7:01 p.m.

amended.

Update on Everton Avenue Planning Process
Community Development Director John Rask gave the Planning Commission an update on the issues involved
in the Everton Avenue planning process. Rask reviewed demographic and economic trends of Hugo, as well as
the housing goals of the City, explaining the need to comply with the Livable Communities Act by providing
quality housing that is affordable at all income levels and at allstages of the life cycle. Rask provided an
overview of the Storm Water Management Plan and Transportation Plan and showed past and projected traffic
patterns, explaining the need to widen or realign CSAH 8, west of TH61.
Proposed Changes to the Zoning Ordinance
At the January 24h Planning Commission meeting, the Planning Commission discussed the need to update the
City's Land Use Regulations. Dennis Rosemark, Rosemark Consulting, had presented the Commission a
proposed outline of work to be done, which included revising the ordinance format, adding additional residential
zoning districts, and updating the Planned Unit Development Ordinance. Rosemark was present to discuss with
the Planning Commission a draft ordinance with additional residential zoning districts.
Staff proposed that the City consider adopting new residential zoning districts to not only better regulate future
developments, but to create districts that better reflect and fit existing neighborhoods. Additional districts
would also allow the City to better regulate future development, make efficient use of the available land within
he MUSA, and better implement the City's Comprehensive Plan.

Community Development John Rask explained how the City currently has one single family residential zoning
district for development within the urban service area, a central residential zoning district adjacent to downtown,
and one multiple family district, which allows both townhomes and apartments at a density of 10 units per acre.
The Planning Commission considered a draft ordinance that included four residential zoning districts ranging
from one -acre minimum lot size to 8,400 square foot minimum lot size and two multiple family districts; a low
density and a medium density district.
The Commission reviewed each residential district, paying specific attention to the purpose statement at the
beginning of each section, as well as the uses allowed (permitted, accessory, or conditional).
When considering accessory uses proposed for the districts, McRoberts said he encourages different levels of
home occupations depending on the type of occupation and the impact it would have on the area, with some
home occupations requiring a conditional use permit. Other members of the Commission agreed.
The Planning Commission agreed that kennels should not be included in the zoning ordinances but should let
the City code apply.
The Commission also questioned the definition of manufactured housing and felt it should be better defined
since manufactured homes have changed considerably over the past years.
Also discussed were bed & breakfasts, garages, apartments, twinhomes and townhomes, driveways, signs,
lighting, water -oriented accessory structures, and the use of the word `estate' in the purpose statement.
Rosemark said he would be revising the draft ordinance to incorporate their comments, and would provide the
Planning Commission the revised copy at their February 28, 2001 regular meeting.
