constructed this addition. Richard Opus, owner of Northside
Construction, said the reason they never constructed the building in 1989 was because they were
under a contract for deed for the existing building and were unable to obtain the construction loan
for the addition. Opus said their needs were greater now than anticipated, and they would like to
build a larger addition.
Staff found that the proposed building addition met all site plan and performance standards
outlined in the City's Comprehensive Land Use regulations, and therefore, recommended
approval.
Schumann made motion, Peltier seconded, to recommend approval of the site plan for Northside
Construction subject to the conditions in the draft resolution prepared by staff.
All Ayes. Motion carried.
Fegowi Development - Oneka Ponds
The Commission continued the public hearing to consider the request of Fegowi Development,
Inc, 920 West Broadway, Forest Lake, for a preliminary plat for "Oneka Ponds" consisting of 68
lots and one outlot for property located north of Sweetgrass Meadows, west of Oneka Lake and
east of Highway 61. The Commission considered the application at the July 25, 2002 meeting and
tabled the item to allow the applicant additional time to address the City's concerns. The
applicant had revised the plans to address the majority of the concerns identified at that meeting.
Kendra Lindahl, City Planner, provided an overview of the changes made by the developer to the
Oneka Ponds plat.
Pete Willenbring, City Water Resource Engineer, addressed drainage issues and stated that the
plat complied with the City's Surface Water Management Plan. Willenbring explained the 165`h
ditch project and the effects it would have on the drainage system. He said the proposed
development would provide significant elements to improve drainage throughout the area.
Schumann continued the public hearing.
William McCully, Engineer for Glen Rehbein Companies, explained how they addressed the
concerns the Commission had regarding ponding, wetlands, stormwater management, driveways,
roads, and sidewalks.
Greg Bernier, 14509 Forest Boulevard said the plat was looking better and he liked the improved
drainage. He was concerned about the treeline in the SE corner, which had screened him from the
industrial property, because most of the screening had been torn out with the sewer installation
project. He did not want to see the remaining screening destroyed.
The Community Development Director explained that the proposed development should not
impact the remaining screening. McCully said they were not proposing additional screening for

that area and should not be held responsible for work other contractors had done.
Belinda Moseng, 6122 152nd Street North, had questions about the connection of the drainage
ditch and the reason behind creating the ponds.
The Water Resource Engineer explained the laws governing stormwater ponds saying the ponds
are necessary to hold and treat water. He also said laws require that the rate of stormwater runoff
cannot increase due to new developments, and developments cannot occur if the drainage
adversely effects other properties.
Randy Moseng, 6122 152nd Street North, asked when the trunk connection would be completed.
The Water Resource Engineer said it should be in place before any homes are constructed.
The Community Development Director acknowledged there were many complaints regarding
backyard swales.
John Waller, 14010 Homestead Avenue North, asked what controls there were to ensure that
water runs into the appropriate ditch because areas that now drain into Judicial Ditch 2 were never
assessed for it.
The Water Resource Engineer said that the Watershed District was the ditch authority.
Schumann closed the public hearing.
Malaski thanked the developers for addressing the Commission's concerns and said she was
please with the changes made.
Rosenquist asked if the additional berming and trees were based on results of testing done on the
noise decibel level. McCully said it was not.
Rosenquist asked if the City could supply Bernier an answer about the trees removed from the
existing berm. The Community Development Director said the City could check to see if more
trees were removed than should have been when the sewer and water project was being done.
Schumann suggested a disclosure be put on the sale of the homes to let potential buyers know the
adjoining property consisted of industrial uses.
Peltier had no comments.
Bailly said the development was visually pleasing and that she liked the additional care to be
given the trees on the berm.
Kleissler said she was impressed by the substantial improvements made to the plan.
Schumann concurred with the other members of the Commission and appreciated the staff, Water

Resource Engineer, and the developers working together on the proposed development.
Schumann made motion, Bailly seconded, to recommend approval of the plat to be known as Oneka
Ponds with the conditions in the draft resolution.
All Ayes. Motion carried.
Blueprint 2030 — October 1, 2002 Hugo City Hall
The Community Development Director informed the Commission of an upcoming meeting to be
held at City Hall on October 1, 2002. The Metropolitan Council will be holding the meeting to
involve the public in developing the Blueprint 2030 growth strategy for the metropolitan area.
The Metropolitan Council would like to adopt the Blueprint by the end of 2002.
The Commission directed staff to post this as a meeting of the Planning Commission.
